HomeMy WebLinkAbout1984-10-24 Municipal Planning Commission (Regular) MinutesCounty of Newell No. 4 Municipal Planning Commission October 24, 1984 The Organizational & regular Municipal Planning Commission Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Wednesday, October 24, 1984 commencing at 4:00 p.m. Members Present Councillors Representatives Planner Dev.Control Off. Secretary V. Fabian A. Scheuerman F. Workes E. Willms S. Rasmussen G. Klassen J. Manning D. James 1. Election of Chairman The Administrator called the meeting to order and called for the nomination and election of Chairman for the Municipal Planning Commission. V. .Fabian nominated by A. Scheuerman. Moved by Councillor Workes that nominations cease. Carried. Chairman Fabian took over the chair. 2. Vice Chairman Nominations were opened for Vice Chairman. A. Scheuerman nominated ~/ by F. Workes. Moved by Councillor Workes that nominations cease. Carried. 3. Minutes Minutes of the September 19, 1984 meeting were read to the Committee. Moved by E. Willms that we adopt these minutes as read. Carried. 4. Business from Minutes 3-3 G. Robinson The Development Control Officer reported on the progress of this property to date. After discussion, it was moved by Councillor Workes that we advise Mr. Robinson that Permit ~k453 is now null and void as he did not complete the fence as requested under the Permit. Carried. Moved by S. Rasmussen that we advise Mr. Robinson to apply for a new Development Permit for his new plumbing business which is now located at this site. Carried. 4-3 A. Puddister The Development Control Officer gave a report on this property. After discussion, it was moved by E. Willms that we advise A. Puddister that the Development Permit for the addition to the mobile home is now null and void as they did not meet the require- ments of the Permit. Carried. 5. Development Applications 1. Permit X6476 - Moved-in House Application from Bill King for a moved-in house to be located on Lot 1 Block 4 Plan 8111991 was presented to the Commission. Moved by Councillor Workes that we approve this permit for advertising. Carried. 2. Permit ~~473 - Moved-in Mobile Home Application from Albert Byers for a moved-in mobile home to be located in Part NW 13-20-13-4 was presented to the Commission., Moved by Councillor Scheuerman that we approve. this application for advertising and that a condition of the Permit be that the old house be removed or dismantled by June 1, 1985. Carried. 6. Land Use Changes No changes at this meeting. 7. Subdivision Applications 1. 84 SE 73 - E. Mattheis This application was presented to the Commission. After discussion, it was moved by Councillor Scheuerman that we recommend approval of this application to County Council subject to access Servicing Agreement and the conditions as set out in the recommendations of the Planning Commission. Carried. 2. 84 SE 24 - Knutson - Cash in-lieu-of Public Reserve Mr. Knutson met with the Commission and explained the situation in regard to the cash in-lieu-of Public Reserve on this property. After a lengthy discussion, it was moved by Councillor Workes that we recommend to County Council that a condition of cash in-lieu be on the two parcels with the homes located on them, and that we defer the balance on the remainder of Block A. Carried. 3. 84 SE 72 - Farm Credit Corporation Information on this application was submitted to the Commission. Moved by E. Willms that we recommend the approval of this application subject to the conditions as set out by the Planning Commission. Carried. 8. Other Business 1. Country Residential Lots with 2 Residences The Development Control Officer reported on the following properties which have two residences located on them: Florence Brodie - After discussion on this item, it was moved by S. Rasmussen that a letter be sent to Mrs. Brodie regarding the use of this trailer as it is approved on the Development Permit. C~~i Frank Dyck - After discussion on this item, it was moved by Councillor Workes that a letter be sent to Mr. Dyck advising him to remove this trailer from the property by March 31, 1985 as it does not conform with his Building Permit. Carried. Cornelius Plett - After discussion on this item, it was moved by S. Rasmussen that a letter be sent to Mr. Plett advising him to remove this trailer from the property as it does not conform with his Building Permit. Carried. Diane Bobinski - After discussion this matter, it was moved by Councillor Scheuerman that a letter be sent to Diane Bobinski advising her to remove the trailer from this property as it does not conform with the Development Permit. Carried. Millicent School - Letter from Alberta Labour, General Safety Services Division, concerning the use of the Millicent School by Jesus our Shepherd Church School was presented to the Commission and this matter was referred back to the Development Control Officer for further study on this matter. 9.
