HomeMy WebLinkAbout1983-03-23 Municipal Planning Commission (Regular) MinutesCounty of Newell No. 4 Municipal Planning Commission Meeting March 23, 1983 The regular Municipal Planning Commission Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Wednesday, March 23, 1983 commencing at 4:00 p.m. Members Present Chairman Councillors Representatives Dev. Control Planning Comm. Secretary V. Fabian A. Scheuerman J . Ha j ash S. Merkl E. Willms D. Coffey B. Whitson D. James 1. Minutes Minutes of the February 23, 1983 meeting were read to the Commission. Moved by E. Willms that we adopt these minutes as read. Carried. 2. Business from the Minutes 1. Gerald Robinson - Proposed Land Use Change The Development Control Officer reported on this application and the information he had obtained. Mr. Robinson then met with the Commission and presented his proposal to the Commission. After discussion on this item, it was moved by S. Merkl that we recommend to County Council the refusal of this Land Use Change. Carried. 2. Gerald Robinson - Development Permit - Discretionary Use This application was refused due to the Land Use Change not being approved. 3. S. Haskayne - Proposed Land Use Change (83 SE 12) Moved by Councillor Scheuerman that this item be lifted from the table. Carried. Further discussion took place in regard to this application with information being provided that Mr. Haskayne may be cancelling this application. Information from the Town of Bassano stating their concerns toward this subdivision were also presented to the Commission. It was then moved by Councillor Hajash that we refuse this application. Carried. 3. New Business 1. Definition of Light Industrial Area Brian Whitson, of the Planning Commission, presented a definition to the Commission in regard to this item. The matter was reviewed by the Commission and Mr. Whitson was requested to make certain revisions and bring it back for further study. 2. Discussion of Regional Plan Brian Whitson advised that the Regional Plan has now been adopted as of March 22, 1983. 3. Subdivisions to M.P.C. & Land Use Changes Brian Whitson spoke to the Commission in regard to the proposed procedure in the applications for Land Use Changes and Subdivision Applications whereas possibly these could all be dealt with and approved through the M.P.C. This matter is to be discussed further with County Council before any further action is taken. 4. J. Baksa - Land Use Change - Urban Fringe to Country Residence An application from James Baksa for a Land Use Change in Pt. SW 2- 19-14-4, 33.8 acres, from Urban Fringe to Country Residence was presented to the Commission for their information. Moved by Councillor Hajash that he be excused from discussion and voting on this matter due to a conflict of interest. Carried. After further discussion on this item, it was moved by Councillor Scheuerman that this item be tabled until more information is obtained in regard to the Land Use Change which took place in 1980. Carried. 5. Douglas Messenger - Development Permit-Woodworking Shop & Garage Information on this item was presented by the Development Control Officer. Moved by E. Willms that we approve this Development Permit. Carried. 6. John C. Lawson - Land Use Change - SE 12-20-15-4 Application from John C. Lawson for Land Use Change, and Subdivision Application 83 SE 1, was presented to the Commission for their consideration. After discussion on this item, it was moved by Councillor Scheuerman that this Subdivision Application be recommended to County Council for approval. Carried. 7. Revelstoke Company Ltd. - Gravel Development Permit The Development Officer presented information to the Commission in regard to the requirements for this Development Permit. It was moved by Councillor Hajash that we approve this Permit. Carried. 8. E.I.D. - Additional Residence under Discretionary Use - R. Hills Information was presented to the Commission in regard to this item. Moved by S. Merkl that we approve this Development Permit. Carried. 9. Wilf Jorgensen - Development Permit - Shop Building Application from Wilf Jorgensen for a Development Permit to build a shop building on his property, this building to be used to build arch rafters, was presented to the Commission. After discussion on this item, it was moved by E. Willms that we approve this Development Permit. Carried. 4. Other Business No other business. 5. Adjourn Meeting adjourned at 6:00 p.m.
