HomeMy WebLinkAbout1989-10-31 Municipal Planning Commission (Regular) MinutesCounty of Newell No. 4 Municipal Planning Commission Meeting October 31, 1989 The regular Municipal Planning Commission Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Tuesday, October 31, 1989 commencing at 1:30 p.m. Members Present Councillors W. Wells K. Bulger L. Nelson Representatives E. Buday G. Niznik D.C.O. D. Grosfield Planner D. Fleming Secretary D. James 1, Chairman The meeting was opened for nomination and election of Chairman. W. Wells was nominated by L. Nelson. Moved by K. Bulger that nominations cease. Carried. Councillor Wells took the Chair. 2, Vice Chairman Nominations were opened for Vice Chairman. K. Bulger was nominated by L. Nelson. E. Buday was nominated by K. Bulger. Moved by Councillor Nelson that nominations cease. Carried. Result of vote - E. Buday was elected as Vice Chairman. 3. Meeting Dates Moved by E. Buday that the regular Municipal Planning Commission Meetings be held on the last Tuesday of each month commencing at 1:30 p.m. Carried. 4. Minutes Minutes of the September 26, 1989 meeting were ~ resented. Moved by E. Buday that we adopt these minutes as circulated. Carried. ~''~ ~~5. Business from Minutes 3-4 Permit ~~859 - Quyloo Services This Permit remained tabled. 3-3 Permit #865 - Leblanc & Royle Telecommunication Incorporated Information was presented to the Commission on this Permit. 6. Permits 1. ~~87b - William Roen - Moved-in Mobile Home - SW 21-21-14-4 After review, it was moved by Councillor Bulger that we approve this application and proceed with the necessary advertising. Carried. 7. Land Use Changes 1. N.L. Young - Pt. NE 29 & Pt. SE 32-19-14-4 Urban Fringe to Country Residence After review, it was moved by E. Buday that we approve this application and recommend it to County Council for approval and advertising. Carried. 2. John Leask - Pt. NW 20-18-14-4 Urban Fringe to Industrial After review, it was moved by Councillor Bulger that we approve this application and recommend it to County Council for approval and advertising. Carried. 8. Home Occupation Licences 1. Elna Hall - NE 18-21-17-4 - Sale of Candy-related Items After review, it was moved by E. Buday that we approve this application. Carried. 9. Subdivisions 1. 89 SE 60 - Kimmel This application was reviewed and it was then moved by Councillor Nelson that we refuse this application as it will not provide the necessary set-back area for buildings and it is partially located on an Oil Company lease. Vote on the motion - Carried. 2. 89 SE 61 - Aasen Moved by Councillor Nelson that we recommend the approval of this application to County Council and that cash in-lieu-of Public Reserve be set at $1500.00 per acre. Carried. 3. 89 SE 45 - Lakeside Further information was presented to the Commission and it was moved by E. Buday that the three parcels in Block 2, as shown in yellow, be consolidated into one parcel, that we waive the cash in-lieu-of Public Reserve on Block 1, and that this recom- mendation be referred to County Council for final approval. Carried. 10. Other Business 1. 89 SE 72 - Muhlbeir Subdivision Information was presented to the Commission in regard to this item. Moved by Councillor Nelson that we advise the Planning Commission that we have no objections to this proposed subdivision. Carried. 2. New Land Use By-law - Up-date Doug Fleming gave a report on this matter and the proposed new By-law will be discussed at the next meeting. 3. Eagle Lake - Zoning By-law A copy of this By-law from the County of Wheatland was presented and Doug Fleming will be reviewing this proposed By-law. 11. Development Report The Development Report for October was presented. Moved by G. Niznik that we accept this report. Carried. 12. Adjourn Meeting adjourned at 2:45 p.m. ~'C~ CHAIRMAN SE ETARY
