M.P.C. Meeting
May 21, 1985
The regular Municipal Planning Commission Meeting of the County
of Newell No. 4 was held in the County Office at Brooks, Alberta
on Tuesday, May 21, 1985 commencing at 1:30 p.m.

In the absence of Chairman Fabian, Vice Chairman Scheuerman took
over the chair.
1. Minutes
Minutes of the April 23, 1985 meeting were read to the Commission.
Moved by Councillor Workes that we adopt these minutes as read.
Carried.
2. Minutes
Minutes of the May 13, 1985 meeting were read to the Commission.
Moved by E. Willms that we adopt these minutes as read. Carried.
Chairman Fabian arrived at the meeting and took over the chair.
3. Business from Minutes
3- Alco Feed Processin - Permit
1~ Moved by E. Willms that.we lift this item from the table. Carried.
Mr. Don Alberts, of Alco Feed Processing, met with the Commission
and presented a detailed plan of his proposal for the expansion
to his livestock operation in the NE 35-19-14-4.
After considerable discussion on this matter, it was then moved
by E. Willms that we waive our set-back regulation and allow the
east corral fence to be set back 25 feet from the property line
or road allowance for the proposed new feed lot area and further
that any future move of this feed lot, if required by the County,
be borne totally by the owner of the property. Carried.
Moved by Councillor Workes that Alco Feed Processing provide the
three sumps and berm as requested by Alberta Environment. Carried.
Moved by E. Willms that we approve the road approach to the new
development as requested by Alco Feed Processing. Vote on the
motion - lost.
Moved by Councillor Workes that we restrict the expansion to the
north of the present feed lot to 500 feet from the neighboring
residence. Carried.
4-8 Permit 522 - Bergen - Moved-in House
Moved by Councillor Workes that we lift this item from the table.
Carried.
Moved by Councillor Workes that we approve this application and
proceed with advertising with the condition that the house must
be completed by December 15, 1985 and the present mobile home located
on this property is to be removed on completion of the house by
December 15, 1985. Carried.
9- L. Klinck - Waiver of Set-back
Moved by Councillor Scheuerman that we lift this item from the
table. Carried.
Moved by Councillor Workes .that we waive our set-back regulation
as requested by Mr. Klinck. Carried.
4. Permits
1. 524 - E. & V. Haldorson - Moved-in Mobile Home
Moved by Councillor Scheuerman that we approve this application
and proceed with advertising. Carried.
2. 526 - G. & C. Sharp - Moved-in Mobile Home & Gravel Truck Storage
Moved by Councillor Workes that we approve this application and
proceed with advertising. Carried.
3. 527 - L. Lunseth - Farm Subsidiary Occupation
Moved by S. Rasmussen that we approve this application and proceed
with advertising. Carried.
4. 529 - B. Peake - Moved-in Mobile Home
Moved by S. Rasmussen that we approve this application and proceed
with advertising. Carried.
5. 530 - G. & J. Calvert - Gara e
Moved by E. Willms that we approve this application and proceed
with advertising. Carried.
6. 531 - G. & J. Calvert - Moved-in Mobile Home
Moved by Councillor Scheuerman that we approve this application
and proceed with advertising. Carried.
7. 537 - S. Bartman - Shop
Moved by Councillor Workes that we approve this application and
proceed with advertising. Carried.
8. 538 - Regato Management Ltd - Shop
Moved by S. Rasmussen that we approve this application and proceed
with advertising. Carried.
9. 539 - Cassils Community Centre - Addition
Moved by Councillor Workes that we approve this application and
proceed with advertising. Carried.
5. Licences
1. J. Renkema - Brooks Shell Service
Moved by Councillor Workes that we approve this application for
Business Licence. Carried.
6. Land Use Change
1. George Timko - SW 28-18-14-4
Application for Land Use Change from Urban Fringe to Light Industrial
was presented to the Commission. Moved by Councillor .Workes that
we recommend to County Council the approval and advertising of
this Land Use Change. Carried.
7. Subdivisions
1. 85 SE 28 - Dyck
Moved by Councillor Scheuerman that we recommend the approval of
this subdivision to County Council subject to water agreement with
the E.I.D. Carried.
2. 85 SE 29 - Timko
Moved by Councillor Workes that we recommend approval of this sub-
division to County Council subject to cash in-lieu on this parcel
based at $4000.00 per acre. Carried.
3. 85 SE 30 - 206993 Development Company
Moved by Councillor Scheuerman that we recommend refusal of this
subdivision to County Council. Carried.
4. 85 SE 31 - Draper
Moved by E. Willms that we table this application for more informa-
tion. Carried.
8. Other
The Development Control Officer advised that all Orders of Compliance
have been sent out and all replied to.
9. Adjourn
