MUNICIPAL PLANNING COMMISSION MEETING
December 7, 2017
The regular Municipal Planning Commission Meeting of the County of Newell was held in the
County Office at Brooks, AB on Thursday, December 7, 2017 commencing at 10:00 a.m.

3.1. November 23, 2017 Meeting Minutes
MOVED BY COUNCILLOR BRIAN DE JONG that the Council Meeting minutes be
adopted as presented.

4. CALL FOR POST AGENDA ITEMS
The Chairman called for post agenda items.
5. ADOPTION OF AGENDA
P-100/17 MOVED BY COUNCILLOR ANNE MARIE PHILIPSEN that the agenda be adopted as
presented.

6. DEVELOPMENT REPORT
The Development Clerk was available to answer questions.
7. DEVELOPMENT PERMIT UPDATE DP 2017057
7.1. Proposed Amended Site Plan for Solar Project
The Manager of Planning & Development provided background information on the
proposed amendment to the Cassils Solar site plan.
Councillor B. de Jong asked if the proposed amended site plan had been sent to the
appellant. The Manager of Planning & Development indicated that the applicant notified
the appellant of the change but has not received a reply.
Councillor E. Unruh commented that there appears to be a reduction in the number of
panels. The County Planner replied that the applicant added panels to the east side of
the array so the reduction in the number of panels was not substantial.

site plan for the SolarKrafte Cassils project

10. INFORMATION ITEMS
10.1 MGA Implementation Fact Sheet: Decision Making Timelines
The County Planner explained that changes to the MGA that came into effect on
October 26, 2017 has resulted in changes to the subdivision and development permit
processes. These changes are outlined in the Implementation Fact Sheet that was
provided for MPC members' information.

The Manager of Planning & Development indicated that MPC won't notice a change in
the subdivision and development process. The main difference for the department will be
the additional administrative paperwork to make sure the process is kept on track. She
has prepared new forms, templates and a checksheet so that the Development Officer is
able to track the new requirements for the permitting process.
