Musgrove Councillors A. Vogel V. Fabian C. Andrews J. Hajash N. Tautfest' P. Bartlett H. Janzen Mun. Sec. D. James 370. Minutes of the June 11, 1973 Meeting were read and adopted. 371. Letter from the Department of Manpower & Labour re: Bill 62 The Alberta Uniform Building Standard Act, was reviewed and copies to be mailed to all Council Members with a further review of this letter to be made at the August meeting. 372. Letter from Jubilee Insurance Agencies Ltd. re: Umbrella Liability Insurance, was read and the Secretary instructed to obtain further information and results of survey on this insurance. 373• ~ Application from Calgary Power Ltd. for line extension at Rainier School Addition, was read. This application was tabled due to further change in the line and submission of a revised plan. 374• - Application from Calgary Power Ltd. for line extension to the D. Martin irrigation pump SE 8-19-14-4, was read. Moved by Councillor Hajash that we approve this application subject to all other regulations being met. Carried. 375• -- Application from Calgary Power Ltd, for line extension in NE 6-22-14-4 Alberta Gas Trunk Line, was read. Moved by Councillor Bartlett that we approve this application subject to all other regulations being "e met. Moved by Councillor Fabian that we approve this application subject to all other regulations being met. Carried. 377. Application from Calgary Power Ltd. re: improved voltage in the Bantry Oil Field, was read. Moved by Councillor Hajash that we approve this application subject to all other regulations being met. Carried. 378. Application from Calgary Power Ltd. re: improved voltage in the Bantry Oil Field, was read. Moved by Councillor Fabian that we approve this application subject to all other regulations being met. Carried. Page 34 379• Letter from the Department of Municipal Affairs re: Winter Capital Projects Fund, was read, and copies to be mailed to all Councillors for further review at our August meeting. 380. ~ Letter from the Department of Lands & Forests re: Habitat Development Projects on Undeveloped Road Allowances, was read. Moved by Councillor Bartlett that we request more comprehensive information on this subject and the planned restrictions as a result of this project. Carried. 381. Letter from the Town of Brooks re: Operating Costs of Refuse Land Fill for 1972, was read. Moved by Councillor Bartlett that we obtain a statement from the Town of Brooks as to revenue received from this refuse land fill during 1972. Carried. 382. Letter from the Newell Nursing Home requesting use of County bus for a field tour to the Provincial Horticulture Station during August, was read. Moved by Councillor Tautfest that we approve the use of a County Bus for this purpose. Carried. 383. Letter from Alberta Government Telephones re: buried toll cable Hussar to Bassano, was read. Moved by Councillor Musgrove that we approve their application for this buried cable. Carried. 384• Letter from the Department of Highways & Transport re: S.R. Road 550 #36 Highway North to Rosemary, was read, and referred to Councillor Tautfest. 385. Letter from the Department of Highways & Transport re: Secondary Road 550 Rosemary, was read. Moved by Councillor Musgrove that we approve the sale of 9000 yards of crushed gravel from the Bassano Rit to the Department of Highways for purposes on Secondary Road 550. Carried. 386. Letter from the Department of Highways & Transport re: Secondary Road 550 West of Junction SR 862 to West of Countess, was read `,~ and referred to Councillor Block. }.. 387• ~ ~ Letter from Ted Dechant of Gem requesting County Approval for the ° moving of an elevator from Countess to Gem, was read. Moved by Councillor Bartlett that we approve this request subject to any damages to County roads or bridges be borne by Mr. Dechant and that all other regulations are met. Carried. 388. Moved by Councillor Vogel that we approve the proposed sub-division of Block R at Rolling Hills and that we proceed with the application and subdivision of these lots. Carried. Page 35 392• - Letter from the Medicine Hat Planning Commission re: reserve requirements, was read. Moved by Councillor Hajash that each subdivision in the County be treated on an individual basis for the public reserve requirements. Carried. 393• - Letter from the Department of Highways & Transport re: application 73-24 Osborne, was read and ordered filed. 394• Letter from the Medicine Hat Planning Commission re: application 73-34 Osborne, was read. The secretary was instructed to contact Mr. Kuchinski, of the Traffic Planning Branch, and have him attend our August Meeting to discuss service roads within sub-divisions. 395• Letter from the Medicine Hat Planning Commission re: application 73-35 Fleury, was read and ordered filed. 396. Letter from the Medicine Hat Planning Commission re: application 73-24 Osborne, was read and ordered filed. 397• Statements of Cash-in lieu-of Public Reserve were presented to Council for review. Moved by Councillor Bartlett that the Cash- in-lieu-of Public Reserve on the Endersby, Martin and Jacobsen sub-divisions be rescinded and that we place a deferred reserve caveat on these sub-divisions. Motion Lost. 39g• The tabled application 73 M 68 Alberta Wheat Pool, was lifted from the table. Moved by Councillor Vogel that we approve this application subject to all other regulations being met. Carried. 399• Application 73 M 69 w.F. Jackson, from the Medicine Hat Planning Commission, was read. Moved by Councillor Hajash that we approve this application subject to all other regulations being met, that Cash-in-lieu-of Public Reserve be collected, and that a 66~ service road on the west of this property be constructed by the developer. Carried. ~.. ~~~ 400. Application 73 M 74 H. Schaible from the Medicine Hat Planning ~'~;~ Commission, was read. Moved by Councillor Hajash that we approve this application subject to all other regulations being met, that Cash-in-lieu~~-of Public Reserve be collected, that a Country Residence~'~i'e registered on this property, and that the County (~ arrange for the purchasing of 17 feet for road widening on the t~;,:J~ North boundary of the NE 1-19-14-4 according to County policy. Carried. 401. Application 73 M 75 Wayne Duckett from the Medicine Hat Planning Commission, was read. Moved by Councillor Hajash that we approve this application subject to all other regulations being met, that Cash-in-lieu-of Public Reserve be collected, that a Country residence caveat be placed on this property, and that the County will not guarantee a direct access to the Cassils Road from this Sub-division due to possible future development in this area. Carried. 402. Application 73 M 76 Earl Taylor, from the Medicine Hat Planning Commission, was read. Moved by Councillor Andrews that we approve this application subject to consolidation of titles and that a deferred reserve caveat be placed on this sub-division. Carried. Page 36 403. Application '73 M 81, County of Newell Rainier School Site, from the Medicine Hat Planning Commission, was read. Moved by Councillor Andrews that we approve this sub-division subject to 10 feet reservation for future road widening on the North Boundary of this sub-division. Carried. 404. The Assessor's Report was received. 405. r Moved by Councillor Janzen that due to an error in acreage and assessments, that the property of Donald M. Sinclair, Account #'s 8364 & 836$, be reassessed and taxed for the 1973 taxation year. Carried. 406. - Moved by Councillor Janzen that we accept the Financial Statement for the month of June, 19'73. Carried. 40'7. Committee Reports: 408. School Committee: Moved by Councillor Bartlett that we accept this report. Carried. 409. Municipal Committee: Moved by Councillor Tautfest that we accept this report. Carried. 410. Agriculture Service Board: Moved by Councillor Janzen that we accept this report. Carried. 411. Moved by Councillor Hajash that we accept the bid from Sieg's Motors for a new Cockshutt Model 1465 Diesel Tractor complete with duel hydraulic controls at the tender price of $6950.00.
