MUNICIPAL PLANNING COMMISSION MEETING
August 10, 2017
The regular Municipal Planning Commission Meeting of the County of Newell was held in the
County Office at Brooks, AB on Thursday, August 10, 2017 commencing at 10:00 a.m.

3.1 July 20, 2017 Meeting Minutes
MOVED BY COUNCILLOR KELLY CHRISTMAN that the minutes of the July 20, 2017
Municipal Planning Commission meeting be adopted as presented.
4. CALL FOR POST AGENDA ITEMS
The Chairman called for post agenda items.

5. ADOPTION OF AGENDA
P-67/17 MOVED BY COUNCILLOR GORDON SIMPSON that the agenda be adopted as
presented.

6. DEVELOPMENT REPORT
The Development Report was accepted as information.
7. SUBDIVISIONS
7.1 2017-0-093 - Lot 1, Block 1, Plan 1211809 & E1/2 5-18-14-W4M, The purpose
of the application is a boundary adjustment to reconfigure an existing title by subdividing
and consolidating portions of the titles to adjacent lands.
The County Planner provided background information on the proposed subdivision
application.
Councillor B. de Jong commented that it is unusual to have an archeological issue
appear on a subdivision application. The County Planner replied that a search showed a
possible archeological issue, but upon follow up, it was dismissed.
P-68/17 MOVED BY COUNCILLOR TRACY FYFE THAT the Agricultural subdivision of Lot 1,
Block 1, Plan 1211809 & E1/2 5-18-14-W4M (Certificate of Title No. 11 292 706, 121
157 636, 121 157 363 +1), to reconfigure an existing title by subdividing and
consolidating portions of the titles to adjacent lands; BE APPROVED subject to the
following:
RESERVE: The 10% reserve requirement, pursuant to Sections 661 and 666 of the
Municipal Government Act, be deferred by caveat on Lot 1, Block 2, (27.99
acre /11.33 ha) with the actual acreage to be dedicated being determined at
the final stage, for Municipal Reserve purposes.
CONDITIONS:
1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding
property taxes shall be paid to the County of Newell.
2. That the applicant submit to the Subdivision Authority a copy of a sketch from an
Alberta Land Surveyor that certifies the location and dimensions of the existing
buildings and the exact dimensions of proposed Lot 2, Block 2 prior to finalization.
3. That any conditions of Alberta Transportation be satisfied prior to finalization.
4. That the subdivided portion of the NE 1/4 8-18-14 W4M be consolidated with
remainder of Lot 1, Block 1, Plan 1211809 and the SE 5-18-14 W4M in a manner
such that the resulting Certificate of Title could not be subdivided without the
approval of the Subdivision Authority.
5. That any condition of Alberta Culture be satisfied prior to finalization.
6. That any conditions of Alberta Environment and Parks be satisfied prior to
finalization.

7.2 2017-0-108 - NW1/419-15-15-W4M, To create one new parcel approximately
5.97 acres (2.41 ha) in size, containing an existing farmstead, from an unsubdivided
quarter section for residential use.
The County Planner provided background information on the proposed subdivision
application.
There were no questions.
P-69/17 MOVED BY COUNCILLOR ANNE MARIE PHILIPSEN THAT the Residential
subdivision of NW1/4 19-15-15-W4M (Certificate of Title No. 031 222 181), to create one
new parcel approximately 5.97 acres (2.41 ha) in size, containing an existing farmstead,
from an unsubdivided quarter section for residential use; BE APPROVED subject to the
following:
CONDITIONS:
1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding
property taxes shall be paid to the County of Newell.
