HomeMy WebLinkAbout2016-PAG-030 Roadside Brush Control COUNTY OF NEWELL - POLICY HANDBOOK POLICY NO: 2016-PAG-030 TITLE: ROADSIDE BRUSH CONTROL ADOPTED: November 24, 2016 (C-372/16) SUPERCEDES NO: 2014-PAG-030 TO BE REVIEWED: PAGE NO: 1 of 2 POLICY PURPOSE: The purpose of this policy is to reduce and/or prevent snow drifting, facilitate road drying, and promote open site lines at intersections. In addition the policy provides a safer driving surface by removing brush (dead and dying, damaged, and nuisance trees and vegetation). POLICY GUIDELINES: 1. Brush control is a cooperative program between Municipal Services (MS) and the Agricultural Services Departments. This program involves input from Municipal Services, Agricultural Services (AS) and County Councilors. Brush removal maps are maintained by MS and brush spraying maintained by AS. 2. Brush will be sprayed in the fall after other spray programs are complete unless circumstances warrant otherwise. 3. All brush spraying will be carried out in strict accordance with the Professional Vegetation Managers Association standards and Environmental Legislation. 4. County of Newell staff will notify the respective departments on a regular basis of trees and brush that have to be controlled. 5. Depending on the severity of control required, MS or AS will arrange for the work to be completed, or added into the work program. 6. Brush control brought to the attention of Council members can be documented by calling into MS or AS. 7. Maps will be prepared on an annual basis outlining the various types of tree and brush removal that is required. 8. Property owners will be advised by the Municipal Services Department of work that is proposed adjacent to their land prior to the work being done. 9. Trees that are on both public property and adjacent private land may be controlled up to a maximum of five meters if it will benefit the policy purpose. Trees removed from private land must be agreed by both parties through a signed agreement. 11. Trees on private land that have no adjacent trees on public property and trees beyond five meters of public property are the responsibility of the land owner.
