Minutes Minutes of the January 7, 1974 meeting were read and adopted. 47. Business from the Minutes 1. Letter from Jubilee Insurance Agencies Ltd. re: Jubilee Insurance Policies, was read and ordered filed. 2. Letter from Kernaghan Adjusters re: claim on 1970 Ford 42 passenger School Bus and settlement in the amount of $5000.00, was read. Moved by Councillor Fabian that we accept this offer of settlement. Carried. ~ ~ 1 - 3. Moved by Councillor Janzen that our Annual Meeting be held on March 13, 1974. Carried. 4. Letter from PanCanadian Petroleums Ltd. re: bridge in Section 25 & 26 -18-16-4, was read. The Secretary was to advise them that we will not close this bridge, but it will be in order for them to use it and that it remain open and repaired at all times. 5. Letter from the Minister of Agriculture re: Government Forage Management Program, which was held in 1973, was read and ordered filed. 6. Letter from the Department of Agriculture re: Domestic Animals Act and proposed changes, was read and ordered filed. 48. - Correspondence 49• Income Tax - Councillors Letter from J.H. Horner, M.P. regarding Income Tax of Councillors' Fees, was read and ordered filed. $0. ~ A.A.M.D. By-laws Letter from the A.A.M.D. & Counties re: proposed changes in Association By-laws, was read and ordered filed. t'' Page 6 51. ~ Pipeline Road Crossing Letter from PanCanadian Ltd. re: pipeline road crossing in Section 34-18-16-4, was read. Moved by Councillor Hajash that we approve this application subject to all other regulations being met and County By-law. Carried. 52. i Pipeline Road Crossing Letter from Western Land Services Co. Ltd. re: road crossing in SE 6-21-13-4, was read. Moved by Councillor Musgrove that we approve this application subject to all other regulations being met and County By-law. Carried. 53. ~ Calgary Power Line Extension Letter from Calgary Power Ltd. re: line extension in NW 27-18-14-4 was read. gloved by Councillor Hajash that we approve this application subject to all other regulations being met and County By-law. Carried. 54• ~ Calgary Power Line Extension Letter from Calgary Power Ltd, re: line extension in NW 28-19-14-4 and SE 20-20-14-4 and SW 28-20-14-4, was read. Moved by Councillor Bartlett that we approve this application subject to all other regulations being met and County By-law. Carried. 55. ~' Calgary Power Line Extension Letter from Calgary Power Ltd. re: line extension in NW 26-19-15-4 was read. Moved by Councillor Hajash that we approve this application subject to all other regulations being met and County By-law. Carried. 56. -- Municipal Inspector's Report The Municipal Inspector's report for 1973 was read and ordered filed for reporting at the Annual Meeting. 57• ~ Provincial Planning Board Letter from the Provincial Planning Board re: Appeal of Brooks Land Corporation as to the Public Reserve and confirmation that this Reserve must be paid, was read, and ordered filed. 58• - Alberta Disaster Services Letter from the Alberta Disaster Services and notice of Convention to be held on March 6 was read and ordered filed. 59• Boy Scout Association Letter from the Brooks Boy Scout Association requesting use of bus on February 17th, was read. Moved by Councillor Tautfest that we approve their request subject to insurance clearance. Carried. 60. ~ Application for Leasing of Road Allowances 1. Application from Mr. J. Dueck of Cassils to lease a portion of road allowance in SW 5-19-15-4, was read. Moved by Councillor Block that we advertise the leasing of this road allowance to Mr. Dueck. Carried. Page 7 i/ 2. Application from Mr. ,~}. Siegersama for the closing and leasing v of road allowance in part of Section 13-19-1¢-¢, was read. Moved ~~'~ by Councillor Tautfest that we do not lease this road allowance. Carried. ,,% 3. Application from Mr. Henry Urban to lease and close the road allowance in E of SE 22-19-1¢-¢ and N of 23-19-1¢-¢, was read. Moved by Councillor Hajash that we advertise the leasing and closing of this road allowance. Carried. 61. -' Donations Letter from the Salvation Army requesting donation for 19~¢ was read. Moved by Councillor Tautfest that we donate $300.00 to the Salvation Army. Carried. Moved by Councillor Tautfest that By-law 508 being donation to the Salvation Army in the amount of X300.00 receive first reading. Carried Unanimously. Moved by Councillor Block that By-law 508 receive second reading. Carried Unanimously. Moved by Councillor Janzen that consent of Council be given for third and final reading of By-law 508. Carried Unanimously. Moved by Councillor Hajash that By-law 508 receive third and final reading. Carried Unanimously. ' 62. ~ Donations Letter from the Brooks Industrial Board requesting donation for 1974 was read. Moved by Councillor Janzen that we donate x¢00.00 to the Brooks Industrial Board for 1974• Carried. Moved by Councillor Hajash that By-law 509 being donation to the Brooks Industrial Board for $¢00.00 receive first reading. Carried Unanimously. Moved by Councillor Tautfest that By-law 509 receive second reading. Carried Unanimously. Moved by Councillor Janzen that By-law 509 receive consent of Council for third and final reading. Carried Unanimously. Moved by Councillor Vogel that By-law 509 receive third and final reading. Carried Unanimously. 63. ~' Rural Fire Protection Area Duchess-Patricia Letter from the Village of Duchess concerning the proposed Rural Fire Protection Area for the Village of Duchess and rural areas of Duchess and Patricia, was read. Moved by Councillor Bartlett that we give acceptance in principle to this proposed plan. Carried. Page 8 Moved by Councillor Bartlett that we advertise Division 3 and Division 8 re: Rural Fire Protection Area, for these two divisions and that a mill rate of 1 mill levy be set on these areas, after By-law is approved. Carried. 64. ~ A.G.T. Ballot Ballots were received concerning the County phones and a vote on the Extended Flat Rate Calling. Moved by Councillor Vogel that we cast our vote in favour of the Extended Flat Rate. Carried. 65. Office Records Letter from the Department of Culture & Youth concerning various out-dated records contained in the vaults of the County and the releasing of these records to the Provincial Archives, was read. Moved by Councillor Andrews that we release all of these old records as per the attached list to the Provincial Archives. Carried. 66. ~' District Engineer Letter from Mr. P. Walsh, District Engineer, concerning Secondary Road 873, 876, 551 and 550, was read and ordered filed. 67. ~ P.S.S. Committee Mrs. M. Wells and members of the Preventive Social Services Committee met with Council to discuss their proposed Program. Moved by Councillor Janzen that we arrange a joint dinner meeting with the Town of Brooks Council for February 15th at 6:30 p.m. if possible and that the joint cost-sharing matter of this Program be discussed ` with the Town of Brooks. Carried. ~`~` 68. ~ Recreation `t Mr. Doug Harker, of the Department of Culture, Yough & Recreation, met with Council to discuss the recent changes in Grants to Recreation Boards. 69. Planning Commission Application 74 M 23 for Robert A. Young of Brooks, was read. Moved liy Councillor Hajash that we approve this application subject to deferral of cash reserve, restricted Agricultural Caveat on the 20 acre parcel. Carried. 70. Gravel Crushing Moved by Councillor Block that we approve the increase of cost for gravel crushing by 8¢ a yard, which would bring our total cost to 85¢ per yard for crushing. Carried. 71. - Signal Lights - Crossing East of Bassano Letter from the Canadian Transport Commission re: proposed signal lights at the double crossing east of Bassano, was read. Moved by Councillor Block that we accept their recommendaticxn and forward submissions for these signal lights. Carried. 72. ~ Cheques for Payment Moved by Cour,.cillor Block that we approve cheques 8116 - 8134, as per attached list, for payment. Carried. Page 9 73. Committee Reports 74• School Committee Moved by Councillor Bartlett that we accept this report. Carried. 75• Municipal Committee Moved by Councillor Tautfest that we accept this report. Carried. 76. A.S.B. Moved by Councillor Janzen that a committee of three from the County be formed to meet with a counter-part committee of the E.I.D. for communication purposes. Carried. Nominations for this committee were opened: T. Musgrove nominated by A. Vogel. H. Janzen nominated by J. Hajash. J. Hajash nominated by C. Block. Moved by Councillor Fabian that nominations cease. Carried. Moved by Councillor Janzen that we approve the recommended Tentative Agriculture Service Board Agreement for 1974. Carried. Moved by Councillor Janzen that we accept this report. Carried. 77. Brooks Hospital & Nursing Home Board Moved by Councillor Bartlett that we accept this report. Carried. 1. 78. Bassano Hospital Moved by Councillor Block that we accept this report. Carried. 79• Senior Citizens Home Moved by Councillor Musgrove that we accept this report. Carried. 80. Medicine Hat Health Unit Moved by Councillor Fabian that we accept this report. Carried. 81. Reserve Account Moved by Councillor Andrews that we approve the transfer from the Reserve Account to the Rainier School Account in the amount of $82q.1.63. Carried. 87. .~• Road Agreement Moved by Councillor Vogel that we approve the road agreement between the County of Newell and John Pahl in the amount of $$0.00. Carried. 88. ~ Financial Statements Moved by Councillor Fabian that we accept the bid from the Brooks Bulletin for the printing of our 1973 Financial Statements. Carried. 89. -' Retiring Bus Drivers Moved by Councillor Tautfest that we obtain plaques for retiring bus drivers after 1$ or more years of service with the County. 90. ~' Agricultural Advisory Board Moved by Councillor Janzen that we pass a By-law to approve payment to the Agricultural Advisory Board at the rate of X20.00 per meeting plus mileage. Carried. Moved by Councillor Janzen that By-law 510 being payment to the Agricultural Advisory Board for meetings and mileage receive first reading. Carried Unanimously. Moved by Councillor Vogel that By-law 510 receive second reading. .' Carried Unanimously. ' Moved by Councillor Tautfest that consent of Council be given for third and final reading of By-law 510. Carried Unanimously. Moved by Councillor Hajash that By-law 510 receive third and final reading. Carried Unanimously. 91. i Water Supply -Hamlets A review was made of the proposed By-law which will be passed for the collection of water rates and costs for the water supply systems in the Hamlets of Rolling Hills, Scandia and Rainier. Copies of this proposed By-law are to be completed and distributed to the areas concerned before the next Council meeting at which time this By-law will be passed. 92. ~- Administrative Salaries Moved by Councillor Janzen that the following salary adjustments be made for 1974 D.N. James - 10% increase N. Fakas - 10/ increase M. Seely - 10/ plus $84.00 per year W. Duxbury - lOf increase K. Weiss - 10~ increase J. Walsh - 10% increase ;~~,~y,~~,~ ~.-~ J. Toly - lOf increase E. Gacek - to be reviewed after probationery period has expired H. Miyauchi - 10% increase M. Greenwood - 4$¢ per hour Page 11 and that it be recommended to the School Committee that the salaries of Ken Lintott, A. Cyr and R. Burns be reviewed at the next School Committee Meeting. Carried. 93• ~ Councillorst Fees Moved by Councillor Janzen that Councillors Fees be increased to #35.00 per meeting + 1Q.¢ per mile for mileage. Carried. . . 94• New Shop Addition Moved by Councillor Block that the Shop Committee obtain specifications for the new Shop Addition in preparation for tendering this building. Carried. 95. County Assessor Letter from Mr. Wally Zaugg, Provincial Assessor, who has recently completed the County Annual Assessments, and his offer to do the County assessing on a full-time basis,-was read. Moved by Councillor Bartlett that we make an offer to Mr. Zaugg for the position of full-time County Assessor. Carried. . . 96.
