Excused from Meeting r- All members were in attendance at this meeting. 2. Minutes 1. Council Minutes -January b. 2000 Minutes of the January 6, 2000 meeting were presented. Moved by Councillor Douglass that we adopt the minutes as presented. Carried. 3. Call for Post Agenda Items The Reeve called for post agenda items. 4. I 1 By-law 1269-98 -Land Use Amendment Add Agricultural Intensive Land Use District This item was not lifted from the table. 10-2 Outstanding Accounts Rosemary-Gem CPR Line The Administrator informed Council that all accounts are now paid for the Rosemary- Gem CPR Line. 6-1 Activation Analysis - Intermunicipal Development Plan Mediation -Timing Moved by Councillor Loewen that the following motion be lifted from the table: "Moved by Councillor Douglass that a letter be sent to the Municipal Government Board requesting an extension to June 30, 2000 to complete the mediation process for the Intermunicipal Development Plan." Carried. Vote on motion. Carried. 6. Correspondence There were no Correspondence items. 7. Other Business 1. Division 6 -Recreation Requisition Increase The Administrator reported that no comments were received with regard to this proposed increase. Moved by Councillor Steinbach that we approve an increase in the Division 6 Recreation Requisition from $6,730 to $16, 825 commencing in 2000. Carried. January 20, 2000 Page 7 ~`- 2. Division 6 -Fire Requisition Increase The Administrator reported that no comments were received with regard to this proposed increase. Moved by Councillor Steinbach that we approve an increase in the Division 6 Fire Requisition from a flat rate of $6,800 to a fixed tax rate of .57 mill commencing in 2000. Carried. 3. Division S & I O Recreation Requisition Increase The Administrator reported that no comments were received with regard to this proposed increase. Moved by Councillor Baksa that we approve an increase in the Division 5 & 10 Recreation Requisition from $60,000 to $80,000 commencing in 2001. Carried. 8. Bylaws 1. Bvlaw 1303-00 -Establishing Designated Officer Position -Assessor & Ag Fieldman Moved by Councillor Douglass that Bylaw 1303-00, being a bylaw to establish the designated officer positions of Assessor and Agricultural Fieldman, receive first reading. Carried. Moved by Councillor Stobbs that Bylaw 1303-00 receive second reading. Carried. Moved by Councillor Berg that consent be given to proceed with third and final reading of Bylaw 1303-00. Carried Unanimously. Moved by Councillor Loewen that Bylaw 1303-00 receive third and final reading. Carried. 2. Bvlaw 1304-00 -Establish Position of Chief Administrative Officer Moved by Councillor Steinbach that Bylaw 1304-00, being a bylaw to establish the position of Chief Administrative Officer, receive first reading. Carried. Moved by Councillor Baksa that Bylaw 1304-00 receive second reading. Moved by Councillor Loewen that we delete the words "the Budget Committee of from item g. Carried. Vote on second reading. Carried. January 20, 2000 Page 8 Moved by Councillor Loewen that consent be given to proceed with third and final reading of Bylaw 1304-00. Defeated. ~j 9. Post Agenda Items l . Village of Rosemary -Landfill The Administrator presented to Council a letter from the Village of Rosemary with regard to their ceasing use of the County Landfill December 31, 1999 and using the Regional Landfill commencing January 1, 2000. Moved by Councillor Baksa that we acknowledge the Village of Rosemary's plan to stop using the County Landfill and that they be asked to notify their ratepayers by way of flyer. Canned. 2. Effective Communications and Actions Seminar Moved by Councillor Harbinson that our June 22, 2000 Council meeting be changed to June 21, 2000 to accommodate Council's attendance at an Effective Communications and Actions Seminar to be held in Brooks on June 22, 2000. Carried. 3. Community Planning Association of Alberta 2000 Conference Moved by Councillor Loewen that all Councillors who wish, be allowed to attend the Community Planning Association of Alberta 2000 Conference being held in Red Deer, April 17`h - 19`'', 2000. Carried. Moved by Councillor Baksa that the County of Newell donate an item, with a value of up to $50.00, for the silent auction to be held at the Community Planning Association of Alberta 2000 Conference. Carried. 10. Committee Reports Municipal Grader Tenders The Assistant Administrator presented information on the grader tenders. Moved by Councillor Fabian that we purchase two new Champion graders in 2000. Councillor Douglass requested a recorded vote. Fire Truck Donation Policy Moved by Councillor Loewen that we approve the Fire Truck Donation Policy as presented. Moved by Councillor Baksa that the policy be amended to add: "6. If more than one application is received in any year, the first application to qualify will receive the donation and the second application will be put forward the following year". Vote on amendment.
