Meeting October 22, 1985 The regular Municipal Planning Commission Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Tuesday, October 22, 1985 commencing at 1:30 p.m. Members Present Councillors Representatives Planner D.C.O. Secretary V. Fabian F. Workes A. Scheuerman E. Willms S. Rasmussen D. Fleming G. Woltman D. James Nominations & Election of Chairman The Secretary opened the meeting for nominations and election of a Chairman. A. Scheuerman nominated by V. Fabian. Moved by Councillor Workes that nominations cease. Carried. Chairman Scheuerman took over the chair. Nominations & Election of Vice Chairman The meeting was then opened for nominations and election of Vice Chairman. F. Workes nominated by V. Fabian. S. Rasmussen nominated by F. Workes. Moved by E. Willms that nominations cease. Result of vote: F. Workes was elected as Vice Chairman. 1. Minutes Minutes of the September 24, 1985 meeting were read to the Commission. Moved by Councillor Fabian that we adopt these minutes as read. Carried. 2. Business from Minutes 4-1 Kimmel - Land Use Change A report was given on this item by the Development Control Officer with no further action being taken. 3-1 Pete Anderson - Welding Shop Permit No further report. 3-5 P. Smit - Halfway House This item remained tabled. 6-2 Block's Ranching Ltd. - Subdivision Application 85 SE 69 Moved by Councillor Workes that we lift this item from the table. Carried. After discussion on the application, it was moved by Councillor Fabian that we recommend to County Council the approval of this subdivision subject to the dividing line being on the present fence line. Carried. 7-1 Superior Plumbing - Fence The Development Control b~ficer, Councillor Workes and E. Willms reported on this fence and indicated that it now meets the conditions of the M.P.C. Moved by Councillor Workes that we accept this fence as installed by Superior Plumbing. Carried. 3. Permits 1. ~~569 - Duchess Agape Christian School - Private School A lengthy discussion took place in regard to this application for a Permit. It was then moved by S. Rasmussen that we refuse this application as it does not comply with our Land Use By-law, also due to the traffic conditions that it will create on the secondary road and it does not comply with Section 53(1) of the Land Use By-law as it is not a permitted use in an Agricultural District. Carried. 2. ~~571 - Allan Axelson - Moved-in Mobile Home Moved by E. Willms that we approve this application and proceed with advertising. Carried. 3. ~~572 - Dale Flatla - Auto Wrecking Business The Development Control Officer reported on this item. It was then moved by Councillor Fabian that we grant approval of this Permit subject to application and approval of the Land Use Change from Agricultural to Industrial. Carried. 4. ~k573 - Anric Reclaimers (1984) Ltd. Application to rebuild the Waste Oil Plant was presented to the Commission. Moved by Councillor Workes that we approve this application and proceed with advertising. Carried. ~ 5. ~k574 - Heinz & Patsy Wenner - Moved-in Mobile Home ,~ ~ Moved by Councillor Workes that we approve this application L and proceed with advertising. Carried. 6. ~~575 - Low-Land Construction Ltd. - Shop Moved by Councillor Workes that we approve this application and proceed with advertising. Carried. 4. Land Use Amendments No amendments were presented to the meeting. 5. Licences No applications for licences were presented to the meeting. 6. Subdivisions 1. 85 SE 78 - Heinz Karnapke A presentation was made to the Commission on this application. It was then moved by S. Rasmussen that we recommend to County Council the refusal of this application as it has no natural boundaries for subdivision purposes. Carried. 7. Other Business 1. Report on Permits Issued Since Last Meeting A report was presented on Permits issued since the last meeting. 6. 7. 8. Subdivisions 1. 85 SE 89 - Robert Brodie Information was presented to the Commission in regard to this application. Moved by Councillor Workea that we recommend to County Council the approval of this application. Carried. 2. 85 SE 78 - Heinz Karnapke Further discussion took place in regard to this application and Mr. Karnapke is to be invited to the next M.P.C. Meeting to discuss the proposed subdivision application further. Other Business 1. Report A report on the permits issued since the cast meeting was presented to the Commission.
