MUNICIPAL PLANNING COMMISSION MEETING
May 10, 2018
The regular Municipal Planning Commission Meeting of the County of Newell was held in the
County Office at Brooks, AB on Thursday, May 10, 2018 commencing at 10:00 a.m.

P-37/18 MOVED BY COUNCILLOR KELLY CHRISTMAN that the agenda be adopted as
presented.

6. DEVELOPMENT REPORT
6.1. Permitted Use Report - March 1 - April 30, 2018
The Development Clerk responded to questions from MPC.
MPC asked what the two Home Occupation permits entailed. Staff indicated that DP
2018012 is for a fishing guide business and DP 2018016 is for a home decorating
business.
7. SUBDIVISIONS
7.1. 2018-0-029 - NE1/4 5-19-15-W4M, To create one new parcel approximately
13.87 acres (5.61 ha) in size from an existing 144.61 acre (58.52 ha) parcel for
residential / agricultural use.
The County Planner provided background Information on the proposed subdivision
application.
MPC requested clarification regarding how the price of land was determined for the
Municipal Reserve payment. Staff indicated that Municipal Reserve fees for the
subdivision were taken from County policy. ,
P-38/18 MOVED BY COUNCILLOR KELLY CHRISTMAN THAT the Country Residential
subdivision of NE1A 5-19-15-W4M (Certificate of Title No. 131 327 111), to create one
new parcel approximately 13.87 acres (5.61 ha) in size from an existing 144.61 acre
(58.52 ha) parcel for residential / agricultural use BE APPROVED subject to the following:
RESERVE: The 10% reserve requirement, pursuant to Sections 666 and 667 of the
Municipal Government Act, be provided as money in place of land on the 13.87 acres at
the market value of $2,000.00 per acre, approximately $2,774.00, with the actual acreage
and amount to be paid to the County of Newell be determined at the final stage, for
Municipal Reserve Purposes.
Conditions:
1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding
property taxes shall be paid to the County of Newell.
2. That, pursuant to Section 655(1)(b) of the Municipal Government Act, the applicant or
owner or both enter into a Development Agreement with the County of Newell which
shall be registered concurrently with the final plan against the title(s) being created.

The Manager of Planning & Development provided an overview of the Dominion Land
Survey and responded to questions from MPC.

\-- MPC asked whether the proposed amendment was to ensure that the municipality
retained control over cannabis locations. Staff indicated that this amendment is to limit
Medical Marihuana Production Facilities to the West Highway 1 corridor in the County.
