HomeMy WebLinkAbout1990-08-23 Council (Regular) MinutesCOUNTY OF NEWELL N0. 4 MINUTES OF THE COUNCIL MEETING AUGUST 23, 1990 The regular Council Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Thursday, August 23, 1990 commencing at 10:00 a.m. Members Present Reeve Councillors Asst. Admin. F. Workes P. Wallace K. Conners L. Nelson L. Henderson B. Scheuerman M. Douglass W. Wells M. Bowen 1. Excused from Meeting . Moved by Councillor Wallace that Councillor Fabian and Councillor Bulger be excused from this meeting. Carried. 2. Minutes Minutes of the August 9, 1990 meeting were presented. Moved by Councillor Nelson that we adopt these minutes as circulated. Carried. 3. Business from Minutes 5-1 Patricia Water System No report. 4-5 A.A.M.D. & C. - Proposed Change to Ambulance Attendants Hours of Work. ~" Moved by Councillor Nelson that this item be tabled until Councillor ,~_ / jam` Bulger is present. Carried. LEA . 7-4 Chlorine Tester The Assistant Administrator gave information regarding the cost of a chlorine tester. Moved by Councillor Wallace that a tester be purchased, and kept at the County Office when emergencies arise so that a tester is available for our water systems. Carried. 7-4 weed Limits - By-Law~976-89 This is to be brought forward at a September meeting. 7-5 S.E.A.R.P.C. - Family•Vacation Destination Resort A letter from the South East Alberta Regional Planning Commission regarding family vacation destination resorts was presented to Council, and ordered filed. 7-7 S.E.A.R.P.C. - Revised Draft Regional Plan This is to be brought back at a September meeting. 7-12 Aries Resources - Roll ~~4781.18 & 80531.00-Sale to Za Investment The Assistant Administrator advised that Zag Investment Corporation had phoned requesting permission to pay the outstanding balance of taxes in three payments on September 1, October 1, and November 1, 1990. Moved by Councillor Wells that we approve this request. Carried. Page 78 August 23, 1990 7-15 Municipal Statutes Review Committee-Annexation Moved by Councillor Wells that this be tabled. Carried. 4• Correspondence 1. Nova - Emergency Plan A letter from Nova requesting the use of the County building in case of an emergency at the Nova Office was presented to Council. Moved by Councillor Henderson that we approve this request. Carried. 2. Medicine Hat Health Unit - Water Reports Water Reports from the various Hamlets were presented to Council for information. 3. A.A.M.D. & C. - Minister`s Council on Local Development Moved by Councillor Nelson that this item be tabled. 4. Town of Bassano - Ambulance•District A letter from the Town of Bassano asking the County of Newell No. 4 if they would consider entering into an agreement to establish a Bassano and District Ambulance service to serve the Bassano Hospital District was read to Council. After discussion on this, it was moved by Councillor Conners that we write to the Tocnl of Bassano advising them that entering into this agreement would not be in the best interest of our County residents. Moved by Councillor Douglass that this motion be tabled. Carried. 5. Canadian Western Natural Gas Co. Ltd.-NW-28-18-14-4 A request from Canadian Western Natural Gas Co. Ltd. to build an extension at the above noted location was presented to Council. Moved by Reeve Workes that we approve this application. Carried. 6. Apec Mining Ltd. - upgrade road - NE-12, SE-24-18-18-4 ,,~~ "' The Assistant Administrator advised that Blair McNeely and Don ~~~ Grosfield had viewed this road with Apec Mining, and reported ,,~ ~` that only the wet areas and small erosional gullies should be repaired to allow travel on this road. Moved by Councillor Conners that we approve the upgrading of the necessary wet areas, and gullies only, and that this road be used for the exploration part of their project only. Carried. 7. Alberta Environment -.Patricia Lagoon A letter from Alberta Environment regarding the Patricia Lagoon was read to Council. Councillor Conners advised that this matter is being taken care of. 8. Mobile Home License -.Extension - Jim Lane A letter from Jim Lane requesting an extension for payment of his Mobile License to September 30, 1990 was presented to Council. Moved by Councillor Douglass that we approve this request. Carried. 9. Nova - Addition - Meter•Station A letter from Nova advising Council that they are putting an addition on their Cassils Meter Station, was read to Council for information. 5. Delegation - Tourism Committee The Assistant Administrator advised that the Delegation would be unable to attend and had requested the Assistant Administrator present information on the County signs to Council. After a lengthy discussion on this signage application, it was moved by Councillor Nelson that the County will pay up to $15,000.00 for their 25% share of this project. Carried. Intensive Livestock - Minimum Distance Se aration Requirements Councillor Wells reported on the Intensive Livestock - Minimum Distance Separation requirements, and presented Council with a paper he had drawn up. Moved by Councillor Conners that we accept the paper that was researched by Councillor Wells and present this paper to the Minister of Health, Nancy Betkowski, the Minister of Agriculture and a copy to our M.L.A. Moved by Councillor Wallace that this motion be tabled. Carried. 2. Secondary Highway 876 Councillor Conners reported on the condition of this highway. 7• Other 1. Alberta Municipal Statutes Review Committee-Resource Paper A letter from Alberta Municipal Statues Review Committee advising that the draft copies should be out early in October, was read to Council. 2. Alberta Technology, Research & Telecommunications-A G T Head Office A letter from Fred A. Stewart, Minister of Technology, Research and Telecommunications regarding the location of A.G.T.'s Head Office was read to Council for information. 3. Alberta Municipal Affairs,-.Assessment Operations A letter regarding the change in the PanCanadian Petroleum Pipeline assessment was read to Council for information. ~' ~'~~~ 4. Steveville Gravel Pit~Surve~ "~ ~ The Assistant Administrator advised that the Public Works Supervisor requested permission to do a legal survey on the Steveville Gravel Pit. Moved by Councillor Wells that we approve this request. Carried. 5. Office Roof The Assistant Administrator presented three (3) quotes on resurfacing the County Office roof, and advised that Mr. Alan Kloepper had recommended quotation ~~1. Moved by Councillor Henderson that we accept quotation ~~1 from Plato's Superior Roofing in the amount of $24,739.00, and that the unbudgeted portion of this cost be taken from the Municipal Reserve. Carried. 6. Medicine Hat College - .International Literac Year A letter from Medicine Hat College advising that September 1990 is Brooks and District Literacy Month, was read to Council for information. 7. Use of 875 for Marathon. . A request from Fritz Mantsch to use Highway 875 for a 21 mile Marathon on September 8, 1990 was presented to Council. Moved by Councillor Nelson that we approve this request, subject to proper signage of this Marathon and with no liability to the County. Carried. 8. Public Hearing Moved by Councillor Wallace that we recess at 11:30 a.m. for the Public Hearing. Carried. Moved by Councillor Douglass.that we return to the Council Meeting at 11:40 a.m. Carried. Page 80 August 23, 1990 9. By-Law 1011-90 Moved by Councillor Nelson that Land Use Change By-Law 1011-90 receive second reading. Carried. Moved by Councillor Wells that,By-Law 1011-90 receive third and final reading. Carried. 10. CQ NTY AD STRATOR Page 81 August 23, 1990 COUNTY OF NEWELL N0. 4 MINUTES OF THE PUBLIC HEARING AUGUST 23, 1990 A Public Hearing of the Proposed Land Use Change and By-Law 1011-90 was held in the County Office on August 23, 1990 commening at 11:30 a.m. Members Present: Reeeve Councillors Asst. Admin. F. Workes P. Wallace K. Conners L. Nelson L. Henderson B. Scheuerman M. Douglass W. Wells M. Bowen The Assistant Administrator advised that all the necessary advertising and letters had been forwarded regarding this proposed Land Use Change and that no replies or requests to be heard at this Public Hearing were received.
