Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Wednesday, May 23, 1984 commencing at 4:00 p.m. 1. Members Present Minutes Chairman Councillors Representatives Planner Dev.Control Officer Secretary V. Fabian F. Workes A. Scheuerman E. Willms S. Rasmussen G. Klassen J. Manning D. James Minutes of the April 18, 1984 meeting were read to the Commission. Moved by Councillor Scheuerman that we adopt these minutes as read. Carried. Minutes of the May 7, 1984 special meeting were read to the Commission. Moved by Councillor Scheuerman that we adopt these minutes as amended. Carried. No business arose from the minutes. 2. 3. ~~I Minutes of the May 10, 1984 special meeting were read to the Commission. Moved by Councillor Workes that we adopt these minutes as read. Carried. Business from Minutes New Business 1. Order of Compliance - S & S Construction The Development Control Officer advised that this Order of Compliance has been issued and, since that date, the house has been sold a~IDas such the Order of Compliance is being withdrawn. 2. Block A Plan 7510659 - R. Richards The Development Officer reported on the operation of this lot which Mr. Richards owns, and indicated that waste oil is being dumped on the property and numerous complaints have been received in regard to this matter. After discussion, it was moved by E. Willms that we issue an Order of Compliance on this property and give them 30 days to cease this operation and have it cleaned up. Carried. 3. Moved-in Mobile Home - Norman Young Application for a moved-in mobile home was presented to the Commission for Norman Young. Moved by Councillor Scheuerman that we approve this application for advertising. Carried. R 3 a c Z 0 u. 4. Moved-in Mobile Home - Airth Farms Information was presented to the Commission in regard to this moved-in mobile home. Moved by S. Rasmussen that we approve this application for advertising. Carried. 5. New Hutterite Colony - Fairville Colony The Development Control Officer presented information for this Development Permit. After discussion, it was moved by Councillor Workes that we approve this Permit and approve the following discretionary uses as outlined: additional dwelling units, public buildings and uses, agricultural processing and packing operations. Carried. 3 a. a z E c 4. 6. Mobile Home Addition - Michael Baksa The Development Officer presented information in regard to this item. After a lengthy discussion, it was moved by Councillor Scheuerman that we table this application for more information. Carried. 7. Moved-in House - Pete Anderson The Development Officer presented information on this application. Moved by E. Willms that we approve the application for advertising. Carried. 8. New Park - Crawling Valley Recreation Society Information was presented to the Commission in regard to this proposed Park. Moved by Councillor Workes that we approve the application for advertising. Carried. Information was presented to the Commission in regard to this application. Moved by E. Willms that we approve the application for advertising. Carried. 9. Moved-in Mobile Home - Arie Biesheuvel 10. Waiver of Set-back - Chevron Canada Resources Application from Chevron Canada Resources for waiver of set-back regulations for the construction of an injection building located in 13-28-17-12-4 was presented to the Commission. After discussion, it was moved by Councillor Scheuerman that we waive the set-back regulation for this development. Carried. 11. Amendment to Land Use By-law - R. Kimmel Application for proposed amendment to the Land Use By-law was presented to the Commission. After discussion on the application, it was moved by S. Rasmussen that we table this application for more information in regard to the proposed development on this property and set-back areas. Carried. 12. Amendment to Land Use By-law - M. Kenney Information was presented to the Commission in regard to this application and after discussion, it was moved by S. Rasmussen that we table this application for more information as to location, acres, size of lots and access. Carried. Other Business 1. Trees along County Roads The Development Officer presented information in regard to the location of trees being planted along County roads and, in particular, the John Ware Trail. After reviewing this information, it was moved by Councillor Scheuerman that registered letters be sent to Jerry Adams and Dan Bartman concerning the location of the trees planted along the John Ware Trail. Carried. 2. Subdivision Application 84 SE 38 - Perinni Gary Klassen, of the Planning Commission, presented this. application to the Commission for review and it was moved by Councillor Workes that we recommend to County Council the approval of this application subject to the following conditions: a) waiver by the Alberta Planning Board in regard to Sections 23(b), 24 and 20(a) of the Planning Act and Subdivision Regulations. b) that no service road be required adjacent to Highway 36 c) the Public Reserve be set on a cash basis for the parcel being subdivided.
