Business from the Minutes ~' Moved by Councillor Bartlett that any further unsigned correspondence received by the County be filed and not presented to County Council. Carried. 646. Tirol Gas Co-op Ltd. j~ Moved by Councillor Fabian that we approve the franchise area for ,~ Tirol Gas Co-op Ltd. as amended by the Secretary-Treasurer of Tirol. ~~'t Carried. . ---_.. d _.~~. 648. Moved by Councillor Boehme that we approve the following road approaches for PanCanadian Petroleum Ltd.: 21-15 and 22-15. Carried. 650. Rolling Hills Dug-out Moved by Councillor Vogel that we fill the dug-out at Rolling Hills and that this cost be taken out of General Revenue of the County. Carried. 657. Truck Leasing A further report was presented on the leasing of trucks and this was tabled for further study. 652. University of Alberta Extension Letter from the University of Alberta concerning Seminars on new Sources of Finance for Municipalities was read and ordered filed. 670. Lunch Adjourned for lunch 12:30 - 2:00 p.m. 671. Cheques for Payment Moved by Councillor Christensen that we approve cheques 5447 - 5707, as per attached list, for payment. Carried. 672. Application from Oilfield Consultants Ltd. to cross Secondary Highway 873 and rural roads, was presented. Letter from Dome Petroleums Ltd. to drill a well in LSD 5-3-21-12-4 was presented. Moved by Councillor Musgrove that we approve this application. Carried. 680. Alberta Environment Letter from Alberta Environment advising of Training Programs that will be presented this year, was read. Moved by Councillor Janzen that we refer this letter to the Utilities Officer when hired. Carried. 681. Alberta Environment Letter from Alberta Environment concerning Artesian Wells was read and ordered filed. 682. Alberta Transportation Letter from Alberta Transportation concerning our proposed By-law in regard to water trucks loading from County roads was presented and ordered filed. 683. Alberta Association of Municipal Districts & Counties Letter from the A.A.M.D. & C. concerning a meeting to be held in Edmonton on October 28 to discuss the County Act was presented. Moved by Councillor Brockelsby that the Reeve and Chairman of each Committee and the Administrator attend this meeting. Carried. 684. Delegation Mr. D. Edwards met with the Council to discuss the cash in-lieu-of on his application for subdivision 76 M 107. Page 77 ~/~/' Bow City Parents Parents from the Bow City area met with Council to discuss busing in their area. After discussion with these parents, it was agreed that a letter be sent to the Principal of the Brooks School, the Board and the Superintendent in regard to the School closing at Brooks School which is causing problems in our rural busing. Also, that a letter be sent to the County Superintendent and Mr. Timko, Principal at Alcoma School, requesting that he hold the County students at the school 15 minutes longer each day until such time as the busing problem can be resolved. 685. Brooks Museum Letter from N. Rust of the Brooks Museum and a copy of the invoice ~~' concerning damages to the gas line while repairing the grounds at -~~,;. the museum, were presented. Moved by Councillor Fabian that we return this account to the Brooks Museum. L` r~ !„~'~' ~ r7 686. Gem Recreation Board Letter from the Gem Recreation Board setting out their proposed program under the Provincial Capital Projects Grant was presented. Moved by Councillor Janzen that we approve this project. Carried. 687. Town of Brooks Letter from the Town of Brooks requesting County approval for the proposed sewer lagoon in the NZ 25 & SZ 36-18-14-4 was presented, and tabled for further information as to drainage and the location to the irrigation canal. 688. Committee Reports i~~ ``"~` 689. Municipal Committee Moved by Councillor Janzen that we accept the recommendation of the Municipal Committee for the hiring of the Utilities Officer. Carried. Moved by Councillor Janzen that we accept this report. Carried. 690. Agriculture Service Board Moved by Councillor Hajash that we accept this report. Carried. 691. Assessor's Report The Assessor's Report for the month of September was presented. Moved by Councillor Boehme that we accept this report. Carried. 701. Planning Commission 702. Application 76 M 145 Hargrave Letter from the Planning Commission concerning this subdivision was read and a copy was to be forwarded to Mr. Hargrave. 703. Application 76 M 168 S. Evans Moved by Councillor Hajash that we approve this application subject to cash in-lieu-of on the parcels, Service Road Agreement for roads, and a Country Residence Caveat. Carried. `j f/j~l~~ 704. Application 76 M 121 Larsen Moved by Councillor Fabian that we approve the cash in-lieu-of on this parcel in the amount of $596.40. Carried. 705. Application 76 M 149 Livingston Moved by Councillor Bartlett that we approve the cash in-lieu-of on this parcel in the amount of $153.00 per acre subject to the total acres being verified. Carried. 706. Medicine Hat Planning Commission Letter from the Medicine Hat Regional Planning Commission concerning exposure hazards, was read and ordered filed. 707. Residential Development Letter from the Medicine Hat Planning Commission concerning Residential Development was read and copies were to be supplied to all Council. 708. Other Bus Reports The Administrator presented the Bus Report to the end of September, 1976. 709. Excused from Meeting Councillor Boehme requested that he be excused from the meeting. Permission granted. Page 79 iaau i w i ~~ 710. Pound Claim Moved by Councillor Brockelsby that we retain the .deposits in regard to the Pound Claim of Scheuerman and Adams. Carried. 711. Cancellation of Taxes j Moved by Councillor Christensen that we cancel the following taxes: '~ Account 42054.01 - $,1.39 Account #21/a - $ 6.87 Carried. 712. ~ Department of Education Bus Survey Letter from the Department of Education .and a new Bus Survey was presented to Council and each item was answered by Council. This report is now to be sent back to Dr. ~ardock for further study. . . 713. ,. Road Allowance Lease E 32-14-15-4 A letter of objection to the leasing of this road allowance was received by County Council. Moved by Councillor Brockelsby that we do not close and lease this road allowance as requested. Carried. 714. ,- Road Allowance .Lease NE 12-17-13-4 There being no objections to the closing and selling of this road allowance, it was moved by Councillor Fabian that By-law 589 receive first reading. Carried. 715. Moved by Councillor Bartlett that By-law 589 receive second reading. Carried. f~ Scandia Sewer System Moved by Councillor Vogel that we proceed with the F,ngineering Feasibility Study for the Scandia Sewer System. Carried. By-law 590 Moved by Councillor Janzen that By-law 590 restricting the loading of water from County roads receive first reading. Carried.
