Planning Commission 247. ~~' Application 76 M 151 R, Spence_ The Administrator presented information to the Council in regard to Mr. Spence's request to have the Agricultural Caveat lifted on Block Y of this Subdivision. Moved by Councillor Janzen that we request the Planning Commission to lift this Agricultural Caveat { on Block Y. Carried. 248. v~ Application 78 M 74 Lelond Moved by Councillor Hajash that we approve this application subject to cash. in-lieu-of Public Reserve and a Country Residence Caveat. Carried. 3 . . , . 249. ~~ Application 78 A'I 76 Schroeder & Renard Moved by Councillor Fabian that we approve this application subject to a deferred reserve and the registration of an Agricultural Caveat. Carried. s 250. {!~ Aimoto Subdivision a{ Moved by Councillor Christensen that we approve the cash in-lieu-of ICI Public Reserve as presented for this subdivision. Carried. I 251. Alberta Planning Board ~~ Letter from Alberta Planning Board concerning cash in-lieu-of j Public Reserve was presented to the Council for their information. t Moved by Councillor Bartlett that all future appraisal costs be borne by the applicant. Carried. i 252. A. Chrumka k,, Information from A. Chrumka concerning a proposal to lease certain lands was presented to the Council and the Administrator was instructed to contact Mr. Chrumka and have him put his request in writing to the Council for further study. 253. ~ Planning Commission - Alternate Member to the Board Nominations were opened for this member. V. Fabian nominated by ~ P. Bartlett. H. Janzen nominated by W. Christensen. Moved by Councillor Bartlett that nominations cease. Result of vate - V. Fabian was elected as an alternate member to the Planning Commission. i; Page 36 ~~'~ 254. I Business from the Minutes 255. ~' Item 17.7 No further report has been received on this matter. 256. I Item 200 Moved by Councillor Bartlett that we lift Item 200 from the table which reads: "Moved by Councillor Brockelsby that we approve the computation rates on the proposed subdivision at Scandia." Vote on the lifting motion - Carried. Vote on the motion - Lost. The Administrator was instructed to send a letter to the E.I.D. advising them that as per discussions with Councillor Brockelsby and Mr. White, that we agree to pay the annual water rates as discussed at their meeting and that further discussions will continue when the subdivision is complete. Also, a request was made that they sign the linen at this time. 257. ~ Lunch ~'' Adjourned for lunch 12;30 - 2:00 p.m. i 258. Road Plan 433 B.M. Moved by Councillor Bartlett that we advertise the closing and cancellation of that portion of Road Plan 433 B.M. contained in the Martin Subdivision as requested by Land Titles Office. Carried. 259. k Divisions 7 & 8 Boundar Changes Moved by Councillor Christensen that By-law 638-78 receive second ~ reading. Carried Unanimously. The Administrator presented a report on the changes of boundaries I in Divisions 7 & 8. I . . . 60. Division 5 Rural Fire Area Mill Rate ~,'''~ .~,-'',.~ ~,,~ t...~„E'~ .~ ~: The Administrator advised that the necessary advertising for the '~`' increase of the mill rate in Division 5 Fire Area had been carried out and no objections received. Moved by Councillor Hajash that By-law 636-78 increasing the mill rate in Division 5 Fire Area from one to two mills receive first reading. Carried Unanimously. i Moved by Councillor Brockelsby that By-law 638-78 receive consent of Council for third and final reading. Carried Unanimously. Moved by Councillor Janzen that By-law 63$-7$ receive third and final reading. Carried Unanimously. Willson Office Specialty Ltd. 237-1607 (149 P) 261. Delegation v'' Mr. W. Oruski met with the Council to discuss the taxing of his property in the NE 33 & NW 34-18-14-4. After discussion on this matter by Council, it was moved by Councillor Hajash that we reduce the outstanding arrears by 50%. Vote on the motion - Lost. 262. I E.I.D. Historical Park Socie s I Members of the E.I.D. Historical Park Society met with the Council to discuss the matter of obtaining Title to the old C.P.R. Y and land in the Hamlet of Scandia for Historical Park use, and also discussed with Council the possibility of obtaining the old Jenny Lind School. After discussion on this matter, the Administrator was instructed to write a letter to the Honorable Otto Lang with copies to J, Horner, M,P® Hargraves and Fred Mandeville and Hugh Horner advising that once the County gets Title to this property as indicated in Mr. Lang's letter, we are in agreement to turn this area over to the Park and we would request this matter be considered at the earliest possible date. ~ Page ~7 As for the School Site, the delegation was instructed to forward a letter to the Board of Education for further consideration. Minutes of Court of Revision Minutes of the Court of Revision Meeting were presented to the Council for their information. Correspondence Higa & Wood Letter from Higa & Wood requesting Tax Notification Release on the NW 15-14-13-4 and the SE 28-14-13-4 was presented to the Council. Moved by Councillor Brockelsby that we approve their request. Carried. PanCanadian Petroleum Ltd. Letter from PanCanadian Petroleum Ltd. advising of the proposed drilling of test holes for coal was presented to the Council and it was moved by Councillor Christensen that we approve this testing program as proposed. Carried. Medicine Hat Health Unit Letter from I.D. X61 concerning the disposition of building known as the Medicine Hat Health Unit in Medicine Hat, was presented to the Council and it was moved by Councillor Vogel that we accept the proposal and sign the necessary documents in this regard. Carried. Brooks & District Chamber of Commerce Letter from the Brooks & District Chamber of Commerce advising of meetings for the month of May was presented to the Council for their information. _.~ ~ Village of Tilley Agreement .~` °.~a ~~ ~:~ -~~~ %~ ~ ~~ ~-. Letter from Crerar, Lutes & Shantz enclosing the Agreement between the Village of Tilley and the County of Newell in regard to the building and maintenance of a road within the Village of Tilley boundaries and advice from them that a By-law should be passed under Section 118 Sub 1 of the Municipal Government Act to cover this Agreement, was presented to the Council. Moved by Councillor Fabian that By-law 639-~8 covering Agreement for the building and maintenance of road within the Village of Tilley boundaries receive first reading. Carried Unanimously. Moved by Councillor Vogel that By-law 639-78 receive second reading. Carried Unanimously. Moved by Councillor Janzen that consent of Council be given for third and final reading of By-law 639-78. Carried Unanimously. Moved by Councillor Hajash that By-law 639-78 receive third and final reading. Carried Unanimously. 1978 Municipal Budget ~ ~ `~-, ~~~ -~ `~'~ `='"..~; The Administrator and Budget Committee presented the proposed 1978 Municipal Budget to the County Council. After reviewing the proposed Budget, it was moved by Councillor Hajash that we approve the 1978 Budget for Municipal purposes as presented by the Budget Committee. Moved by Councillor Janzen that By-law 640-7$ receive second reading. Carried Unanimously. Moved by Councillor Vogel that consent of Council be given for third and final reading of By-law 640-78. Carried Unanimously. Moved by Councillor Christensen that By-law 640-78 receive third and final reading. Carried Unanimously. 271. ~ Cheques for Payment Moved by Councillor Brockelsby that cheques 2146 - 2554, as per attached list, be approved for payment. Carried. ~~ w i I 272. ~ Truck Tenders ~l~I The following tenders were received on one-ton truck, i-ton pick-up, and 3/4 ton pick-up from Modern Auto Services Ltd, Clayton Hayes Pontiac Buick G.M.C. Ltd., Charter Ford Mercury Sales Ltd., and Bud's Service (1960) Ltd. After reviewing the tenders, it was moved by Councillor Vogel that we accept the bids from Modern Auto ~ Service Ltd. Carried. 273. I Road Bans ,~,: A review was made of the road bans to date and no decision was made to change the present road bans. Willson Office Specialty Ltd. 237-1607 (149 P) 274. ~ Mrs. Lois Jacobson. ~" A request from Lois Jacobson for the Council to consider the changing '~ r of dates for the mailing and penalties of tax notices was presented to -`~'~~~ the Council and after discussion on the matter it was moved by ;, Councillor Brockelsby that no change be made to our present dates ~- regarding tax notices. Carried. 275. Rolling Hills Recreation Board In regard to Block X and Block 4, Hamlet of Rolling Hills, the Administrator advised that the Recreation Board has requested the closing of the lane between these two lots. After reviewing this matter, the Administrator was instructed to forward this information to the Hamlet of Rolling Hills Advisory Committee for study and comment. 276. I Form A's for Approval ~ The following Form A`s were presented to the Council for approval: Division 7 Local Roads Gravel Only - $1800,00; Division 8 Local Roads Construction & Drainage - $7000.00; Division 2 Secondary Roads Gravel Only - $4300.00; Division 6 Local Roads Gravel Only - $48556.00; Division 6 Local Oil - $10000.00, Moved by Councillor Boehme that A we approve these Form A`s.• Carried. 277. ' By-law 641-78 Moved by Councillor Bartlett that By-law 641-78 for the purchase of five new school buses from Thomas Bus Sales Ltd. and one i-ton truck from Clayton Hayes Pontiac Buick G.M.C, Ltd. receive first reading. Carried Unanimously. Moved by Councillor Janzen that By-law 641-78 receive second reading. Carried Unanimously. 278. ~,"% Road Use Agreement Road Use Agreement Form from Lakeside Farm Industries for irrigation pipeline road crossing in SE 25-15-19-4 was presented to the Council. Moved by Councillor Hajash that we approve this application. Carried. 279. j Petition '' A petition was presented to the Council from residents of Division 2 whereas they are requesting a change of boundary in order that their property presently located in Division 2 would be covered under I Division 5. The Administrator was instructed to advise the members of this petition that a meeting will be set for them at our next Council Meeting. 280. s Administrator's Seminar - Banff The Administrator advised that the Administrator's Seminar has been set for June 4,5,6 & 7 in Banff and it was moved by Councillor Hajash that we approve the attendancerof the Administrator at this Seminar.
