Fabian P. Wallace K. Conners M. Andrews F. Workes R. Hall F. Regehr A. Scheuerman M. Douglass D. James 1, Minutes Minutes of the November 7, 1985 meeting were read to Council. Moved by Councillor Wallace that we adopt these minutes as corrected. Carried. 2, Minutes Minutes of the November 7, 1985 Public Hearing were presented to Council. Moved by Councillor Andrews that we adopt these i ~-•r-' .,,,~~ minutes as circulated. Carried. ~~ 3, Business from Minutes 2-5 R.L. Berin er - Se aration of Title Sec. 25-20-15-4 Moved by Councillor Scheuerman that we lift this item from the table. Carried. Moved by Councillor Scheuerman that we approve this Separation of Title. Carried. 8-3 Air Photos Further discussion took place in regard to the purchase of air photos and the Administrator advised that it would be better for us to wait until the next General Assessment which will take place some time in the beginning of 1990. - L. Meyer Subdivision Councillor Workes presented information to the Council in regard to development of the service road on the Meyer subdivision. He indicated that he had received a request to cancel the cul-de-sacs that are presently on the service road.. Mr. Kowal is to be advised that once the service road is complete, the Council will review this matter further in regard to cancellation of the present cul-de-sacs. [,, Correspondence 1. Medicine Hat Health Unit - Water Reports Water Reports from Scandia and Rolling Hills, both being satis- factory, were presented to the Council. Page 116 .,~~ ,; n 2. Alberta Safety Council - Safe Driving Week - Dec. 1 - 7 Information was presented to Council on this matter and ordered filed. 3. _Newell 4-H Council - Donation to Trophy Case Letter from the Newell 4-H Council requesting a donation from the County for a trophy case was presented to Council and referred to Councillor Wallace for more information. 4. Alberta Transportation - Brush Clearing Policy Information was presented to the Council in regard to this new Policy. This information has been turned over to our P.W. Super- visor for further study. 5, Committee Reports Municipal Councillor Hall gave this report. Board of Education No report. Alberta Regional Planning Commission 1) Letter from the Planning Commission advising of the Land Use By-law Forum to be held on November 28th was presented to Council for information. Airport Commission No report. Farm Labour Pool No report. Page 117 ~~~ Disaster Services No report. Library Board Councillor Douglass gave this report. Shop Committee No report. M.P.C. 1) Land Use Change - NE 29-16-13-4 By-law 894-85 Application from Dale Flatla for Land Use Change from Agricultural to Industrial was presented to Council. Moved by Councillor Wallace that By-Iaw 894-85, being a By-law to amend our Land Use By-law receive first reading. Carried. This By-law will now be advertised as required. 2) Subdivision 85 SE 89 - Pt. NW 4-18-14-4 - R. Brodie ~- Information was presented to Council in regard to this application. ,--~ Moved by Councillor Conners that we approve this application for subdivision. Carried. 3) Development Report The Development Report for October was presented to Council for information. 6. Other Business 1. Reservations for Spring Convention Council advised the Administrator to make the necessary reser- vations for the Spring Convention to be held at the Palliser Hotel in Calgary during the first part of April. 2. Bassano Camp Kitchen The Administrator presented information to Council from Alberta Transportation concerning the disposal of the camp kitchen at Bassano. No further action was taken on this matter by the Council. 3. Duchess Recreation Area Agreement A proposed new Agreement was presented to Council for information. Moved by Councillor Hall that Councillor Scheuerman be appointed to the Review Committee with the Village of Duchess and report back to County Council. Carried. 4. R. Schuett - Service Road The Administrator advised that the service road for the R. Schuett subdivision has now been completed. 5. In Camera Moved by Councillor Hall that we move into Camera. Carried. Moved by Councillor Wallace that we return to full Council. Carried. Page 118 ~~' 6. November 15th Penalties A letter was presented to Council from Randy Dixon regarding the November 15th penalties. After reviewing the matter, it was moved by Councillor Conners that we refuse his request for refund of the penalties. Carried. A further review of our Penalty By-law will be made in the new year. 7. Local Government Course Moved by Councillor Douglass that we approve the registration for G. Woltman to the Local Government Certificate Course. Carried. Lunch Council recessed for lunch from 12:00 - 1:30 p.m. 7. Delegation 1. Electrical Protection Branch Mr. Paul Lagasse, of the Provincial Electrical Protection Branch, met with the Council to discuss and answer any of their questions in regard to buried underground power lines. t! ~~ 2. Canadian Association of Geophysical Contractors Mr. Murray Olson, of the Canadian Association of Geophysical Contractors, met with the Council to discuss and answer any of their questions in regard to seismic operations on road allowances. g, Post Agenda Items There were no post agenda items brought forward. 9, Information 1. Security of County Compound This matter was discussed with Council and it was indicated that the installation of another yard light has improved the situation. 2. Proposed Meeting with Alberta Environment No further action was taken on this matter. 3. Government of Canada - Farm Africa This information was presented to Council. 10.
