HomeMy WebLinkAbout1978-08-11 Council (Regular) MinutesCounty of Newell No. 4 Council Meeting August 11, 1978 The regular Council Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Friday, August 11, 1978 commencing at 10:45 a.m. Members Present Reeve Councillors Administrator T. Excused from Meeting The following Councillors were excused from the meeting: Councillors Fabian, Hajash, Boehme and Bartlett. 428. Planning Commission Applications 429. 78 M 134 - Stan Dahl Moved by Councillor Musgrove that we approve this application subject to dedication of a service road, cash. in-lieu-of Public Reserve, and a Land Use Agreement with the County of Newell. Carried. 430. 78 M 142 - B. Scheureman Moved by Councillor Brockelsby that we approve this application subject to cash in-lieu-of Public Reserve. Carried. 431. 78 M 149 - A. Dietz This application was tabled for further study by Councillor Hajash. E Mr. Moorehead left copies of the Regional Plan Preparation Program Control Documents and suggested topics for discussion on regional concerns. These papers are to be studied by the Council for further review at a later meeting. 432. Minutes Minutes of the July 21, 1978 meeting were rea d and adopted. 433. Business from Minutes Item 405 - No reply to date. Town of Brooks Sewer Plant Location - Further information was supplied from the Town of Brooks in regard to the location of the sewer system in NW 25 & S? 36-18-14-4. After reviewing this information, it was moved by Councillor Vogel that we cancel the land tax on this property. Carried. Item 424 - Special Ed. Playground Area - This item was tabled for further study on the Program. 434. Correspondence 435. ;: Alberta Agriculture Letter from Alberta Agriculture concerning the cost of aerial photos was presented to the Council and it was moved by Councillor Brockelsby that we approve the purchase of a new set of aerial photos for the County of Newell and that these photos be paid for out of the Assessment Reserve Fund. Carried. Page 61 436. Villa e of Duchess Letter from the Village of Duchess requesting information in regard to assistance to the upkeep and maintenance of cemetaries was presented to Council and referred to Councillor Bartlett and also a copy of the letter is to be sent to Mr. Fred Mandeville. 437. Alberta Environment Letter from Alberta Environment concerning the use of the land adjacent to the Brooks Aqueduct was presented to Council. The Administrator is to advise Alberta Environment that it is the Council's opinion that this land should be developed into a park area. 438. /;o Wilson, Krochak & Broadbent Letters from Wilson, Krochak & Broadbent concerning damage claims from G. Whitney and G. Wallace were presented to the Council and copies of these letters are to be forwarded to Mr. Whitney and Mr. Wallace. 439. y Muscular Dystrophy Association of Canada Request from the Muscular Dystrophy Association of Canada for a 1978 donation was presented to Council. Moved by Councillor Janzen that we donate $100.00 to this Organization. Carried. 440. Alberta Public Service Pension Administration Fund More information was presented to the Council in regard to the Public Works joining this fund and this item was tabled for further study. ~. 441. Order-in-Council 971-78 authorizing the use of the current assessment for assessment purposes in 1979 was presented to the Council, and it was moved by Councillor Vogel that By-law 642-78 for the adoption of the current year's assessment for use in 1979 less any annual assessments that are required, receive first reading. Carried Unanimously. Moved by Councillor Janzen that By-law 642-78 receive second reading. Carried Unanimously. Moved by Councillor Brockelsby that consent of Council be given for third and final reading of By-law 642-78. Carried Unanimously. Moved by Councillor Christensen that By-law 642-78 receive third and final reading. Carried Unanimously. 442. ~~ Alberta Environment ~~~-,.~~~r~,~ ~~''%''~'~~.~' Letter and information from Alberta Environment concerning Alberta Municipal Sewage Treatment Assistance Program Fund and Allotment for the Hamlet of Patricia sewer system was presented to Council. Moved by Councillor Musgrove that By-law 647-78 for the application for assistance under this Program and the drawing up of Agreement for assistance, receive first reading. Carried Unanimously. Moved by Councillor Vogel that By-law 647-78 receive second reading. Carried Unanimously. Moved by Councillor Janzen that consent of Council be given for third and final reading of By-law 647-78. Carried Unanimously. Moved by Councillor Brockelsby that By-law 647-78 receive third and final reading. Carried Unanimously. Page 62 Moved by Councillor Christensen that we approve the Agreement between the County of Newell and Provincial Government in regard to assistance under the Municipal Sewage Treatment Assistance Program. Carried. . . 443. v!, G. Johnston Letter from G. Johnston concerning his expense account was presented to the Council and tabled until the next Council Meeting. 444. ,~ E.I.D. Historical Park - Scandia Letter from the E.I.D. Historical Park at Scandia advising that they have accepted our offer to purchase the old Jenny Lind School for the sumof $1.00 and a further request to lease an area of land around this school was presented to the Council. Moved by Councillor Brockelsby that we sell the school to the E.I.D. Historical Park and that a lease be drawn up for the land surrounding the school and also that parking for that area be allowed in the remaining recreation area if required. Also, that the lease be charged at $1.00 per year. Carried. 445. y~,, Cheques for Pa went Moved by Councillor Christensen that we approve cheques 3412-3729, as per attached list, for payment. Carried. 446. Assessor's Report The Assessor`s Report for the month of July was presented to Council. ;~ >X `~~ Moved by Councillor Vogel that we accept the recommendations for tax cancellations as set out in the Assessor's Report. Carried. e Moved by Councillor Janzen that we accept this report. Carried. 447. Committee Reports Board of Education Moved by Councillor Musgrove that we accept this report. Carried. Municipal Committee Moved by Councillor Janzen that we accept this report. Carried. Agriculture Committee No report. Brooks Hospital & Nursing Home Moved by Councillor Musgrove that we accept this report. Carried. Lunch Adjourned for lunch 12:30 - 2:00 p.m. 448. ,.- Delegation Mr. J. Report on Proposed Film A news clipping presented to Councillor Christensen from David, Alma & Janet Hall of Bassano, and their comments on the release of this particular film, were presented to Council. After reading the report on the film, it was moved by Councillor Christensen that copies of this report be forwarded to our M.P., Mr. Wilfley, Mr. Mandeville, advising them that it is the opinion of County Council that the release of this film in Canada should be opposed. Carried Unanimously. 451. j Scandia Station Grounds More information was presented on this subject and it was moved by Councillor Brockelsby that we prepare an agreement between the County of Newell and the E.I.D. Historical Park for the purchase of this area for $1.00, and that this agreement and transfer contain a clause which would delete the area required for the domestic water ~'° system of Scandia. Also, that a caveat be placed on the Title stating that this land can be used for the Society use only, and that in the event that the area is not used for the Society, that this land divert back to the County of Newell. Carried. 452. County Compound A study was made of the County compound and it was moved by Councillor Janzen that the old Lathom School bez~oyed to the east side of the old Wellman School, that the gas house and power pole be moved 30' east of the oil shed. Administrative Staff Salar a A review was made of the salary schedule and it was moved by Councillor Brockelsby that no further review be made of the salary schedule this ~ year. Carried. 454. ~ Agricultural Society Further to the Municipal Committee Meeting with the Agricultural Society concerning the development of a road to their site location, it was moved by Councillor Janzen that if the Agricultural Society provides the property for the road, the County would build this road and also that the Title for the road be transferred into the name of the Crown. Carried. 455. Alberta Gas Trunk Line Purchase of Gravel Request from Alberta Gas Trunk Line to purchase 150 yards of crushed gravel was presented to the Council and it was moved by Councillor Janzen that we sell 150 yards of crushed gravel from the Finnegan Pit and that they be charged at our present rate plus the cost of a checker. Carried. 456. Machinery Trades Moved by Councillor Janzen that a letter of censure re the trade of the Champion Grader be sent to the Public Works Supervisor. Carried.
