EXCUSED FROM MEET.ING- There were no requests from members to be excused from the meeting. 2. MINUTES Minutes of the July 19, 1990 meeting were presented. Moved by Councillor Wallace that we adopt these minutes as circulated. Carried. 3. BUSINESS FROM MINUTES 5-1 Patricia Water System The Assistant AdminisY.rator gave an update on information received. Proposed Change to Ambulance Attendants Hours of Work This is to be studied further and brought back at the next meeting. 7-4 Speed Limits - By-Law 976-89 This item is to be brought back to a meeting in September. 4. DELEGATION Staff Sergeant R. Bander and Sergeant E. Secondiak met with Council to discuss Section 188, 1 & 2 of the Irrigation Act. Moved by Councillor Bulger that we contact the R.C.M.P. regarding individuals who were sent letters by the County regarding a violation of this act, and who have failed to comply with the directives of these letters. Carried. 5. CHEQUES FOR PAYMENT Moved by Councillor Douglass that we approve cheque ~~2970 - 3303 in the amount of $1,440,594.59, less cheque ~~3100 in the amount of $5,094.64, for a net amount of $1,435,499.95. Carried. Moved by Councillor Workes that he be excused from discussion and voting on cheque ~~3100. Carried. Moved by Councillor Nelson that we approve cheque ~k3100 in the amount of $5,094.64. Carried. Page 71 August 9, 1990 6. TREASURER'S REPORT The Treasurer's Report for July was presented. Moved by Councillor Conners that we accept this report. Carried. 7. CORRESPONDENCE 1. Brooks and District Chamber of Commerce A thank you letter from the Brooks and District Chamber of Commerce was read to Council for information. 2. Town of Brooks - Brooks Campus Waterline A letter from the Town of Brooks advising that the County's share of this waterline would be approximately $75,000.00 was read to Council. 3. Alberta Agriculture - Approval of By-Law 1009-90 A letter from the Minister of Agriculture advising Council that the above noted By-Law had been approved was read to Council. 4. Medicine Hat Health Units - Water Reports Water Reports from various Hamlets were presented to Council for information. Moved by Councillor Conners that the administration investigate the costs and possibilities of purchasing a chlorine tester to be kept at the County Office for emergency use. Carried. 5. S.E.A.R.P.C. - Family Vacation Destination Resorts Copies of this were presented to Council to study and bring back at ~ a future meeting. 6. S.E.A.R.P.C. - Revised Staff Organization Moved by Councillor Wells that a letter be sent to the South East Alberta Regional Planning Commission advising that Council supports them in their negotiations with the Alberta Planning Board for additional funding. Carried. 7. S.E.A.R.P.C. - Revised Draft Regional Plan This draft was presented to Council for review and is to be brought back to a meeting in September. 8. Village of Tilley - Thank-you A Thank-you note from the Village of Tilley was read to Council. 9. A.A.M.D. & C.-A.G.T. Task Force A letter advising Council of the individuals who had been named to this task force was read to Council. 10. A.A.M.D. & C. - Notice of Motion A letter from the A.A.M.D. & C. advising Council of a Notice of Motion to be brought to the Fall Convention was read to Council. Page 72 August 9, 1990 A letter is to be sent back to the Association advising that we support this Notice of Motion. 11. A.A.M.D. & C. - Fall Convention Information on the 1990 Fall Convention was presented to the Council. 12. Aries Resources - Roll ~~ 4781.18 & ~~ 80531.00 This item will be addressed later in the meeting. 13. E.I.D. Historical Park A letter from the E.I.D. Historical Park advising Council of their Celebration on August 25th and inviting members to attend was read to Council. 14. Gander Masonic Memorial Complex Inc. A letter from the above noted was read to Council. Moved by Councillor Conners that this item be filed. Carried. 15. Municipal Statutes Review Committee - Annexation This paper was presented to Council for review, and is to be brought back at the next meeting. J ~~- 16. TransAlta - Block C NW-9-23-16-4 ~ ((Jj A request from TransAlta to place an anchor pole on the boundary of the above noted location was presented to Council. Subdivisions 1. 90 SE 61 - Tomlinson, G.W. Moved by Councillor Wells that we approve this application, subject to provisions being made for a service road in front of this proposed subdivision. Carried. Z. 90 SE 64 -Tomlinson, G.W. Moved by Councillor Bulger that we approve this application, subject to final approval of the Land Use Change, and that provisions be made for a service road at the front of this property. Carried. p 3. 90 SE 67 - Sonnenberg, E. Moved by Councillor Nelson that we approve this application, and that the Public Reserve be set at $1,500.00 per acre. Carried. Moved by Councillor Nelson that we approve the request to reduce this subdivision from 7 to 5 lots. Carried. D.A.B. No Report. Newell Minibus 1. Mini-bus Policy Moved by Councillor Wells that we approve the draft copy of the Newell Minibus Policy. Carried. 2. Drivers' Salary Moved by Councillor Wells that the Drivers' Salary for the Newell Mini-bus be set at $10.75 per hour, and this be reviewed at our Annual Negotiations. Carried. Highway 56 Councillor Bulger reported on this meeting. 9. Post agenda items 1. Patricia Hall-Liquor Service A request to provide liquor services in the beverage room of the Patricia Hotel, on Sunday, September 2, 1990, in conjunction with the annual Rodeo was presented to Council. Moved by Councillor Conners that we advise the Alberta Liquor Board that we have no objections ~~f~-.~ to this request. Carried. . 2. Lakeside A discussion took place on the smell that comes from Lakeside while they are doing their annual corral cleaning, 10. OTHER 1. Regional Solid Waste Management Authority - Up-date The Assistant Administrator advised that another meeting will be held early in September. 2. Town of Brooks - Curb and Gutter - North Side of County Office The Administration advised that the estimate in cost of this project would be $7,350.00 for the County. Moved by Councillor Bulger that we approve this installation. Carried. Excused from Meeting Moved by Councillor Nelson that he be excused for the remainder of this meeting. Carried. Gravel A request from the Public Works Supervisor to borrow or purchase approximately 3,000 yards of gravel from the County of Vulcan was presented to Council. Moved by Councillor Wells that permission be given to the Public Works Supervisor to negotiate for this gravel. Carried. 11. INFORMATION ITEMS 1. Boundary Commission Meeting - August 23/90 Moved by Councillor Conners that a presentation from Council be made at this meeting. Carried. 2. A.A.M.D. & C. Newsletters These letters were presented to Council for perusal. Moved by Councillor Conners that we move into camera. Carried. Moved by Council Wallace that we move out of camera. Carried. CORRESPONDENCE - continued 12. Aries Resources - Roll ~~4781.18:&:80531.00 A letter from MacKimmie, Mathews, requesting cancellation of taxes on the above roll numbers was presented to Council. Moved by Councillor Wells that we advise our Law firm, Lutes, Shantz and Bell, that Council .is prepared to cancel the following taxes: On Roll ~k4781.18 the amount of $2,454.43 On Roll ~~80531.00 cancellation of the amount of $18,593.99 for a total of $21,048.42, subject to confirmation in writing of the sale to Zag Investment Limited, and payment of the outstanding taxes in the amount of $77,384.64 by 4:00 p.m. August 22, 1990.
