Council Meeting
September 24, 1987
The regular Council Meeting of the County of Newell No. 4 was
held in the County Office at Brooks, Alberta on Thursday,
September 24, 1987 commencing at 1:00 p.m.

1. Minutes
Minutes of the September 10, 1987 meeting were presented to
Council. Moved by Councillor Conners that we adopt these minutes
as circulated. Carried.
2, Business from Minutes
2-4 Harbinson/Salvisberg Road Allowance
Reeve Workes reported further on this item and the matter was
then ordered filed.

l 3-3 Alberta Labour - Alberta Fire Code
~t Further discussion took place in regard to this letter and
,~- document and the matter was ordered filed.

3-8 White Paper on Income Tax Reform
Further discussion took place in regard to this report. Moved
by Councillor Wallace that a letter of support be sent to the
A.A.M.D. & C. in regard to their stand on this matter. Carried.
3-9 Machinery & Equipment Task Force
Further discussion took place on this item. Moved by Councillor
Wells that a Committee of three be set up to study this and
report back to Council. Carried.
Moved by Councillor Fabian that we appoint the following to
this Committee: Councillors Regehr, Scheuerman and Workes.
Carried.
7-1 Mini-Bus Insurance
The Administrator reported on the survey taken in regard to
insurance on the County Mini-Bus.
3. Correspondence
1. Career Development & Employment - P.E.P.
This item was presented to Council and after discussion, it
was moved by Councillor Regehr that this be filed. ~-,~'~

2. A A M.D. & C. - Spring Convention Resolutions
The Government replies to the Spring Convention Resolutions
were presented to Council for information.
3. Foothills Little Bow Association - Agenda
This item was presented to Council for information.
4. Alberta Planning Board Appeal
Letter from the Alberta Planning Board advising of the appeal
against Subdivision 87 SE 40 was presented to Council for information.
5. Medicine Hat Health Unit - Water Reports
Water Reports from Patricia, Rolling Hills and Scandia were
presented to Council for information.
6. A.A.M.D. & C. - Livestock & Poultry Regulations
A copy of these regulations, under the Public Health Act, were
presented to each Council member for review and dicussion at
the next Council Meeting.
7. Green Drop Venture - Culvert Installation - NE 36-14-14-4
After review, it was moved by Councillor Wallace that we approve
this application subject to the culvert crossing being bored.
Carried.
8. UMA - Gem Drain
Application from UMA for installation of the Kessler drain and
~~ j Gem drain was presented to Council. After discussion, it was
moved by Councillor Douglass that we approve this application.
Carried.

5. Other Business
1. Scandia Sewage Lagoon
Moved by Councillor Conners that we approve the account with
-- ~''''~ Bartle & Gibson for repair items for the Scandia Sewage Lagoon
~i%'~~ and that this be paid out of the Scandia Trust Account. Carried.

2. Fall Convention
Information on the Fall Convention was presented to Council.
Excused from Meeting
Moved by Councillor Wells that he be excused from the meeting.
Carried.
3. Form A's
The following Form A's were presented to Council for approval:
Div. 1 - Secondary Road Gravel - $12,150.00; Div. 9 - Local
Roads Gravel - $15,525.00; Div. 9 - Oil - $10,000.00; and
Div. 9 - Secondary Road Gravel - $3,375.00. Moved by Councillor
Douglass that we approve these Form A's. Carried.
4. Speed Limits - JoAnn Service Road
Recommendations from the Engineers in regard to certain speed
limits on the various curves of this service road were presented
to Council. After discussion, it was moved by Councillor Fabian
that we table this item and obtain more information from Alberta
Transportation. Carried.
-.1 5. Fording Coal - Coal Shipment
Information was presented to Council in regard to shipment of
" coal by Fording Coal to take place on October 5,6,7 & 8, 1987.

6. Post Agenda Items
1. UMA - Culverts - Bow Slope Canal Tail-out & Kessler Drain
Applications for culvert crossings for the above projects were
presented to Council. Moved by Councillor Conners that we approve
these applications. Carried.
7. Adjourn
