HomeMy WebLinkAbout1988-04-26 Municipal Planning Commission (Regular) MinutesCounty of Newell No. 4 Municipal Planning Commission Meeting April 26, 1988 The regular Municipal Planning Commission Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Tuesday, April 26, 1988 commencing at 10:00 a.m. Members Present Chairman Councillors Representative Planner D.C.O. Secretary W. Wells V. Fabian L. Nelson E. Willms D. Fleming D. Grosfield D. James 1, Minutes Minutes of the March 22, 1988 meeting were presented to the Commission. Moved by E. Willms that we adopt these minutes as presented. Carried. 2, Delegation 1. Doug Gray Mr. Doug Gray met with the Commission at 10:15 a.m. to discuss his Development Permit ~~746. 2. Karen Simpson & Casey Kuipers Karen Simpson & Casey Kuipers met with the Commission at 10:30 a.m. ' to present further information in regard to their Subdivision _ Application 88 SE 22. . 3, Business from Minutes 6-5 88 SE 5 - Rafter Nine Stables Doug Fleming reported further on this application and indicated that it will now be in order to present this to County Council for approval. 6-2 88 SE 22 - Simpson Moved by E. Willms that we lift this item from the table. Carried. Further discussion then took place on this application. Moved by Councillor Nelson that we recommend approval of this application to County Council subject to cash in-lieu being set at $2500.00 per acre. Carried. 6-1 88 SE 14 - Lukye Moved by E. Willms that we lift this item from the table. Carried. After further discussion, it was moved by E. Willms that we recommend to County Council the refusal of this application as it does not conform to the other subdivisions within the area. Carried. 4, Permits 1. ~k742 - R.T. Irwin - Moved-in House - NE 8-19-15-4 - Caseils Information was presented to Council and it was moved by Councillor Nelson that we approve this application. Carried. 2. ~~744 - Springside Colony - School Building NE 28-21-13-4 - Duchess After review, it was moved by E. Willms that we approve this application. Carried. 3. ~~746 - Dou Gra - Gift Sho - Wz 2-21-12-4 - Patricia After review, it was moved by E. Willms that we table this matter until we receive further information as to frontage and site location plan. Carried. 4. ~~747 - Eric Tatem - Moved-in House Lot 2 Block 1 Plan 8311138 - Brooks After review, it was moved by E. Willms that we approve this application. Carried. 5, Land Use Changes 1. Albert Irwin - Agricultural to Highway Commercial W% 2-21-12-4 - Patricia After review, it was moved by E. Willms that we recommend to County Council the approval and advertising of this Land Use Change. Carried. 6, Home Occupations i X64 - Rnv J. Wanner - Car Park Device - SE 25-18-15-4 - Brooks After review, it was moved by Councillor Nelson that we approve this application. Carried. 2. ~k4 - Alpine Welding Ltd. - Welding Business SE 3-19-14-4 - Brooks "- After review, it was moved by Councillor Wells that we approve this application as a Home Occupation only. Carried. 3. ~~5 - Williams Mechanical Services Ltd. - Mechanical Service SE 6-20-14-4 - Duchess After review, it was moved by Councillor Nelson that we approve this application. Carried. 7, Subdivisions No subdivisions were presented. 8, Development Report The Development Report for April was presented to the Commission 9, Other Business 1. Alberta Planning Board Letter from the Albert a. Planning Board concerning their decision on the Vikedal application was presented to the Commission for their information. 2. Brooks/County Urban Fringe Area Discussion took place on this item and it was recommended that further discussion take place at the County Council Meeting. 3. Com laint re: Block G Plan 7611017 A complaint from George Sweep, located in NE 25-18-15-4, was presented to the Commission. After discussion, it was moved by Councillor Nelson that this matter be referred to the Development Control Officer for further action. Carried. Lunch The Commission recessed for lunch from 12:00 - 1:30 p.m• 10. Review of By-law The Commission then continued their review of the Zoning By-law. Discussion took place on Hamlet maps, Hamlet boundaries, zones within Hamlets and the cancellation of Land Use Changes that were never developed. 11. Moved by Councillor Fabian that we send letters to all the property owners who made Land Use Change applications, but did not develop them, advising them that it is our proposal to cancel these Land Use Changes and return the area to Agriculture. If they have objections to this procedure, they are to advise us within a set time period. Vote on the motion - Carried. Adjourn Meeting adjourned at 3:15 p.m.
