HomeMy WebLinkAbout1982-03-23 Annual General Meeting (Annual General) MinutesCounty of Newell No. 4 29th Annual Meeting March 23, 1982 The 29th Annual Meeting of the County of Newell No. 4 was held in the Elks Hall at Brooks, Alberta on Tuesday, March 23, 1982 commencing at 1:45 p.m. Members in Attendance: 8 Council members, 3 Town & Village representatives and 4 staff, and a total of 20 ratepayers. The Administrator opened the meeting at 1:45 p.m. and called for the nomination of Chairman for the meeting. R. Eastman was nominated by E. Grosfield, seconded by R. Hall. Moved by T. Romens that nominations cease. Carried. The Chairman then called for the nominations for a Secretary for the meeting. D. James was nominated by G. Tomilson, seconded by E. Grosfield. Moved by H. Grosfield that nominations cease. Carried. Agenda The Agenda was presented to the meeting for their approval. Moved by W. Duncan, seconded by T. Romens that we adopt the Agenda as presented. Carried. School .Report Chairman Fabian presented the School Report in part and the Superintendent, B. Decoux, presented the Superintendent's Report to the Meeting. Discussion followed on the Brooks Tuition Fee Agreement and attendance of students at Duchess School from the Brooks/County area, school populations, Brooks High School locked doors, school health and safety -annual inspections, and compulsory education. Moved by H. Janzen that the County Board of Education go on record as favoring compulsory education in Alberta, seconded by R. Hall. Carried. Moved by R. Hall, seconded by G. Tomilson, that we accept this report. Carried. Minutes Minutes of the 28th Annual Meeting were presented and read to the meeting. Moved by G. Tomilson, seconded by R. Hall, that we adopt these minutes as read. Carried. Inspector's Report The Administrator presented the Inspector's Report for 1981 to the meeting. Moved by H. Janzen, seconded by H. Grosfield, that we accept this report. Carried. Reeve's Report Reeve Musgrove presented his report to the meeting for 1981. Discussions on the report took place in regard to penalties and Regional Plan. Moved by M. Ward that the Council remove all penalties on all taxes paid on November 16, 1981. There being no seconder for this motion, no further action was taken. Moved by T. Romens, seconded by E. Grosfield, that we accept the Reeve`s Report. Carried. ~~,~ . b Municipal Report `' Chairman Peltier presented this report. Discussion took place on a the following items: gravel haul in Division 9, costs of oiling Secondary Roads, use of more gravel, conditions. of roads, Industrial Road corner, bridges, Bow City Bridge approach, and JoAnn road. Moved by G. Tomilson, seconded by E. Grosfield, that we accept this report. Carried. a k • • . Agricultural Report This report was presented by Chairman Hajash. Discussion took place " in regard to problems caused by leaf cutter bees. Moved by W. Duncan, seconded by H. Grosfield, that we accept this report. Carried. Hospital and Nursing Home Reports The Bassano Hospital Report was presented by Councillor George. The Brooks Hospital & Nursing Home Report was presented by Councillor Andrews. Moved by J. Hajash, seconded by J. Rowan, that we accept these reports. Carried. Senior Citizens' Home Councillor Wallace presented this report. Moved by G. Tomilson, seconded by H. Janzen, that we accept this report. Carried. New Business Moved by T. Romens that a recommendation be made to County Council that Division 5 be alloted more funds for road building and maintenance This money should be alloted according to population and assessment - a combination of these two. Seconded by J. Pokorney. Vote on the motion - Carried. A general discussion took place in regard to the various road signs within the County. T7ntn n~ Thanlrc Moved by G. Tomilson, seconded by H.
