Special Council Meeting
August 16, 1982
A Special Council Meeting of the County of Newell No. 4 was held
in the County Office at Brooks, Alberta on Monday, August 16, 1982
commencing at 4:00 p.m.

1. Waiver of Meeting Notice
Waiver of Notice of Special Meeting called for 4:00 p.m. on
August 16, 1982 is attached to and forms part of these minutes.
Notice of Special Meeting to be called is also attached to and
forms part of these minutes.
2. Rolling Hills Water & Sewer System
The Administrator advised the Council of the items required by the
Local Authorities Boarcl on the Rolling Hills Water & Sewer System
By-laws. After discussion on this item, the following resolutions
were passed:
Moved by Councillor Peltier that for the purposes of determining
the local improvement tax for the installation of the Water & Sewer
System in the Hamlet of Rolling Hills, the frontage upon which the
tax is based be established for each property by using the shortest
frontage of each property where ever possible. Carried.
Water
Moved by Councillor Hajash that the local improvement tax for the
Water System on the N2 of Lot 9 and the N'-z of Lot 10 Block 6 Plan
5280 FK be based on a frontage of 132 feet as that is the actual
frontage of tiz~se lotsfacing the street that will be serviced by the
-:>`Water System, even though no water line is adjacent to the lots.
. Carried.
Moved by Councillor Hajash that the local improvement tax for the
Water System on the N 3/4 of Lot 8 Block 3 Plan 2123 FB be based
on a frontage of 66 feet as that is the actual frontage of this
lot to be serviced by the Water System, even though no line runs
directly in front of the lot. Carried.
Moved by Councillor Wallace that the local improvement tax for the
Water System on Block A Plan 2123 FB be based on a frontage of
330 feet as this is the amount of frontage which is considered
to be fair and reasonable for this block of land. Carried.
Sewer
Moved by Councillor Fabian that the local improvement tax for the
Sewer Treatment System on the N'-z of Lot 9 and the N'-z of Lot 10
Block 6 Plan 52$0 FK be based on a frontage of 132 feet, ~s this
is the actual frontage of these lots facing the street that will be
serviced by the Sewer System, even though no line is adjacent to
the property. Carried.

1, discussing the 'Rolling Hills Water & Sewer System and passing the
necessary resolutions as required by the Local Authorities Board.
2. Giving By-law 780-82, for the A.S.B.' Shop, second and final readings.

Moved by Councillor Scheuerman that the local improvement tax for
the Sewer Treatment System on the N 3/4 of Lot 8 Block 3 Plan 2123 FB
be based on a frontage of 66 feet as this frontage is the actual frontage
of this lot to be serviced by the sewer system, even though no line
runs directly in front of the lot. Carried.
Moved by Councillor Wallace that the local improvement tax for the
Sewer Treatment System on Lot A Block 1 Plan 2123 FB be based on a
frontage of 330 feet as this is the amount which is considered to
be fair, just and reasonable for this land. Carried.
Moved by Councillor Peltzer that the local improvement tax for the
Sewer Treatment System on Lot B Block 1 Plan 2123 FB be based on a
frontage of 330 feet as this is the amount of frontage which is
considered to be fair, just and reasonable for this land. Carried.

Moved by Councillor Hajash that the local improvement tax for the
Sewer Treatment System on Lot S Block 2 Plan 2123 FB be based on a
g frontage of 330 feet as this is the amount of frontage which is being
serviced by the Sewer System. Carried.
Moved by Councillor Scheuerman that the local improvement tax for the
Sewer Treatment System on Lot T Block 2 Plan 2123 FB be based on a
frontage of 330 feet as this is the full frontage of this lot facing
the street that will be serviced by the Sewer System. Carried.
3. By-law 780-82
Moved by Councillor Fabian that By-law 780-82 receive second reading.
Carried Unanimously.
Moved by Councillor Peltzer that By-law 780-82 receive third and
final reading. Carried Unanimously.
4. Adjourn
Meeting adjourned at 4:45 p.m.
