The regular Council Meeting of the County of Newell No. 4 was
held in the County Office at Brooks, Alberta on Thursday,
May 24, 1990 commencing at 10:00 a.m.

Minutes of the May 10, 1990 meeting were presented to Council.
Moved by Councillor Conners that we adopt these minutes as
circulated. Carried.
In Camera
Moved by Councillor Conners that we move into camera. Carried.
Moved by Councillor Douglass that we move out of camera. Carried.
Moved by Councillor Wells that we approve the recommended salary
increase to the County Administrator effective January 1, 1990
and that his Contract be amended accordingly. Carried
3. Business from Minutes
3-4 Divs. 3 & 8 Fire Area
A report will be given at the June 21, 1990 Council Meeting.
3-15 Town of Brooks - Annexation
The Administrator reported on this item and advised that the
Town is arranging a meeting with the residents of the area
concerned, and the Urban Fringe Committees from the Town &
County. This meeting will be held on June 20, 1990.
4-1 Alberta Environment - Bow River Task Force
Councillor Wells reported on this item.
4-7 Jubilee Insurance - E & 0 Liability Insurance
Moved by Councillor Wallace that we lift this item from the table.
Carried.
Further information was presented to Council in regard to Councillor
& Trustee Error & Omission Liability Coverage. After discussion,
it was moved by Councillor Nelson that we approve the additional
insurance for Councillor Error & Omission Liability coverage.
Carried.

This item is now to be referred to the Board of Education for
their comments and approval.
8-6 R. Dennis - Unsightly Property
The Administrator reported on this item with no further action
being taken at this time.
8-7 Joe Buck Property - Rolling Hills - Tax Sale
The Administrator reported on the information received from Alberta
Municipal Affairs in regard to this proposed sale. After further
discussion, it was moved by Councillor Bulger that we refuse the
bid on this property from M. Wocknitz on advice from the office
of the Minister of Municipal Affairs. Carried.
4. Correspondence
1. Jubilee Insurance - Jubilee Reciprocal Insurance
Information was presented to Council in regard to the proposed
Jubilee Reciprocal Insurance for buildings and contents. After
discussion, it was moved by Councillor Nelson that we agree,
in principle, to this Reciprocal Insurance Policy subject to
final ratification when rates are established. Carried.
This item is to be referred to the Board of Education for their
information and approval.
2. A.A.M.D. & C. - TransAlta Utilities
Letter from the A.A.M.D. & C. concerning TransAlta Utilities'
rates and Federal Government rebates was presented to Council
for information.

" ~ 3. A.A.M.D. & C. - Discussion on the Environment

~"~ Letter and information from the A.A.M.D. & C. on the Federal
Environment Minister's Report was presented to Council for their
information. Copies were given to each Council member.
4. Brooks& District Chamber of Commerce -Tourism & Economic Video
Letter from the Brooks & District Chamber of Commerce requesting
County support in a proposed video to be developed to portray
the economic and tourism aspect of Brooks and district was
presented. After discussion, it was moved by Councillor Conners
that we support the suggestion for input on areas that should
be highlighted within the County of Newell in this video. Further,
we recommend that they apply to Business Initiatives for Alberta
for funding of this project. Carried.
5. Brooks & District Chamber of Commerce - Funding Tourist Booth
Letter from the Brooks & District Chamber of Commerce requesting
County support in the funding of the Tourist Booth was presented.
After discussion, it was moved by Councillor Henderson that we
support this project in the amount of $801.30 as requested.
Carried.
6. R.C.M.P. Uniforms
Letters of reply from Prime Minister Brian Mulroney and Bob Porter,
M.P., concerning the changes in the R.C.M.P. uniforms were presented
to Council for information.

7. T.M. Swenson - hook-u~~ Lo Scandia Sewer
Request from T.M. Swenson to hook up to the sewer system at Scandia
was presented. Moved by Councillor Nelson that we approve this
request and that the necessary Agreement be drawn up. Carried.
8. Ro11inQ Hills Golf & Country Club
Letter from the Rolling Hi11s Golf & Country Club advising of
their meeting that was held, and the advertising that was carried
out, was presented to Council for information. After discussion,
it was moved by Councillor Bulger that we advise this Club that
they have met the requirements for the public meeting in the
advertising process and that we will now withdraw our request
for a further public meeting in regard to this matter. Carried.
The Administrator was instructed to send a letter to the Rolling
Hills Golf & Country Club asking them to supply the balance of
the information that was requested on this project.
9. Southeastern Alberta Health Unit - Water Reports
Water reports from the various Hamlets were presented, all being
satisfactory.
10. A.A.M.D. & C. - Seminar Prior to Fall Convention
Information was presented to Council in regard to this proposed
Seminar to be held on the Monday prior to the Fall Convention.
Moved by Councillor Douglass that we recommend to the Association
that, if this Seminar is held, it take place during the regular
days of the Convention. Discussion took place and it was moved
by Councillor Douglass that we table this motion for further
study. Carried.
~~ ~ Further discussion then took place on the matter. A poll was
taken to find out how many Councillors would be interested in
attending the Seminar on the Monday. The indication was that
none would attend this proposed Seminar on the Monday.
Moved by Councillor Nelson that we lift the previous motion from
the table. Carried. Vote on the motion - Carried.
11. Duchess Recreation Area - Budget
The Duchess Recreation Area budget was presented for 1990. Moved
by Councillor Conners that we accept this budget. Carried.
12. Alberta Tourism - Community Tourism Action Plan
Letter from Alberta Tourism advising that our Community Tourism
Action Plan has been approved and is now registered under
~~4571-N1-R was presented..
5. Other Business
1. Patricia Water System - Up-grading
No report at this time.
2. Town of Brooks - Curb & Gutter
North Side of County Office Property
A request from the Town of Brooks to install curb and gutter
on the north side of the County office property was presented.
After discussion, it was moved by Councillor Bulger that we approve
this request, in principle, subject to final costs being provided
by the Town. Carried.

3. Appointment of Weed Inspectors
Moved by Councillor Conners that we appoint the following as
Weed Inspectors for the 1990 season: John Russell, Bruce Beecroft
and Marlene Seguin. Carried.
Lunch
Council recessed for lunch from 12:00 - 1:30 p.m.
4. Sale of Used Equipment
Moved by Councillor Wallace that we approve the sale of the used
ripper for a Terex scraper (Unit ~~223) and the old John Deere
tractor (Unit ~k242) and that this equipment be tendered. Carried.

5. Dinosaur Gas Co-op - Road Crossing - 9-26-20-14-4
An application from Dinosaur Gas Co-op for a road crossing at
the above-noted location was presented. Moved by Councillor
Wells that we approve this application. Carried.
6. Municipal Statutes Report ~~2 - Review
A review was made of this report and, after discussion, it was
moved by Councillor Wells that we accept this report as presented.
Carried.
7. Vehicle Inventor
The vehicle inventory for the various departments was presented
to Council for their review. These will now be presented back
to the various Committees for further discussion.
8. Road Approach - R. Gautier - SE 25-18-15-4
After review, it was moved by Councillor Workes that we approve
this application subject to inspection and final approval by
,~(r ~ the P.W. Supervisor. Carried.

Application for a waterline road crossing at the above-noted
location was presented. Moved by Councillor Douglass that we
approve this application. Carried.
10. Procedural By-law
Moved by Councillor Wells that we approve, in principle, the
development of a Procedural By-law and that the Administrator
obtain further information on a proposed By-law for presentation
back to Council for study. Carried.
6. Public Heari
A public hearing for discussion on the proposed new Land Use
By-law ~~1004-90 was held at 1:30 p.m. No public was in attendance.
After further discussion, it was recommended that this By-law
be approved for second and third readings.
7. By-law ~~1004-90
Moved by Councillor Conners that By-law ~F1004-90 receive second
reading. Carried.
Moved by Councillor Nelson that By-law ~k1004-90 receive third
and final reading. Carried.

The Planning Commission will now proceed with the final copy
of the new Land Use By-law.
