.Special Meeting
December 2nd, 1958,E ,
A special meeting of the County Council was held, in the County Office
in Brooks, Alberta, at 1:30 p.m. on Tuesday, December 2nd, 1958, for
the purpose of meeting with Provincial G;~vernment representatives
and the Eastern Irrigation District Board members to discuss the
proposed inclusion of all of the unorganized territory into school
districts.

The meeting was called to. order by Dr. Chalmers, who ppinted out the
reasoa>, for the meeting and read the resolution of the County Council,
which requested inclusiari of unorganized lands into school districts.

A request to the E.I•D• officials fora similar resolution in protest
against the proposal was not available.

Councillor Plumer presented the case for the County, copy of which
is attached hereto and formal part of the minutes pf this meeting.

Mr. B• Stringam spoke in defence of the E.LD,is opposition, endeavouring
to point out that the additional tax load on grazing lands -even
though it did a]leviate the tax burden on farm lands and correct a lot
of inequalities -would be disastrous to the district. He also maintained
that the inequality claiJi~ed by the County was a Provincial rather
than County problem.

Councillor Lokier spoke for the inclusion on behalf of the County and
cited examples of grazing costs which-related to the increased taxes
on grazing lands -convinced him that the lands in unorganized territory
should bear more of the costs of education.

Mr• Anderson elaboratdd on the history of the E.I.D, a,~ gave his
opinions of the disastrous effect increased taxes ~ the grazing lands
would have oar the district.

Mr. Chalmers suuaned up the evidence and observed that while perhaps
the remarks of the afternoon had produced more heat than light,
there was soave evidence that certain adjustments were perhaps needed.
