M.P.C. Meeting
November 18, 1986
The regular M.P.C. Meeting of the County of Newell No. 4 was
held in the County Office at Brooks, Alberta on Tuesday,
November 18, 1986 commencing at 1:30 p.m.

1. Election of Chairman & Vice Chairman
The Secretary called the meeting to order and called for nominations
of Chairman. W. Wells nominated by S. Rasmussen. Moved by
Councillor Nelson that nominations cease. Carried.
Chairman Wells took over the Chair.
Nominations were called for Vice Chairman. L. Nelson nominated
by V. Fabian. Moved by S. Rasmussen that nominations cease.
Carried.
A copy of the M.P.C. By-law was presented to each of the members
for their files.
The matter of voting was discussed. Moved by Councillor Nelson
kr"- that all members of the M.P.C. vote on any question and, in
the case of a tie vote, the motion will be lost. Carried.
2• Minutes
Minutes of the September 23, 1986 meeting were read to the Commission.
!Moved by S. Rasmussen that we adopt these minutes as amended.
,Carried.
3. `Business from Minutes
There was no business from the minutes.
4• Permits
1. 647 - Terry Fulton - Moved -in Mobile Home - Pt NW 28-20-14-4
:Application from Terry Fulton, of Duchess, for a moved -in Mobile
!Home was presented to the Commission. After discussion, it
;was moved by Councillor Fabian that we approve this application
;and proceed with advertising. Carried.
2. 649 - Vince Graham - Moved -in Mobile Home
Lot 9 Block 14 Plan 7910924 Patricia
After discussion on this application, it was moved by S. Rasmussen
'that we approve this application and proceed with the necessary
!advertising. Carried.
;3. 651 - Marcel Cote - Greenhouse - SW 2-19-14-4 - Brooks
;After discussion on this application, it was moved by S. Rasmussen
!that we waive the set -back regulations as per our By-law, approve
!the application and proceed with the necessary advertising.

4. 648 - Alberta Transportation - Highway Rest Area
NW 9-20-16-4 - Brooks/Bas-sang
After reviewing this application, it was moved by Councillor
Fabian that we approve this application and proceed with the
necessary advertising. Carried.
5. Land Use Changes
1. R.H. Urban - Pt. SW 27-19-14-4
After reviewing this application, it was moved by Councillor
Nelson that we recommend to County Council the approval and
advertising of this Land Use Change. Carried.

No licences were presented.
7. Subdivisions
1. 86 SE 39 - Perini
This item remained tabled.
2. 86 SE 72 - Ramer
This item remained tabled.
3. 86 SE 74 - Rose
After further information was presented to the Commission on
this application, it was moved by Councillor Fabian that we
approve this application subject to cash in -lieu -of Public
Reserve at $1500.00 per acre and that we recommend to County
Council the approval of this subdivision. Carried.
4. 86 SE 84 - R.H. Urban
After reviewing this application, it was moved by Councillor
Fabian that we table this item for more information. Carried.
5. 86 SE 87 - E. Lukye
After reviewing this application, it was moved by Councillor
Fabian that we table this item for more information. Carried.
8. Development Report
The Development Report for October, 1986 was presented to the
,Commission for information.
9. Other Business
1. R. Strader - Application Fee
Request from R. Strader for refund of his application fee on
a Development Permit was presented to the Commission. Moved
,by Councillor Fabian that we refuse this request. Carried.
10. Adjourn
Meeting adjourned at 3:00 p.m.
