MUNICIPAL PLANNING COMMISSION MEETING
May 24, 2018
The regular Municipal Planning Commission Meeting of the County of Newell was held in the
County Office at Brooks, AB on Thursday, May 24, 2018 commencing at 10:01 a.m.

3.1. May 10, 2018 Meeting Minutes
MOVED BY REEVE MOLLY DOUGLASS that the minutes of the May 10, 2018
Municipal Planning Commission meeting be adopted as presented.

P-40/18 MOVED BY COUNCILLOR HUBY KALLEN that the agenda be adopted as presented.

6. SUBDIVISIONS
6.1. 2018-0-060 - SE1/4 5-22-16-W4M, To create one (1) new vacant parcel
approximately 6.59 acres (2.67 ha) in size from a previously unsubdivided
quarter section for residential use.
The Manager of Planning & Development provided background information on the
proposed application.
There was discussion about the meaning of Country Residential as a proposed use for
subdivision.
P-41/18 MOVED BY REEVE MOLLY DOUGLASS THAT the Country Residential subdivision of
SE1/4 5-22-16-W4M (Certificate of Title No. 051 215 635), to create one (1) new vacant
parcel approximately 6.59 acres (2.67 ha) in size from a previously unsubdivided quarter
section for residential use BE APPROVED subject to the following:
CONDITIONS:
1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding
property taxes shall be paid to the County of Newell.
2. That, pursuant to Section655(1)(b) of the Municipal Government Act, the applicant of C
owner or both enter into a Development Agreement with the County of Newell which
shall be registered concurrently with the final plan against the title(s) being created for
access to the parcel(s).

2018-0-062 - Lot 3, Block A, Plan 0311968, NW1/4 31-18-15-W4M, To create
two-0-lots-from-an-existina 7.98-acre-(3.23-ha)-parcel-for-residential-use-
The Manager of Planning & Development provided background information on the
proposed application.
Staff indicated that there is an existing shared access between the property to be
subdivided and the lot to the west, and that an additional access may be requested by
the applicant for the new lot.
MPC acknowledged the concern submitted by an adjacent landowner about the
unsightly premises but felt it should be dealt with separately from the subdivision.
P-42/18 MOVED BY COUNCILLOR TRACY FYFE THAT the Residential subdivision of Lot 3,
Block A, Plan 0311968 within NW1/4 31-18-15-W4M (Certificate of Title No. 181 062
962) to create two (2) lots from an existing 7.98 acres (3.23 ha) parcel for residential use
BE APPROVED subject to the following:

10. QUESTION PERIOD
MPC requested that a response be sent to the landowner who submitted concerns about
the unsightly premises. Staff commented that there were 2 parts to the letter, the first
(� being the unsightly premises, and the other being the reference to the 5-acre lot size
restriction in the Cassils area. Staff indicated that a response for both parts would be
sent to the landowner. She added that the Cassils Area Structure Plan, where the lot
size limit was addressed, had not been formally passed as a bylaw and so was not
applicable to this subdivision.
