County of Newell No. 4
Minutes of Council Meeting
December 4, 1990
A Council Meeting of the County of Newell No. 4 was held in the
County Office at Brooks, Alberta on Tuesday, December 4, 1990
commencing at 10:00 a.m.

Excused from Meeting
Moved by Councillor Douglass that we excuse the following members
from this meeting: Councillor Fabian, Councillor Henderson,
Councillor Scheuerman and Councillor Wells as they are attending
other meetings. Carried.
The following reports, which were provided to the Council members
for study, were brought back to this meeting for discussion and
comments made on these reports are to be sent to the various
Government departments.
1. A.A.M.D. & C. - Firefighters Protective Clothing
A report by Alberta Occupational Health & Safety on the proposed
~f changes to firefighters protective clothing was discussed further.
~G~' ~ Moved by Councillor Bulger that we advise the Association that
(((/"'"' we are in agreement with the proposed protective clothing, as
suggested, and the time frame for obtaining this clothing. Carried.
2. Freedom to Choose
After a further review on this report, it was recommended that
we advise the Government that we feel the proposed bond money
should be put into a trust account to shield interest on future
farm operating loans, and not be set up as a retirement program
for present day farmers. Concern was shown in regard to safe-
guarding the future of the industry for purchases of this farmland
after the fifteen year bond period expires. Moved by Councillor
Douglass that we advise the Government of these recommendations
and concerns. Carried.
3. Local Development Initiative
After a further review on this report, Council felt that more
responsibility should be placed on the people rather than the
large amount of grants presently being handed out for various
projects. They also felt that too many grants are being issued
and organizations are not able to afford the operating costs
of these facilities. Moved by Councillor Wallace that we advise
the Government of these recommendations and concerns. Carried.
4. E.I.D. Landfill Leases
A review of the new landfill leases with the E.I.D. were presented.
These will be presented at the Council Meeting on December 6th
for final ratification.

5. Environmental Control Report
A further study was made of this report and Council indicated
their concerns on the following items: how much responsibility
and cost the Local Governments can absorb for the operation of
this Act; whether the Municipalities are prepared to accept this
reponsibility; and the cost and liability of obtaining and using
trained personnel for inspection of these various projects.
Moved by Councillor Conners ghat we advise the Government of
these concerns. Carried.
6. Municipal Government Act
A general review was made of this Act and a letter is to be sent
to the Government advising that we have no concerns on this new
draft and feel that this Council can work within the proposed
new legislation.
7. Other Business
1. Western Land Services - Road Approach - SW 4-12-19-14-4
Information was presented on this application and it was tabled
for more information and presentation back to the next Council
Meeting.
2. Rolling Hills Golf & Country Club - Request for Grant Funds
Information was presented on this matter and, as the Title to
this property has not yet been issued in the name of the County,
no grant funds could be made available at this time.
8. Adjourn
Moved by Councillor Nelson that this meeting adjourn at 12:05 p.m.
Carried.
