Elliott, Administrative Assistant, Planning & Development OTHERSIN ATTENDANCE: 1. CALL TO ORDER S. Stanway, Brooks Bulletin The Chairman called the meeting to order at 10:00 a.m. 2. EXCUSED FROM MEETING All members were present. 3. MINUTES 3.1. June 7, 2018 Meeting Minutes MOVED BY COUNCILLOR HUBY KALLEN that the minutes of the June 7, 2018 Municipal Planning Commission meeting be adopted as amended. Under 7.3 Operation of an Animal Attraction, add that staff is to notify applicants that they are to keep track of both visitors and vehicles that come to the attraction. LM MOTION CARRIED Municipal Planning Commission June 21, 2018 4. CALL FOR POST AGENDA ITEMS The Chairman called for post agenda items. 5. ADOPTION OF AGENDA P-49/18 MOVED BY COUNCILLOR ANNE MARIE PHILIPSEN that the agenda be adopted as presented. MOTION CARRIED 6. EDUCATION ITEM 6.1. The Mystery of Land Titles The County Planner delivered a presentation on the Mysteries of Land Titles. MPC enquired on the requirements to become an Alberta Land Surveyor. Staff explained the process and indicated that most Alberta Land Surveyors hold either an engineering or survey degree. MPC asked for an explanation on the statement "When the County of Newell was an open area". Staff explained that prior to the early 1970's, when municipalities were required to join a planning commission, the province was responsible for registering surveys and subdivisions. MPC enquired about how the property line between private land and a body of water is determined. Staff explained that the province owns the bed and shore, which can change. MPC enquired about the ownership of road allowances. Staff indicated that while a municipality manages roads and road allowances, the province is the owner. 7. POST AGENDA ITEMS There were no post agenda items. 8. IN CAMERA There were no in camera items. 9. INFORMATION ITEMS 9.1. LA18031 Springview Complete This was accepted as information 9.1.1. Discussion on Cannabis Staff requested direction from MPC as to what regulations concerning the sale and consumption of cannabis they would like to have. A discussion followed. Staff indicated Page 2 of 3 (a Municipal Planning Commission June 21, 2018 that an amendment to the Land Use Bylaw will be prepared for discussion at a future Council meeting. MPC requested that staff investigate what is required to have an Airbnb. Staff indicated that the Land Use Bylaw includes a section for the operation of a tourist home. Staff commented that a permit may be required if the dwelling is empty and being rented out on a short-term basis. There was further discussion. Staff indicated that if there was enough activity, a change in the Land Use Bylaw may be warranted. 10. QUESTION PERIOD 11.
