Council Meeting
September 8, 1978
The regular Council Meeting of the County of Newell No. 4 was held
in the County Office at Brooks, Alberta on Friday, September 8, 197$
commencing at 10:35 a.m.

479. Minutes
Minutes of the August 25, 1978 meeting were read and adopted as
amended.
480. Correspondence
481. Concert Grand Piano Fund
A letter from Ray Hutch requesting the County's consideration for a
donation to the purchase of a concert grand piano was presented to
l~r-- the Council. After discussion on this item, it was moved by
" Councillor Christensen that we table this letter for further information.
Carried.
482. Alberta Transportation
Letter from Alberta Transportation advising of the Government's
program of advising motorists under the School Bus Awareness
Program, was presented to the Council. Moved by Councillor
Bartlett that we print the news release as proposed by Alberta
Transportation. Carried.
483. A.A.M.D. & C.
~' Letter from the Municipal Association concerning fire fighting costs
on crown land was presented to the Council for their information.
484. Westbrook Motors Ltd.
'rv~' Letter from Crerar, ~~utes & Shantz requesting Council's approval for
a business licence for Westbrook Motors Ltd. to open up a garage
business located in SE 6-19-14-4 was presented to the Council. After
discussion on this item it was moved by Councillor Janzen that we
approve this application. Carried.
485. Committee Reports
486. Board of Education
r Moved by Councillor Bartlett that we appoint a Committee of three
to place a bid on the garage building being tendered by the Brooks
Hospital Board. Carried.

Nominations were opened for this Committee. H. Janzen nominated by
L. Brockelsby. J. Hajash nominated by W, Christensen. W. Christensen
nominated by V. Fabian. Moved by Councillor Brockelsby that nominations
cease. Carried.

Lunch
Adjourned for lunch 12:30 - 2:00 p.m.
487. Delegation
Mr. P. Duffy of the Eastern Irrigation District met with the Council
to discuss further plans on the proposed relocation of the Bow Slope
canal as presented at the Municipal Committee Meeting. After detailed
and lengthy discussion on this matter, it was agreed that no change
would be made from the recommendation made at the Municipal Committee
Meeting.

Moved by Councillor Janzen that we accept this report. Carried.
Fencing Policy
This item was tabled for further study.

~';" t Councillor Christensen presented further information on this item
F' and the Administrator was instructed to advise the Bridge Branch
~`- of the local residents and ratepayers objections to the proposed
renovations as set out by Bridge Branch.
Francana Oil & Gas Ltd. - Request for Onenin~ Road Allowance
Councillor Christensen presented further information on this subject
and it was moved by Councillor Christensen that we give no support
in the opening of this road allowance as requested by Francana Oil
& Gas Ltd. Carried.
Local Authorities Board Annexation
Letter from the Local Authorities Board advising of a further proposed
annexation by the Town of Brooks was presented to the Council. Moved
by Councillor Hajash that we advise the Local. Authorities Board that
we approve of this annexation subject to that area of the SW 3-19-14-4
lying south of the TransCanada Highway and the roads contained in this
area, also be included in this annexation. Carried.
Secondary Road 862
Further discussion took place on the proposed changes to Secondary
Road 862. It was also agreed by Council that further discussions
should be made in regard to our Secondary Road Program in regard to
road standards, width, gravel etc., and that this be discussed at
the next Municipal Committee Meeting.

Moved by Councillor Hajash that we accept this report. Carried.
490. Brooks Hospital & Nursing Home
Moved by Councillor Bartlett that we accept this report. Carried.

Moved by Councillor Musgrove that we .accept this report. .Carried.
493. Medicine Hat Health Unit
Moved by Councillor Fabian that we accept this report. Carried.
494. Medicine Hat Planning Commission
Moved by Councillor Musgrove that we accept this report. Carried.
495. Agricultural Development Corporation
No report.
496. Airport Committee
Moved by Councillor Bartlett that we accept this report. Carried.
Excused from Meeting
Councillor Boehme requested that he be excused from the meeting.
Permission granted.

Moved by Councillor Musgrove that we accept this report. Carried.

500. Assessor's Report
The Assessor's Report for the month of August was presented to the
Council. Moved by Councillor Vogel that we accept this report. Carried.
501. Cheques for Payment ?

Moved by Councillor Janzen that we approve cheques 3730 - 4053, as
per attached list, for payment. Carried.
502. Other Business
503. Office Typewriter
The Administrator requested the purchase of a new electric typewriter
for the Assessment Department. Moved by Councillor Christensen that
we approve this request. Carried.
504. Local Government - Assessment Course
Moved by Councillor Brockelsby that we approve the application and
registration of the two County Assessors for the Local Government
Assessment Course. Carried.

505. Form A's
Moved by Councillor Hajash that the Form A for Local Roads Gravel
Only be amended by deleting "East of 1,12,13,24-18-16-4" and
adding "North of 23 & 24-18-16-4 and North of 19 & 20-18-15-4".
Carried.
