HomeMy WebLinkAbout1987-06-30 Municipal Planning Commission (Regular) MinutesCOUNTY OF NEWELL N0. 4 MUNICIPAL PLANNING COMMISSION MEETING JUNE 30, 1987 The regular Municipal Planning Commission Meeting of the County of Newell No. 4, was held in the County Office at Brooks, Alberta on Tuesday June 30, 1987 commencing at 1:30 p. m. Members Present: Chairman W. Wells Councillors L. Nelson V. Fabian Representatives S. Rasmussen Planner D. Fleming D.C.O. D. Grosfield Secretary D. James Excused from the Meeting Moved by Councillor Nelson that E. Willms be excused from this Meeting. Carried. 1, Minutes Minutes of the May 26, 1987 meeting were presented to the Commission. Moved by Councillor Fabian that we accept these Minutes as circulated. Carried. 2, Business from Minutes 2-1. Permit ~~683 - Quyloo Services This item remained tabled. 2-5. Business License - Quyloo Services This item remained tabled. 2-7. Permit ~~344 - Gellings This item remained tabled. 3-1. Permit ~k694 - Allen Schmidt The Commission was advised that this sale did not develop and this Permit is now null and void. 7-2. Canadian Western Natural Gas - Set-back Regulations D. Fleming reported further on this item. After discussion it was moved by Councillor Fabian that we recommend that we are not prepared to invoke this regulation into our Land Use By-law. Carried. 7-3. Keeping of Livestock & Poultry D. Fleming reported further on this item. After discussion it was moved by Councillor Fabian that we advise the Association that we agree that this item should be carried out under the local Land Use By-law. Carried'. 3, Permi is 2. 1. ~~699 - Skuban Oil Battery Operators - Propane Outlet Lot 5 Blk 1 Plan 7123 FB - Rolling Hills This Application was presented to the Commission for review. After discussion, it was moved by S. Rasmussen that we approve this Application and proceed with the necessary advertising. Carried. ~~702 - N. Greidanus - Moved in Mobile Home - SE 3-19-14-4 After reviewing this Application, it was moved by Councillor Nelson that we approve this Application, subject to conditions that this Mobile Home be allowed on this property as long as the bee operation is carried out on this property, and further that we proceed with the necessary advertising of this Application. Carried. 3, 4k703 - Doug Christman - Moved in double-wide house - SW 27-21-18-4 After reviewing this Application, it was moved by S. Rasmussen that we approve this Application, subject to access being off of the developed road only, and that we proceed with the t necessary advertising of this Application. Carried. 4. ~~705 - Brooks Trap and Pistol Club An Application for moved-in Clubhouse was presented to the Commission for review. Moved by Councillor Wells that he be excused from discussion or voting on this matter. Carried. After further discussion, it was then Moved by Councillor Nelson that we approve this Application and proceed with the necessary advertising. Carried. 4. Land Use Changes There were no land use changes. 5, Licenses 1. Garry Miller - Rolling Hills - Beer and Wine Making Supplies - SE 2-15-13-4 After reviewing this Application, it was moved by S. Rasmussen that we approve this Application. Carried. 6. Subdivisions The following Subdivisions were presented to the Council: 1. 87 SE 40 - Schaupmeyer This application was presented for information only. 2. 87 SE 43 - Brodie After reviewing this application, it was moved by Councillor Nelson that we recommend approval of this application to County Council. Carried. 3, 87 SE 44 - Hietrich After reviewing this application, it was moved by S. Rasmussen that we recommend approval of this application to County Council. Carried. 7, Other Business 1. Brooks Society for Christian Education A letter from the Society requesting information on regulations and the Commissions' position on this matter was presented. After discussion, it was moved by Councillor Nelson that we advise the Society that no approach would be allowed on the east side of this property. They feel the proposed lot is too small for a School operation, but if they wish they may proceed with the necessary applications on this matter, and present it back to the Commission for further study. Carried. 2. Joe Buck - Rolling Hills - Unsightly Premises A Report was presented on this matter, and it was moved by Councillor Fabian that we recommend to County Council that they enforce the Nuisance By-law in regard to this matter. Carried. 3. Zibell Trucking - Gravel Permit Information was presented to the Commission on this matter. 4. Development Report The Development Report for June was presented to the Commission for their information. 5. Application Fees A discussion took place in regard to application fees for Permits. It was moved by Councillor Nelson that we recommend to County Council that the fees for late applications that are submitted after the work has been commenced be set at $50.00 per permit.
