POLICY PURPOSE:
To ensure the County manages its aggregate resources effectively ensuring road
surfaces are maintained by resurfacing with gravel regularly.
PHILOSOPHY:
The County shall resurface roads based on road classification. Annual resurfacing shall
be at the discretion of the Director of Municipal Services, in consultation with Grader
Operators and the Gravel Foreman.
Priority for gravelling shall be based on the following principle:
Arterial Roads – Once every 3 years, or as needed
Collector Roads – Once every 5 years, or as needed
Local Roads - Once every 7 years, or as needed
Local Roads (dead ends without residences) – Once every 10 years, or as
needed
By planning road resurfacing based on classification and distributing the mileage of
each classification equally across the years the County can administer a balanced
gravelling program while delivering an equitable service to all areas. This also
standardizes the mileage to be distributed annually, keeping the program manageable
from a resource (staff and equipment) basis.
Allocation of 5% additional gravel shall be available to tend to areas not planned
where surfacing is necessary, also known as Spot Gravelling.
The County will also resurface County owned public facility parking lots, including
roads within public campgrounds, as the need arises.
Resource crushing will be administered based on need.
Distribution of aggregate resource will primarily completed by County Equipment.
Where necessary, contractors will be retained to ensure completion of the program.

PROVISION OF AND/OR SALE OF GRAVEL PROHIBITED:
Effective January 1, 1998, the sale of gravel or donation of gravel from any gravel pits
owned or leased by the County is prohibited unless this gravel is used for County road
projects.
