The regular Municipal Planning Commission Meeting of the
County of Newell No. 4 was held in the County Office at
Brooks, Alberta on Tuesday, March 23, 1993 commencing at
1:30 p.m.

All members were in attendance at the meeting.
Minutes
Minutes of the February 23, 1993 Municipal Planning
Commission Meeting were presented. Moved by G. Niznik
that we adopt these minutes as circulated. Carried.
Business from Minutes
8-2 A A M D & C - Small Gravel Pit Regulations
Moved by Councillor Barg that we lift this item from the
table. Carried.
Doug Fleming, o~ the Planning Commission, gave a report on
the gravel pit operations as they pertain to our By-laws.
The survey questions were then answered and will be
returned to the Association.

NE 13-22-17-4 - Gem
Information on this application was presented by the
Development Control Officer. After discussion, it was
moved by Councillor Loewen that we approve this
application and proceed with the necessary advertising.
Carried.
5. Land Use Chancre
1. George Munro & Assoc. Ltd.
NE 13-21-16--4, NW 18-21-15-4
An application from George Munro & Associates Ltd. at the
above-noted location for the- estate of Amos Gallup, of
Rosemary, was presented. After review, it was moved by
Councillor Barg that we recommend to County Council the
approval of this land use change and the carrying otzt of
the necessary advertising for this land use change.
Carried.
6, Home Occupation Licences
Nil.
7. Subdivisions
1. 93 SE 14 - Owen
Moved by Councillor Scheuerman that this item be lifted
from the table. Carried.
Neil & Ross Oweri attended the meeting to discuss this
proposed subdivision. After further review and discussion
on the application, it was moved by Councillor Barg that
we recommend approval of this subdivision to County
Council. Carried.
2. 93 SE 17 - E.I.D. - E 1/2 17-18-14-4
Brooks Landfill Site
After review, it was moved by G. Niznik that we recommend
approval of this subdivision to County Council. Carried.
3. 93 SE 19 Ostafichuk - SW 4-22-12-4 (Fast Track)
After review, it was moved by Councillor Scheuerman that
we recommend approval of this application to County
Council. Carried.
4. 93 SE 20 - Gallup - NE 13-21-16-4
After review, it was moved by Councillor Loewen that we
~, recommend approval of this application to County Council
` subject to cash in-lieu-of Public Reserve on the three
subdivided parcels and that this subdivision be approved
at such time that the land use change is in place.
Carried.
5. 93 SE 21 - Hansen - SW 27-20-14-4
After review, it was moved y Councillor Scheuerman that we
recommend approval of this application to County Council.
Carried.
8. Delectation
1. Jager Development - Presentation
Members of Jager Development met with the Commission and
presented a Concept Plan for the over-all development of
the proposed marina, the outline plan of Phase I & II,
proposed amendments to the Land Use By-law, requests for
relaxation to the main access road set-back, proposed
Utility Easement Documents, .report of Public Utilities for
Lots 7 & 8, and an engineering report. After presentation
of the reports and discussions, it was moved by Councillor
Barg that the M.P.C. call a special meeting for 1:30 p.m.
on April 1, 1993 to discuss these documents further and
make a presentation to County Council on April 8th.
Carried.
g. Other Business
1. O inion on Shared Garaae Concept
The Development Control Officer presented this item to the
Commission for discussion.
2. D A.B. Report
The Secretary advised that the Development Appeal Board
ruling regarding Martin's Development Permit has been
appealed by the Town of Brooks and has been turned over to
our legal firm, Brownlee Fryett, for further action.
10. Development Report
The Development Report for March was presented.
11. Adjourn
Moved by G. Niznik that this meeting adjourn at 4:20 p.m.
