Council Meeting February 9, 1973 The regular Council Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Friday, February 9, 1973 at 10:00 a.m. Members Present Reeve T. Musgrove. Councillors V. Fabian - C. Andrews- J. Hajash C . Block - N. Tautfest-- P . Bartlett- H. Janzen- Mun. Sec. D. James 71. - Minutes of the January 12, 1973 meeting were read and adopted. 72. Letter from the Provincial Planning Board re: Meeting with County Council on February 26 at 2:00 p.m. in the County Office, was read and confirmed. 73. Letter from the P.F.A.A, re: Claim in 23-17-q., was read and ordered filed. 74.. Letter from the Alberta Hail & Crop Insurance Corporation re: expansion of Crop Insurance Program, was read and ordered filed. 75. The Secretary reported on the Provincial Winter Capital Projects Fund and this matter was to be tabled until the fall of 1973• 7b. A report was given on the Transportation Study Seminar held in Lethbridge. ~,, ``~ '~',\ 77, Moved by Councillor Bartlett that we hire a full-time County Assessor. Carried. ~~~ ~ Moved by Councillor Bartlett that a Committee of three be nominated ' for the hiring of an Assessor. Carried. T. Musgrove was nominated by H. Janzen. P. Bartlett was nominated by N. Tautfest. C. Andrews was nominated by V. Fabian. Moved by Councillor Tautfest that nominations cease. Carried. 78. Moved by Councillor Hajash that we approve the Buried Cable Program for Brooks Exchange Area. Carried. 79• Moved by Councillor Andrews that we proceed with the drawings for a County Crest or Coat of Arms subject to final acceptance by County Council by By-law and approval of the Lieutenant Governor in Council. Moved by Councillor Musgrove that we appeal the Planning Commissions decision on this Sub-division. Carried. 82. ~ Letter from the Medicine Hat Planning Commission, application 73 M b re: Fleury Transport Ltd., was read. Moved by Councillor Hajash that we approve this application subject to a 66T service road along the East of this quarter section. Carried. 83. - Application 73 M 5 from the Medicine Hat Planning Commission re: D. Hendrickson, was read. Moved by Councillor Musgrove that we approve this application subject to an Agricultural Caveat and all other regulations being met. Carried. 84. Letter from the Medicine Hat Planning Commission re: Application 73 M 4 for Clint Hendrickson, was reado Moved by Councillor Musgrove that we approve this application subject to an Agricultural Caveat and all other regulations being met. Carried. 85. Letter from the Medicine Hat Planning Commission re: application 73 M 3 for Doug Hendrickson, was reado Moved by Councillor Musgrove that we approve this application subject to Agricultural Caveat and all other regulations being met. Carried. 86. Letter from the Medicine Hat Planning Commission re: Application 73 M 7 re: Jim Hajash, was read. Moved by Councillor Tautfest that we approve this application subject to all other regulations being met. Carried. 87. - Letter from the Medicine Hat Planning Commission re: Annual Meeting to be held on February 27, 1973, was read. Moved by Councillor Andrews that a County Delegate and his wife be allowed to attend this Annual Meeting. Carried. ~o~ .•. / ;~ ' +~ 88. Adjourn for lunch 12:30 - 2.00 p.m. 89. ~ Torchinsky Consulting Engineers met with Council to discuss their Engineering & Consulting Program. g0. Letter from the A.A.M.D. re: Municipal Assistance Grant and Incentive grant, was read and ordered filed. 91. - Letter from the Minister of Municipal Affairs re: 1973 Municipal Assistance Grant, was presented to Council. The Secretary was instructed to write a letter in this regard to the Minister pointing out the effects this Grant will have on the County of Newell. 92. - Letter from the A.A.M.D, re: Overload Permits and issuing of same, was read. Moved by Councillor Bartlett that we endorse the one centre for issuing of overload permits within the Provinceo Carried. t Page 8 93. ~ Letter from the A.A.M.D. re: Notice of Spring Meeting to be held on March 29, was read. Moved by Councillor Janzen that the Secretary and two delegates attend this meeting. Carried. 94• - Letter from the A.A.M.D. advising of Insurance Seminar to be held on March 29 at Edmonton, was read and referred to the delegates who will be attending the Spring Meeting. 95. Notice of Annual Convention for the Fire Chiefs of Alberta was read and ordered filed. 96. r Letter from Calgary Power Ltd. re: Line Extension in 19-20-15-4, was read. Moved by Councillor Tautfest that we approve this application subject to County By-law and all other regulations being met. Carried. 97. J Letters of application from Calgary Power Ltd. regarding Line Extension in 18-13-4, Chevron Standard; and 23-18-14-4, Tillebrook Irrigation Pump, were reviewed and the Secretary advised to reaffirm to Calgary Power that our original refusals still stand. Carried. 98. Letter from Alberta Government Telephones re: Proposed Buried Cable System in the Hamlet of Scandia, was presented and referred to Councillor Andrews for further study. 99. ~ Letter from the Town of Brooks re: Ambulance Operation, was read and tabled for further information. 100. Letter from the Salvation Army requesting donation for 1g73, was read. Moved by Councillor Tautfest that we donate $300.00 to the Salvation Army. Carried. Moved by Councillor Tautfest that By-law 484 being donation to ~; .~ ~, the Salvation Army, receive first reading. Carried Unanimously. 101. - Letter from Barry Doble of Rolling Hills requesting the purchase of Lot ~? in Rolling Hills for the sum of X300.00, was read. Moved by Councillor Fabian that we advertise Lot R at Rolling Hills for sale. Carried. 102. Letter from R.H. Gunderson, of Brooks, requesting purchase of Lot A & B in the Hamlet of Cassils, was read. Moved by Councillor Hajash that we do not sell this property at this time. Carried. 103• -'" Letter from Farm Electric Services Ltd, requesting Line Extension in SE 35-16-13-4, was read. Moved by Councillor Fabian that we approve this application subject to all other regulations being met. Carried. '' 10¢. ~ Committee Reports: 105• ~ School Committee: Moved by Councillor Bartlett that By-law ¢83, for the borrowing of $160,000.00 by debentures for the Rainier School Addition, receive first reading. Carried Unanimously. Moved by Councillor Andrews that By-law ¢83 receive second reading. Carried Unanimously. Moved by Councillor Janzen that consent of Council be given for third reading of By-law Q-83. Carried Unanimously. Moved by Councillor Tautfest that By-law ¢83 receive third and final reading. Carried Unanimously. Moved by Councillor Janzen that we do not provide bus service for Gerald Skanderup of Tilley to attend the Brooks School. Carried. Moved by Councillor Bartlett that we accept this report. Carried. 106. ~ Mr. Doug Hargrave met with Council to discuss the reseeding of the lake shore on his property, due to the draining of this lake. Moved by Councillor Block that the Agriculture Service Board look after the reseeding of this area. Carried. 107. Municipal Committee: Moved by Councillor Tautfest that we accept this report. X30.00 per day for each Councillor or Member for each Meeting attended. 12¢ per mile for each mile necessarily travelled in coming to and returning from Meetings of the Council or Committee. X30.00 per day for the Reeve for_each day necessarily spent in the discharge of his duties as Reeve other than attendance at Council Meetings. 12¢ per mile for each mile necessarily travelled in discharge of his duties as Reeve. X30.00 per day to each Councillor or Member for the time necessarily occupied in laying out or inspecting work performed or to be performed for the County. 12¢ per mile for each mile necessarily travelled in respect to the laying out or inspection of work performed or to be performed for the County. $30.00 per day to each Councillor or Member attending Committee Meetings. 12¢ per mile for each mile necessarily travelled in respect of Committee Meetings.
