POLICY PURPOSE:
This policy is to provide clear direction that towing and recovery efforts are
permitted in accordance with this policy and the Vehicle Recovery and Towing
Program Development Guideline developed by ENFORM, with which the County has
received the full expressed permission to utilize in whole.
POLICY GUIDELINES:
The County of Newell has established that County fleet & equipment will be used to
Tow or Recover private motor vehicle, equipment, or implement in need.
Tow or recovery efforts shall conform to the Vehicle Recovery and Towing Program
Development Guideline developed by ENFORM as adopted in conjunction with this
policy. Those Guidelines are subject to change.
Additionally, prior to Tow or Recovery efforts Employees understand that
authorization to proceed with efforts must be granted by the Department Head or,
designate, in advance. In instances where Tow or Recovery efforts are beyond our
abilities to perform safely County staff will ensure that persons in need of tow or
recovery are safe, free of immediate danger/risk, and capable of making contact
with necessary services for vehicle tow or recovery. This shall also be the case
where tow or recovery services are requested for disabled vehicles, as the County is
not capable of transporting disabled vehicles. These services too should be provided
by a professional towing company.
