Stanway, Brooks Bulletin The Chairman called the meeting to order at 10:00 a.m. 2. EXCUSED FROM MEETING All members were present. 3. MINUTES 3.1 June 22, 2017 Meeting Minutes MOVED BY COUNCILLOR ANNE MARIE PHILIPSEN that the minutes of the June 22, 2017 Municipal Planning Commission meeting be adopted as presented. 4. CALL FOR POST AGENDA ITEMS The Chairman called for post agenda items. 0 MOTION CARRIED 5. ADOPTION OF AGENDA P-55/17 MOVED BY COUNCILLOR TRACY FYFE that the agenda be adopted as presented. (� MOTION CARRIED 6. DEVELOPMENT REPORT The Development Report was accepted as information. 7. SUBDIVISIONS 7.1 2017-0-091 - NW1/4 3-19-14-W4M, To create one new parcel which has been fragmented by an existing dedicated road plan (2007) by subdividing a 3.15 acre (1.27 ha) portion from the quarter section The County Planner provided background information on the proposed subdivision application. There were no questions from MPC. P-56/17 MOVED BY REEVE MOLLY DOUGLASS THAT the Agricultural subdivision of NW1/4 3-19-14-W4M (Certificate of Title No. 141 067 930), to create one new parcel which has been fragmented by an existing dedicated road plan (2007) by subdividing a 3.15 acre (1.27 ha) portion from the quarter section; BE APPROVED subject to the following: RESERVE: The 10% reserve requirement, pursuant to Sections 666 and 667 of the Municipal Government Act, be provided as money in place of land on the 3.15 acres at the market value of $12,000.00 per acre with the actual acreage and amount to be paid to the County of Newell being determined at the final stage, for Municipal Reserve Purposes. CONDITIONS: 1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding property taxes shall be paid to the County of Newell. REASONS: 1. The proposed subdivision is consistent with the South Saskatchewan Regional Plan and complies with both the Municipal Development Plan and Land Use Bylaw. 2. The Subdivision Authority is satisfied that the proposed subdivision is suitable for the purpose for which the subdivision is intended pursuant to Section 7 of the Subdivision and Development Regulation. MOTION CARRIED 7.2 2017-0-092 - Block 2, Plan 0011487, Block A, Plan 8310314 & N1/2 22-19-14 W4M, To reconfigure 3 existing titles by subdividing portions of Block A, Plan 8310314 and consolidating the portions to the adjacent quarter sections in the N 1/2 22-19-14 W4M The County Planner provided background information on the proposed subdivision 1 application. - l MPC was given the opportunity to ask questions. f j-717 MOVED BY COUNCILLOR KELLY CHRISTMAN THAT the Agricultural subdivision of J Block 2, Plan 0011487, Block A, Plan 8310314 & N1/2 22-19-14 W4M (Certificate of Title No. 141 067 987 +1, 141 067 987, 141 081 683, 141 292 427), to reconfigure 3 existing titles by subdividing portions of Block A, Plan 8310314 and consolidation the portions to the adjacent quarter sections in the N 1/2 22-19-14 W4M; BE APPROVED subject to the following_ CONDITIONS: 1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding property taxes shall be paid to the County of Newell. 2. That the 43.69 acre (17.68 ha) subdivided portion of Block A, Plan 0830314 be consolidated with the adjacent parcel legally known as NE 22-19-14 W4M in a manner such that the resulting Certificate of Title could not be subdivided without the approval of the Subdivision Authority. 3. That the 1.42 acre (1.79 ha) subdivided portion of Block A, Plan 0830314 be consolidated with the adjacent parcel legally known as NW 22-19-14 W4M in a manner such that the resulting Certificate of Title could not be subdivided without the approval of the Subdivision Authority. REASONS: 1. The proposed subdivision is consistent with the South Saskatchewan Regional Plan and complies with both the Municipal Development Plan and Land Use Bylaw. 2. The Subdivision Authority is satisfied that the proposed subdivision is suitable for the C' 1 purpose for which the subdivision is intended pursuant to Section 7 of the Subdivision and Development Regulation. MOTION CARRIED 7.3 2017-0-094 - Lot 1, Block 4, Plan 1110140 and the NW1/4 34-19-14 W4M, To reconfigure 2 existing titles by subdividing a 0.89 acre (0.362 ha) portion of NW 1/4 34- 19-14 W4M and consolidating the land to the adjacent parcel, Lot 1, Block 4, Plan 111 0140, to correct the encroachment of an existing shop The County Planner provided background information on the proposed subdivision application. There were no questions from MPC. P-58/17 MOVED BY COUNCILLOR BRIAN DE JONG THAT the Country Residential subdivision of Lot 1, Block 4, Plan 1110140 and the NW1/4 34-19-14-W4M (Certificate of Title No. 111 286 709, 111 006 844 +2), to reconfigure 2 existing titles by subdividing a 0.89 acre (0.362 ha) portion of NW 1/4 34-19-14 W4M and consolidating the land to the adjacent parcel Lot 1, Block 4, Plan 1110140, to correct the encroachment of an existing shop; BE APPROVED subject to the following: RESERVE: The 10% reserve requirement, pursuant to Sections 666 and 667 of the Municipal Government Act, be provided as money in place of land on the 0.89 acres at the market value of $4,000.00 per acre with the actual acreage and amount to be paid to the County of Newell being determined at the final stage, for Municipal Reserve �� Purposes.
