James 836. ~ Minutes ~ Minutes of the November 25, 1977 meeting were read and adopted as amended. ',~ 837. Business from the Minutes '~ y~ 816. Stock Watering Dam SW 22-25-16-4 '~ Councillor Janzen reported on this subject and moved that we approve ', this proposed stock watering dam subject to a culvert and further dam being installed if the roadway is needed by the County at a future date. Carried. . . . 822. County Liability in Respect to Oil Co. Roads Letter from Brownlee, Fryett concerning this subject was read to the Council and copies are to.be provided to them for study. ~, ~ 823. Gordon Spicer - Used Car & Salvage Yard i ~ Letter from Gordon Spicer indicating his intentions to enclose the above used car and salvage yard on his property was presented to Council and ordered filed until January, 1978 when this matter will be reviewed again. ~,~ 826. Village of Tilley ~ ', Further discussion took place on the proposed sharing of a C.P.R. crossing and signal lights which would be located within the Village '. limits. The Administrator advised that under Section 118 of the Municipal Government Act, this cost sharing of maintenance could be set up between the Village of Tilley and the County of Newell, and he was instructed to proceed further with the drawing up of the necessary papers in this regard. . . {{i 838. ~t Cheques for Payment Moved by Councillor Brockelsby that we approve cheques 4977 - 5001 ': and cheques 1 - 416, as per^attached list, for payment Carried. 839. ~~ Correspondence 3p W ilison Office Specialty ~2d. 237-1607 (149 P) 840. ~', University of Alberta Extension Forum on Issues of Local Government Letter from the University of Alberta advising of the Forum of Issues of Local Government Shared Services and the Seminar to be held in + Edmonton on January 12 & 13, was presented to the Council. This matter was left open for any of the Council who wish to attend this Seminar. .~ ~; <~~ Page 100 841. ,~ Alberta Transportation I, Letter from Alberta Transportation advising of Order in Council 1193-77 ~!, concerning the Public Works Development Area 4~9 C.P.R. abandoned rail lines Cassils to Scandia was resented to Council for their a ~ P information. 842. ,~ Insurance Claim v Letter from Marvin F. Hellmer, of Tilley, concerning the minor accident and insurance claim which took place on November 3rd, 1977 was presented to Council. Considerable discussion took place on this matter, and it was moved by Councillor Fabian that we pay Mr. Hellmer the cost of repairs to his car due to this accident. I Carried. k i Moved by Councillor Janzen that a severe reprimand be sent to the supervisor and foreman in regard to the signing of areas under '; construction. Carried. a . . 843. /~ Medicine Hat Planning Commission A copy of a letter addressed to Alberta Municipal Affairs concerning the Alcan Pipe Line, Alberta Portion, was presented to the Council for their information. 844. Carried, t ~ . . . 845. ~~` Assessor's Report Moved by Councillor Vogel that we accept this report. Carried. ~ . 846. ~ Delegation Mr. Ed Matheis, of Three Walking Sticks Ranches, met with the Council I~ to discuss proposals in regard to use of County roads on a proposed '~~ pivot irrigation system and also a request for the closing and leasing of certain roads within his ranch area. After discussion on .this matter, it was agreed that Mr. Matheis forward a letter to '; the County advising on these two subjects and that this matter would be discussed further at a future meeting. 847. ,~' Tax Sale Property - Lot 1 Blk 2 Plan 1217 B.A. Patricia Bid on the above-noted lot was received from Fred Pulak, Brooks, Alberta, in the amount of $300.00. Moved by Councillor Musgrove i that we accept this bid. Carried. . . Moved by Councillor Vogel that By-law 622-77 being the sale of ;i~,! Moved by Councillor Boehme that consent of Council for third and final reading of By-law 622-77 be given. Carried Unanimously. Moved by Councillor Hajash that By-law 622-77 receive third and i final reading, Carried Unanimously. ~ . . 84$. {;, Cash in-lieu-of Planning Commission Application 77 M 1S4 Moved by Councillor Fabian that we approve the cash in-lieu-of on this subdivision in the amount of $915.00. Carried. 849. ' Precision Earth Moving Ltd. An agreement from Precision Earth Moving Ltd, to construct a road across the East of Sec. 7-19-14-4 was presented to Council. Moved by Councillor Hajash that we accept this bid an agreement. Carried. 850. ~ Delegation i `; Mr. D. Dhillon, of the Medicine Hat Health Unit,met with the Council and a general discussion was held concerning Hamlet water supplies, ;' water sampling, and sanitary land fills within the County. W il6son Cffice Speciairy Cid. 237-1607 (149 P) j 851, ~ Tenders - CB Radios Tenders on the CB Radios were received from Radio Shack, S.J. Gallup Smith Roles Agent, Brooks Shell Service Station. After reviewing the tenders, it was moved by Councillor Vogel that we accept the tender from Radio Shack on the 8 CB Radios and aerials for use in motor graders. Carried. After discussion on this matter it was agreed by Council that we await. the receipt of the new Planning Act before any further discussion takes place on this matter.
