Business from Minutes Ambulance Moved by Councillor Christensen that if it is found necessary by the Ambulance Committee that the County commit a further $500.00 being County share towards the improvement of the Ambulance Paging System. Carried. ,~~ 325. 1976 Municipal Budg Moved by Councillor 1976 as presented. 'r -' Moved by Councillor the 1976 Mill Rates ~t Fabian that we accept the Municipal Budget for Carried.. Fabian that By-law 582-76 for the setting of receive first reading. Carried Unanimously. Moved by Councillor Haj.ash that By-law 582-76 receive second reading. Carried Unanimously. Moved by Councillor Christensen that By-law 582-76 receive consent of Council for third and final reading. Carried Unanimously. Alberta Transportation Letter from Alberta Transportation advising of Public Works Development Area No. 6 Order in Council 46-7, dated April 27, 1976 and the abandoned C.P.R. rail lines Gem Junction to Finnegan, was read and ordered filed. 329. Alberta Housing & Public Works Letter from Alberta Housing & Public Works concerning Federal Gov't. Program of $1000.00 Municipal Incentive Grants, was read and ordered filed. Forestburg Collieries Ltd. Letter from Forestburg Collieries Ltd, concerning Road Agreement in SW 28-17-16-4, SE 29-17-16-4 and NE 20-17-16-4 was read and was to be studied further. 332. ,. Calgary Power Ltd. Letter from Calgary Power Ltd. for line extensions in the Cassils R.E.A. Sub relocation and parcel conversion, was read. Moved by Councillor Hajash that we approve this application subject to all regulations. Carried. 333. Calgary Power Ltd. Letter from Calgary Power Ltd. for line extension in the SW 1-15-14-4 was read. Moved by Councillor Vogel that we approve this application subject to all regulations. Carried. 334. Calgary Power Ltd. Letter from Calgary Power Ltd. for line extension in the NE 9-18-14-4 was read. Moved by Councillor Hajash that we approve this application subject to all regulations. Carried. ;; 335. Canadian Western Natural Gas Co. -,~~'~ Letter from Canadian Western Natural Gas Co. for pipeline road crossing in Brooks West No. 4, V. Erion, was read. Moved by Councillor Hajash that we approve this application subject to the crossing being bored. Carried. 336. Alberta Environment Letter from Alberta Environment concerning the Reclamation Program was read and they were to be advised of the two gravel pits being the Bildershein and Rock Lake Pits which could be studied for their request. 337. Medicine Hat Health Unit Letter from the Medicine Hat Health Unit giving approval for the sanitary land fill in the NW 36-14-13-4, was read and the necessary applications were to be made for this sanitary land fill. 338. PanCanadian Petroleums Ltd. Letter from PanCanadian Petroleums Ltd. for installation of road {~,;; approach in the NW corner of NE 24-20-13-4, was read. Moved by r Councillor Musgrove that we approve this application. ~~ 339. Calgary Power Ltd. Letter from Calgary Power Ltd. for line extension in SW 32-19-14-4 was read. Moved by Councillor Hajash that we approve this application subject to all regulations. Carried. 340. Calgary Power Ltd. Letter from Calgary Power Ltd. for line extension in NE 7-19-14-4, was read. Moved by Councillor Hajash that we approve this application subject to all regulations. Carried. Page 39 ` 341. Alberta Transportation Letter from Alberta Transportation concerning the road grants to the County of Newell was read, and it was requested that we invite Mr. Harvey Alton to a future meeting of the Council. 342. Alberta Travel Letter from Alberta Travel concerning their submission to the Federal Government on the Transcontinental Passenger Train Service in Canada was read and ordered filed. 343. ~- Alberta Eastern Gas Ltd. Letter from Alberta Eastern Gas Ltd. requesting approval to build a road on the north side of Section 7-19-12-4 and east for four miles, then south for two miles, was read. Moved by Councillor Musgrove that we approve this application and that the road be built to County standards. Carried. 344. .- Delegations Assessor The Assessor met with the Council to discuss the hours of work for County Assessors. After considerable discussion on this matter, it was moved by Councillor Bartlett that the Assessor's hours be the same as the Government Assessors with the exception that a commitment of work on alternate Fridays be made and that when the Government Assessors leave the County, that the County Assessors revert back to the normal officer hours of work. Carried. Excused from Meetin Councillor Boehme requested that he be excused from the meeting. Permission granted. J. George Mr. J. George met with the Council to discuss the matter of fencing °~;~, and drainage problems. The matter of fencing was referred to Councillor Janzen for further study and the matter of drainage was a, to be referred to the County-E.I.D. Joint Committee. Brooks Library Board Members of the Brooks Library Board met with the Council to discuss financial assistance. After discussion on this matter, it was moved by Councillor Christensen that we set a fee of $1.00 per capita for library purposes and that application be made to the Provincial Government for further assistance and that all revenues received be divided between the libraries in the area on a per capita basis. Moved by Councillor Bartlett that this motion be tabled for further information. Carried. 345. Committee Reports School Committee Moved by Councillor Bartlett that we accept this report. Carried. 346. B.Q.R.P. Program Moved by Councillor Janzen that By-law 583-76 for the purpose of borrowing $6532.00 under the regulations of the B.Q.R.P. Program receive first reading. Carried Unanimously. Moved by Councillor Vogel that By-law 583-76 receive second reading. Carried Unanimously. Moved by Councillor Hajash that consent of Council be given for third and final reading of By-law 583-76. Carried Unanimously. Accounts Receivable Write-offs Moved by Councillor Christensen that we approve the write-offs of the following Accounts Receivable: Aimoto Farms - $43.40 W. Albright - $56.00 Hugh Green - $55.00 W. Penner - $40.18 Carried. Administrator presented the draft copy of the .special Overload Permits to the Council for study. After reviewing this, he was to proceed with the final draft of this permit. Overload Permits By-law Concerning Loading of Water Tanks from County Roads The proposed By-law for this purpose was presented to Council for study and further review was to be made of this proposed By-law. Pound Claim Mikula & Husband Moved by Councillor Janzen that the deposit of $10.00 from Mikula A~fl $10.00 from Husband be retained by the County as per the regu- lations. Carried. Medicine Hat Regional Planning Commission Application 76 M 40 Moved by Councillor Hajash that we approve the cash in-lieu-of on the above-noted application in the amount of $445.00. Carried. June Council Meeting Moved by Councillor Brockelsby that the June Council Meeting be held on June 10, 1976. Carried. Letter from the Alberta Association concerning Public Utilities Board Hearing, was presented to Council and discussed in detail. Moved by Councillor Brockelsby that this letter be tabled until our next Council Meeting. Carried. ~A.A.M.D. & C J . ~' . Hems ing A letter from Mr. J.P. Hearing advising that his mobile home was removed from the County on February 19, 1976, was read. Moved by Councillor Vogel that the 1976 taxes on this mobile home be cancelled. Carried.
