Carried. 2. 3. In the absence of Chairman Wells, Vice-Chairman E. Buday took over the chair. Minutes Minutes of the May 26, 1992 meeting were presented. Moved by Councillor Wallace that we adopt these minutes as circulated. Carried. Business from the minutes There was no business arising from the minutes. 4. 0.~ ~ . --, Permits The following permits were presented by the Development Control Officer: 1. ~k1061-Joseph Kalt-Mobile Home-Lot 1 Blk 1 Plan 3487 FU Rainier After reviewing this application, it was moved by c:ouncitior Wallace that we approve this application, and proceed with the necessary advertising. Carried. 2. 4k1062-Tyler Chemicals Ltd.-Double Wide Mobile Home Block 6 Plan 7510619-Brooks After reviewing this application, it was moved by Councillor Bulger that we approve this application, and proceed with the necessary advertising. Carried. 3. ~~1065-Sun Minerals Ltd.-Mining Excavation-8-33-25-16-4 Gem After reviewing this application, it was moved by G. Niznik that we approve this application subject to all environmental and other regulations being met, and that we proceed with the necessary advertising. Carried. 4. #1067-Lowland Construction-Equipment Pawn-Lot 3 Blk 1 Plan 8211419-Brooks After reviewing this application, it was moved by Councillor Bulger that we approve this application and proceed with the necessary advertising. Carried. 5. ~k1068-Lakeside Packers-Employee Welfare Building SW 19-19-14-4-Brooks o After reviewing this application, it was moved by G. Niznik that we approve this application and proceed with the E necessary advertising. Carried. 0 5. 6. 7. Land Use Changes Nil Home Occupation Licenses The following Home Occupation License were presented by the Development Control Officer: 1. ~~33-Brad & Kelly Willms-Merchandise Misc. Items-Lot 7 Blk 1 Plan 7510442-Scandia After reviewing this application, it was moved by G. Niznik that we approve this application, and proceed with the necessary advertising. Carried. Subdivision Application - 92 SE 20 - Big I Construction Moved by Councillor Wallace that we lift this item from the table. Carried. A representative from Big I Construction attended the meeting, presented information and answered questions from the Planning Commission. 0 N E LL 8. 0„~ ``' 9. This application was for the further subdivision of Lot 3 into 4 smaller lots. After a lengthy discussion on this item, it was moved by Councillor Wallace that we refuse this subdivision, as it is not compatible to the larger lots in the area, but that we recommend the approval of subdivision of this area into two lots only, including a registered access to the lots rather than a service road. Further, that this be recommended to County Council for approval. Carried. Subdivisions The following subdivisions were presented to the Commission for their consideration: 1. 92 SE 47 - Young After reviewing this application, it was moved by Councillor Bulger that we approve this application and recommend it to County Council for approval. Carried. 2. 92 SE 48 - Maldaner After reviewing this application, it was moved by G. Niznik that we approve this application and recommend it to County Council for final approval. Carried. 3. 92 SE 49 - Wald After reviewing this application, it was moved by Councillor Wallace that we refuse this application, as it does not conform with the Land Use By-law. The parcels are too large and that this is prime agricultural land, and also has very poor access from ~~1 Highway. Carried. 4. 92 SE 50 - Hansen After reviewing this application and discussion, it was moved by Councillor Bulger that we table this application, and invite Mr. Hansen to our next M.P.C. Meeting. Carried. 5. 92 SE 52 - Endersby After reviewing this application, it was moved by G. Niznik that we approve this application and recommend it to County Council for final approval. Carried. ~ Development Report The Development Report for the month of June was presented. Moved by Councillor Wallace that we accept this report. Carried. . . 10. Other Business 1. Town of Brooks - NE & NW .Area Structure Plans Mr. Doug Fleming, reported on these two area structure plans, and advised that he saw no problem with the NE Plan, as for the NW plan, he recommended that the Town should consider the oversizing of utility lines for this area to accommodate future development. After further discussion, it was moved by Councillor Bulger that we present this recommendation to County Council. Carried. 2. Development Permit - Dinosaur Park Discussion took place on this item, the Commission was advised that the Provincial Park is exempt from our By-law in regard to development etc. 3. Development Permit - Volk Discussion took place on this permit, the Development Control Officer advised that there is a twenty four month period for the completion of any project under a permit. 11.
