HomeMy WebLinkAbout1989-12-21 Council (Regular) MinutesCounty of Newell No. 4 Council Meeting December 21, 1989 The regular Council Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Thursday, December 21, 1989 commencing at 10:00 a.m. Members Present Reeve Councillors Administrator F. James Excused from Meeting Moved by Councillor Wallace that Councillor Douglass be excused from this meeting. Carried. Presentation Vince Fabian, Director for the Alberta Association of M.D.'s & Counties presented Marlene Bowen with her 25-year Long Service Award. 1. Minutes Minutes of the December 7, 1989 meeting were presented to Council. Moved by Councillor Conners that we adopt these minutes as circulated. Carried. ~ 2. Minutes - Public Hearing Minutes of the Public Hearing of December 7, 1989 were presented to Council. Moved by Councillor Wallace that we adopt these minutes as circulated. Carried. 3. Business from Minutes 3-7 Town of Brooks - Special Constable The Administrator gave an up-date on this item. 5-3 By-law 995-89 - No Shooting in County Park's After further discussion on this By-law, it was moved by Councillor Fabian that the fine be set at a maximum of $200.00, that the imprisonment be set not to exceed 30 days and that By-law 995-89 receive second reading. Carried. 7-1 Meeting with Minister of Environment A report was given on this item and it was moved by Councillor Wallace that we forward a report to the Minister regarding our water systems within the Hamlets as requested. Carried. 7-2 Rolling Hills Property A further report was given on this item and it was moved by Councillor Conners that we readvertise this property: one, being for the lot and buildings; and the second, being for the purchase of the buildings and removal from the property. Carried. Page 107 Dec. 21/89 7-7 Pension Plan - A.S.B. Staff A further report was given on this item and it was moved by Councillor Conners that we include Bob McTavish and Lynden Janzen on our Local Authorities Pension Plan in the category of A.S.B. Inspectors effective January 1, 1990. Carried. 10-2 Regional Landfill Meetin An up-date was given on this item and a date requested for the next meeting. Moved by Councillor Wells that we review this report on January 8th following the Municipal Committee Meeting. Carried. 4. Correspondence 1. Southeastern Alberta Health Unit - Water Reports Water reports were submitted for the various Hamlets. 2. Travel Alberta - Red Deer River Valley Scenic Touring Route This letter was read to Council for information. 3. S.E.A.R.P.C. - Red Deer River Vallev Scenic Touring Route Letter was presented from the Planning Commission advising Council on this matter. Moved by Councillor Fabian that we express our concerns to the Commission and to the consultants that any proposed Route use presently-developed County roads where at all possible. Carried. 4. Marilyn Perini - Request for Funding - Tourism Action Plan A copy of a letter that was sent to the Town of Brooks Tourism Committee was presented to Council requesting their co-operation in this proposed project. Moved by Councillor Conners that we y ~^ refer this letter to the County Tourism Committee. Carried. G~~~`° 5. Alberta Municipal Affairs - Crown Land Letter from Alberta Municipal Affairs suggesting that all crown land be shown on municipal maps was presented to Council for information. 6. Minister of Recreation & Parks - 1992 Alberta Seniors Games Information was presented to Council on this item and ordered filed. 7. Bow City Community Hall Assoc. - Application for Community Gravel Request for 100 yards of gravel was presented to Council. Moved by Councillor Nelson that we approve this request. Carried. 8. Marathon Realty - Verger Gravel Pit Letter from Marathon Realty giving permission to test for gravel in this pit was presented to Council for information. 5. Bassano Hospital Councillor Bulger gave this report. Southeastern Alberta Health Unit Councillor Henderson gave .this report. Senior Citizens' Home Councillor Wells gave this report. S.E.A.R.P.C. No report. Airport Commission Councillor Wells gave this report. Disaster Services Councillor Scheuerman gave this report. The following recommendations were presented to Council for approval: 89 SE 73 - Galarneau - Moved by Councillor Bulger that we approve this application. Carried. 89 SE 97 - Alberts - Moved by Councillor Wells that we approve this application. Carried. Tourism Action Plan Councillor Conners gave this report. 6. Other Business 1. Treasury Branch - 1990 Operating Borrowing By-law 997-89 Moved by Councillor Fabian that By-law 997-89, being an Operating Loan By-law in the amount of five million dollars for 1990, receive first reading. Carried. Moved by Councillor Wallace that By-law 997-89 receive second reading. Carried. Moved by Councillor Nelson that consent of Council be given for third and final reading of By-law 997-89. Carried Unanimously. Page 109 Dec. 21/89 Moved by Councillor Wells that By-law 997-89 receive third and final reading. Carried. 2. Amendments to Water Pipeline Agreement The Administrator gave a report on the meetings with the E.I.D. and the P.W. Supervisor and presented the proposed recommended amendments. Following the presentation, Council made minor changes and the policy will now be re-drafted and presented back to Council at the next meeting for final approval. 3. Dust Control Program - Review A review was made of the 1989 County Dust Control Program and, after discussion, it was moved by Councillor Wallace that we continue with the Program and that the fund be built back up to $300,000.00 for 1990. Carried. 4. Appointment of Shop Foreman Moved by Councillor Wells that we approve the appointment of Murray Hoveland as County Auto Shop Foreman to commence work on January 8, 1990 at a salary as agreed. Carried. 5. County Awards Night Moved by Councillor Conners that the date for this Awards Night be set for February 3, 1990 and that it be held in Bassano. Carried. Moved by Councillor Conners that we appoint Councillor Douglass as the Municipal representative on this Committee. Carried. 7. Tenders on Patricia Water System Feasibility Study Three bids were presented and after reviewing the bids, it was moved by Councillor Conners that we accept the bid from Associated Engineering Ltd., of Lethbridge. Carried. 8. Post Agenda Items There were no post agenda items. 9. Information Items The following items were presented to Council for their information: 1. Canada's Grossest National Product 2. Tourism Zone 2 - Newsletter 3. A.A.M.D. & C. - Newsletter 4. A.A.M.D. & C - Christmas Greetings 10. Unveiling of Rock Due to the severe weather conditions, this was cancelled. 11.
