Hoffman No members asked to be excused from this meeting. 2. Minutes ~.~ 1) Council Minutes -September 10, i 998 Minutes of the September 10, 1998 meeting were presented. Moved by Councillor Fabian that we adopt these minutes as circulated. Carried. 2) Public Hearing Minutes -September 10, 1998 Minutes of the September 10, 1998 Public Hearing were presented. Moved by Councillor Berg that we adopt these minutes as circulated. Carried. 3. Call for Post Agenda Items The Reeve called for post agenda items. September 24, 1998 Page 144 4. Adoption of A enda Moved by Councillor Loewen that we adopt the agenda as amended. Carried. 5. Business from Minutes 9-2 Street Suns -Hamlet of Scandia This item will be brought to a future meeting. 11-ASB-1 Mowing Policy This item will be brought back to a future meeting. 7-3 Bylaw 1256-98 -Fire Bylaw Moved by. Councillor Stobbs that Bylaw 1256-98, being a bylaw to regulate fires ~J/(I,J~yf~ within the County of Newell, receive first reading. Carried. l 5-1 Notice of Motion -Land Use Amendments This will be brought forward at the last meeting in November. 6-3 Lake Newell Condo Association -Solid Waste Collection / StreetLake Newell Condo Association -Solid Waste Collection / Street Cleanin~Service Moved by Councillor Daniels that a letter be sent to the Lake Newell Condo Association stating that we have no objection to their contracting the Town of Brooks for removal of their solid waste, provided there is no cost to the County of Newell for the collection. Moved by Councillor Daniels that this motion be tabled. Carried. Administration was directed to invite members of the Lake Newell Condo Association to the next Council Meeting. September 24, 1998 Page 145 7 Substance Abuse Policy Moved by Councillor Berg that we approve the Substance Abuse Policy as presented. Carried. 9-4 Private Sewa#~ystem Disposal Re~7ulations Moved by Councillor Baksa that proposed changes to the Private Sewage System Disposal Regulations be accepted as information. Carried. 6. Correspondence 1. Bassano Area Resource Recovery Association -Thank You A letter from the Bassano Area Resource Recovery Association, thanking the County for their donation, was presented to Cowjcil as information. 2. A.A.M.D.&C. -Discussion Paper on Farm Property Assessment & Taxation ---~ Moved by Councillor Daniels that we meet with. the Assessor on October 1 ", 1998 at ~'j/y3 1:00 p.m. to review the Discussion Paper on Farm Property Assessment & Taxation ~~ `` ~~ and to prepare a submission to present at the October 26`", l 998 MLA Farm Assessment Review Committee Meeting. Carried. Moved by Councillor Stobbs that the Organizational Meeting to be held on October 26`", ] 998, start at 9:00 a.m. Carried. 3. A.A.M.D.&C. -Pictures Required for 90`"wired for Anniversa~ A letter from the A.A.M.D.&C., requesting pictures for their 90`" Anniversary celebration, was presented to Council for information. The Councillors are to look for pictures to send to the A.A.M.D.&C. 4. Diabetes Association -Diabetes Month -November Moved by Councillor Stobbs that the Council of the County of Newell proclaim November as "Diabetes Month". Carried. September 24, 1998 Page 146 5. Shayne Robert Martin -Special Constable Ride Along A letter from Shayne Robert Martin, requesting permission to ride along with our Special Constable, was presented to Council. Moved by Councillor Steinbach that we approve this request provided the Special Constable is in agreement. Carried. 7. Other Business 1. E.I.D. -Utility Right of Way - Ptn NW'/4-9-23-16-W4 Moved by Councillor Baksa that we approve the above-noted Utility Right of Way Agreement with the provision that the site be restored to at least its present condition. Carried. 2. Petition -Michael & Janet Dovichak The County Administrator presented a petition for a debenture for a local improvement and announced that it was a valid petition. Moved by Councillor Fabian that we approve the petition for debenture and that, in the event an addendum to the already 1~ signed road agreement is necessary to accommodate the debenture, it be added. Carried. Lunch Council recessed for lunch from 12:10 p.m. to 1:15 p.m. 8. In Camera Moved by Councillor Berg that we move into camera. Carried. Moved by Councillor Steinbach that we move out of camera. Carried. 9. Public Hearing -Bylaw #1254-98 Ptn. NW 34-19-14-W4 Agricultural to Country Residential Moved by Councillor Stobbs that we recess for the Public Hearing at 2:00 p.m. Carried. Bylaw #1254-98 (2°~' and 3«' Readings) Moved by Councillor Baksa that Bylaw #1254-98, being a bylaw to amend Land Use Bylaw #1004-90 for a land use change in Ptn. NW 34-19-14-W4 from Agricultural to Country Residential, receive second reading. Carried. Moved by Councillor Steinbach that Bylaw #1254-98 receive third and final reading. Carried. Other Business {eont"d) Moved by Councillor Loewen that, due to conflicting mediation dates, Councillor Daniels be appointed to replace the Reeve at the Gravel Pit Mediation Meeting on Monday, September 28`'', 1998. Murray Ranches Ltd. to install a texas gate at N of NE 20-18-13-W4, receive first reading. Carried. Moved by Councillor Loewen that Bylaw TG 53-98 receive second reading. Carried. Moved by Councillor Berg that Bylaw TG 53-98 receive consent of Council for third and final reading. Carried Unanimously. Murray Ranches Ltd. to install a texas gate at NW 24-18-14-W4, receive first reading. Carried. Moved by Councillor Loewen that Bylaw TG 54-98 receive second reading. Carried. Moved by Councillor Berg that Bylaw TG 54-98 receive consent of Council for third and final reading. Carried Unanimously. Moved by Councillor Harbinson that Bylaw TG 54-98 receive third reading. Carried. 3. TG 55-98 - N of NW 22-18-13-W4 - G W Murray Ranches Ltd ~ + Moved by Councillor Baksa that Bylaw TG 55-98, being a bylaw to allow G.W. Murray Ranches Ltd. to install a texas gate at N of NW 22-18-13-W4, receive first reading. Carried. Moved by Councillor Loewen that Bylaw TG 55-98 receive second reading. Carried. Hoffman The Reeve opened the Public Hearing at 2:00 p.m. There were no members of the public in attendance. The Public Hearing dealt with By-law #1254-98, being a bylaw to amend By-law #1004-90 for a land use change in Ptn. 34-19-14-W4, Plan 8910709, Block 2 from. Agricultural to Country Residential.
