James 553. ~ Minutes of the September 14th Meeting were read and adopted. 554. - Mr. Jim McLean, of Ferguson Supply Co., met with Council to discuss repair programs and problems with Champion motor graders. 555. - Business from the minutes: 556. - Moved by Councillor Musgrove that we approve the Resolution r regarding appeals to Planning Commission as presented to the 1 ~ j~ ~~ Little Bow Association Meeting at Lethbridge on October 1, 1973• ~` H ~~ Carried. 557. - Correspondence: 55g. Letter from Calgary Power Ltd, re: line extension in SE 13-19-15-4, was read. Moved by Councillor Hajash that we approve this application subject to all other regulations being met. Carried, 559. Carried. 565. -- Letter from the Department of Environment, Water Resources Division, re: the proposed P.E.P. Program, was read. Moved by Councillor Fabian that we do not participate in this program. Carried. 566. ~ Letter from the Department of Municipal Affairs re: meeting in Edmonton on October 16 concerning the FoI.S. Program, was read. Moved by Councillor Musgrove that the Administrator and 2 members of staff attend this meeting. Carried. 567. Letter from the Department of Youth & Recreation re: District Youth Representative, was read and ordered filed. 568. Moved by Councillor Janzen that we accept the Provincial Government's offer to handle the County's Annual and General Assessment as discussed with Mr. Bill Raymond on October ~. Carried. 569. Letter from the Department of Consumer Affairs re: application for Business Licence from Mr. E. Phillips of Duchess, was read. Moved by Councillor Bartlett that we approve this application r, subject to all other regulations being met. Carried. _~-. 'l; $70. Letter from Mr. John Zwaagstra re: development of his property north of Brooks, was read and ordered filed. 571. Letter from Calgary Power Ltd, re: line extension in SW 26-18-16-4, was read. Moved by Councillor Andrews that we approve this application subject to all other regulations being met. Carried. 572. ~ Moved by Councillor Block that we accept the Treasurer's Report for the month of September. Carried. 573. - Moved by Councillor Tautfest that we approve cheques 6995 - 7101, as per attached list, for payment. Carried. 574• Adjourn for lunch 12:40 - 2:00 p.m. 575• Mr. Art Nelson met with the Council to discuss his proposed sub- division. As to the service road to this property, it was agreed that the title be caveated for future construction of the service road with an on-going caveat to future owners of each parcel to cover construction of service road, and that two approaches only be allowed to this service road. 576. Mr. W.F. Jackson met with the Council to discuss his sub-division. It was agreed that the complete service road be constructed under a Servicing Agreement with the sub-divider, and that arrangements be made for the purchase of 17 feet of road allowance on the South of this quarter section. r~ Page 50 577. Carried. ,,~~jj~~,~ 589• - Moved by Councillor Andrews that we Pr~se~t the date of the 1973 Tax Sale for December 12, 1973• Carried. 590• ~ Moved by Councillor Janzen that we appoint a committee of two to draw up specifications for the new Shop and A.S.B. Building and general lay-out of the compound. Carried. Nominations were opened for this Committee: Councillor Musgrove nominated by Councillor Hajash. Councillor Tautfest nominated by Councillor Bartlett. Moved by Councillor Block that nominations cease. Carried. Willms, Gem Moved by Councillor Bartlett that we approve these road agreements. Carried. 592• Tenders were opened for bids on Lot l~ Block 9 Plan Rosemary 2361 F.O. One bid was received from Mr. C.L. Norton of Rosemary in the amount of $455.00. Moved by Councillor Tautfest that we accept this tender. Whereas, County Council approves certain plans of sub-divisions, and these are then turned down by the Regional Planning Commission And Whereas, the Council has no appeal against the Planning Commission ruling Therefore, be it resolved that Council be given the right to appeal Planning Commission decisions.
