Oath of Office ~.., Reeve Daniels administered the Oath of Office to Gordon Musgrove. 2. Excused from Meeting Moved by Councillor Harbinson that Councillors Moss and Baksa be excused from this meeting. Carried. 3. Minutes 1. Council Minutes -October 9, 2001 ° Minutes of the October 9, 2001 meeting were presented. Moved by Councillor Fabian that we adopt the minutes as presented. Carried. 2. Public Hearin? -October 11, 2001 Minutes of the October 11, 2001 Public Hearing were presented. Moved by Councillor Vermeeren that we adopt these minutes as presented. Lake Newell Resort Condo Association -Sewage Lagoon A letter from the Lake Newell Resort Condo Association, regarding the development of a sewage lagoon for the Lake Newell Resort Area, was presented to Council. Moved by Councillor Harbinson that we postpone the development of a local improvement plan for a sewage lagoon for the Lake Newell Resort Area and that we review this item after the Condo Association's Annual Meeting in November. Carried. 8. Other Business 1. Council Entrance -Stairs Moved by Councillor Loewen that we accept the quote from Newell Concrete for the replacement of the stairs at the Council entrance to the Administration Office. Carried. October 25, 2001 Page 167 2. Administration Office Alarm System Moved by Councillor Fabian that we accept the quote from King Security for an alarm system for the County administration office. Carried. 3. Water & Sewer Levy -Lot 5, Block 10, Plan 7910924 (Patricial Moved by Councillor Vermeeren that we reduce the water rate for the vacant lot, Lot 5, Block 10, Plan 7910924, to an amount equal to the rate for an occupied lot in Patricia. Carried. 4. Trailer Booster The Superintendent of Public Works, Earl Somerville, was in attendance for this item. The Superintendent of Public Works presented information on the purchase of an air booster and modification to the scissor neck tridem trailer. Moved by Councillor Loewen that we contract Arne's to build a booster, modify our trailer and re-certify our trailer with funding to come from the Roads & Street function surplus, if any in 2001, and if there is no surplus, from the Municipal Surplus Reserve to be replenished in 2002. 5. Bylaw 1367-01 - Rolling Hills Water Treatment Plant Debenture This item was referred to the next meeting. 9. Treasurer's Report- September 2001 Moved by Councillor Fabian that we accept the September 2001 Treasurer's Report. Carried. • • • • ~. M1` 10. Post A eg nda 1. Meeting Dates During AAMD&C Convention Moved by Councillor Vermereen that the November Agricultural Service Board Meeting be held on November 13, 2001. Carried. Moved by Councillor Harbinson that the November Workshop be held on 1~'ovember 26, 2001. Carried. Moved by Councillor Vermeeren that we cancel the November 22, 2001 Council Meeting. Carried. Government of Alberta -Future Summit The Administrator circulated information, on the Government of Alberta's Future Summit, to be reviewed at the next Workshop. 3. County Web Site Discussion was held on linking the County's website with the A.A.M.D.&C. and Alberta First.Com websites. 4. Subdivision Procedures Councillor Loewen brought forward an applicant's concerns regarding the handling of their subdivision application. 11. Committee Reports ~ Municipal Councillor Harbinson gave this report. 1. Road Tour Dates Moved by Councillor Pickett that the road tour in the northern portion of the County be held on October 29`x. Carried. Moved by Councillor Loewen that the road tour in the southern portion of the County be held on November 6`~. Carried. A.S.B. Councillor Loewen gave this report. 1. Conference Resolutions Moved by Councillor Loewen that we appoint Councillors Harbinson and Vermeeren as voting delegates at the ASB Conference. Financial Position Reeve Daniels presented the financial report for the Newell Regional Solid Waste Management Authority to Council. 2. Format for Public Meetings -Patricia /Rainier Moved by Councillor Musgrove that the October 29`x, 2001 meeting in Patricia be postponed until ~ further notice. Carried. Lunch Council recessed for lunch from 12:05 p.m. to 1:18 p.m. 12. In Camera Moved by Councillor Vermeeren that we move in camera. Carried. Moved by Councillor Vermeeren that we move out of camera. Board -Poverty Game Hosting Expenses 1,000 Brooks Pregnancy Care Centre 450 and that recipients supply the F.C.S.S. Board with quarterly reports as required. Carried.
