Municipal Planning Commission Meeting
May 30, 1989
The regular Municipal Planning Commission Meeting of the County
of Newell No. 4 was held in the County Office at Brooks, Alberta
on Tuesday, May 30, 1989 commencing at 1:30 p.m.

In the absence of the Chairman, Vice Chairman Buday took over
the Chair.
1. Minutes
Minutes of the April 25, 1989 meeting were presented. Moved
by E. Willms that we adopt these minutes as circulated. Carried.
2. Business from Minutes
There was no business from the minutes.
3. Permits
1. ~~830 - Sheila Cyr - Moved-in Mobile Home
SW 5-18-14-4 - Brooks
Afte review, it was moved by Councillor Conners that we approve
this application and proceed with the necessary advertising.
Carried.
Chairman Wells arrived at the meeting and took over the Chair.
2. ~~831 - David L. Armstrong - Private Campground
SW 23-18-14-4 - Brooks
After review, it was moved by Councillor Conners that we approve
this application and proceed with advertising. Carried.
3. ~~833 - Brooks Head to Head - Mechanical Repair Service
Block 5 Plan 3971 H.Y. - Brooks
After review, it was moved by E. Willms that we approve this
application and proceed with advertising, with the condition
that the Lot be cleaned up prior to final approval of the
Development Permit. Carried.
4. ~~834 - Prairie Feeders - Feedlot Expansion - SW 17-21-17-4
After review, it was moved by Councillor Bulger that we table
this application for more information. Carried.
Other Permits
1. Larry & Peggy Springer - Dwelling - NW 3-19-15-4 - Brooks
After review, it was moved by Councillor Conners that we approve
this application subject to access off Highway 36. Carried.
4. Land Use Changes
No report.
5. Home Occupation Licences
No report.
6. Subdivisions
1. 89 SE 24 - Johnson Farms
Moved by Councillor Wells that he be excused from discussion
and voting on this application. Carried.
After further information on this proposed subdivision, it was
moved by E. Willms that we approve this application and recommend
it to Council for final approval. Carried.
2. 89 SE 25 - Matoba
After review, it was moved by Councillor Bulger that we approve
this application and recommend it to Council for final approval.
Carried.
3. 89 SE 26 - Day
After review, it was moved by Councillor Conners that we table
this application for more information. Carried.
4. 89 SE 34 - Klassen
- After review, it was moved by E. Buday that we table this application
~, W • for more information. Carried.
7. Development Report
The Development Report for May was presented to the Commission.
Moved by Councillor Bulger that we accept this report. Carried.
8. Delegation
1. Joy Seely
Joy Seely attended the meeting to obtain information from the
Commission on a proposed subdivision in the Bassano area.
9. Set-back Waiver - E. Willms
Moved by E. Willms that he be excused from discussion and voting
on this item. Carried.
Further information was presented to the Commission on this
item. Moved by E. Buday that we approve the request for waiver
of set-back to within 1 foot of the property line. Carried.
10. Other Business
1. Patricia Zonin
Discussion took place on the proposed change in zoning in the
Hamlet of Patricia. Moved by Councillor Conners that we approve
the proposed re-zoning as presented by the Advisory Committee
and that this be referred to the Planning Commission for amendment
in the By-law. Carried.
2. Hamlet of Scandia
Further information was presented in regard to rezoning in
the Hamlet of Scandia. Moved by E. Willms that the present
area of Hamlet Single Family be changed to Hamlet Residential.
This is to be amended in the new By-law. Carried.
3. Zoning By-law
A new draft of the Zoning By-law was presented to the Commission
and will be discussed at the next M.P.C. Meeting.
