HomeMy WebLinkAbout1984-08-30 Council (Special) MinutesCounty of Newell No. 4 Special Council Meeting August 30, 1984 A special Council Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Thursday, August 30, 1984 commencing at 10:00 a.m. Members Present Reeve Councillors Administrator V. Fabian P. Wallace K. Conners M. Andrews F. Workes R. Hall F. Regehr A. Scheuerman M. Douglass D. James Waiver of Notice of Meeting Waiver of Notice of Meeting is attached to, and forms part of, these minutes. 1. Electoral Divisions ° A very lengthy discussion and various proposals were discussed by the County Council. It was finally moved by Councillor Wallace that we proceed with a County census in order to establish the proper population counts in the various areas. Carried. Moved by Councillor Andrews that we pay 50G/name plus 40G/mile for mileage travelled by the census takers. Carried. Moved by Councillor Hall that we set the dates for start and completion of this census from September 15 to November 15, 1984. Carried. The Administrator is to advise Alberta Municipal Affairs that we will be carrying nut this census in regard to the electoral division boundary changes. 2. Emerson Park Report Councillors Douglass and Scheuerman reported on their meeting with Mr. Mattheis in regard to the fencing of this Park. It was agreed that we would establish the south fence line on this Park with Mr. Mattheis and, after this fence line is established, we will then have the area surveyed by a legal plan of survey and make the necessary adjustments on the property that the County will sell to Mr. Mattheis and the land that he will sell to the County. It was also agreed that we proceed with the fencing as presented by the Emerson Park Committee. 3. Brooks Vicinity & Area Structure Plan The Council reviewed this plan again along with the file of 1981 at which time this proposed plan was first reviewed. After a lengthy discussion, it was moved by Councillor Conners that we advise the Town of Brooks of the Council's decision in 1981 and reaffirm that this Council is of the same opinion as stated in that report. Water Supply - Country Residential Developments Mr. Gary Klassen, of the Planning Commission, was in attendance for this report, this being a report developed by the S.E. Alberta Regional Planning Commission. After review of the report it was the consensus of Council that we agree with the statement as set ~ out in the Regional Plan concerning water supply for Country Residential development with. the condition that we have no responsibility to the supply of water.
