County of Newell No. 4 Minutes of Municipal Planning Commission Meeting October 26, 1993 The regular Municipal Planning Commission Meeting of the County of Newell #4 was held in the County Office at Brooks, Alberta on Tuesday, October 26, 1993 commencing at 1:30 p.m. Members Present Councillors M. Loewen P. Barg Representatives L. Buday B. Bergen ,-. Planner D. Fleming D.C.O. D. Grosfield Secretary M. Bowen 1. Election of Chairman The meeting was calved to order and nominations were opened for the election of Chairman. Councillor Loewen nominated Councillor Barg. Moved by L. Buday that nominations cease. ~- ~ Carried. Councillor Barg was elected as Chairman and took over the chair. 2. Election of Vice Chairman Nominations were opened for the election of Vice Chairman. L. Buday nominated Councillor ~' Loewen. Moved by B. Bergen that nominations cease. Carried. Councillor Loewen was elected as Vice Chairman. 3. Excused from Meeting Moved by Councillor Loewen that we excuse Councillor Scheuerman from this meeting. Carried. ,~-. _~ 4. Minutes f Minutes of the September 28, 1993 meeting were presented. Moved by Councillor Loewen that we adopt these minutes as circulated subject to questioning. Carried. 5. Business #rom Minutes 4.1 I. Wigemyr - SW 31.18-15-4 • Land Use Chance Moved by B. Bergen that we recommend to Council the approval of this Land Use Change from Agricultural to Country Residential. Carried. 7-2 93 SE 92 • F. Skuban • Lot 6 Block 1 Plan 8211419 v This item remained tabled. 7.3 93 SE 79 - I. Young Moved by L. Buday that we lift this item from the table. Carried. ~' .... 93 SE 80 - I. Young Moved by L. Buday that we lift this item from the table. Carried. Mrs. I. Young was in attendance at the meeting to provide additional information regarding these two subdivisions. After discussion on 93 SE 79, it was moved by M. Loewen that we refuse this subdivision due to the unavailability of irrigation water to the parcel. Carried. After discussion on 93 SE 80, it was moved by L. Buday that we approve this application for subdivision. Bruce & Debbie Tiegs Mr. Bruce Tiegs was in attendance at the meeting to discuss a waiver of setback on Lot 10 Plan 8310857. 7. ~~ ,o 2. Ivan Wigem~ Mr. Ivan Wigemyr met with the Commission to discuss his proposed subdivision 93 SE 100. Permits 1. #1180 -Bruce & Debbie Tiegs -Addition to House -Lot 10 Plan 8310857 -Brooks After discussion on information received when Mr. Tiegs was present at the meeting, it was moved by L. Buday that we waive the set-back regulations an the West end of this Lot to 2' and approve the Development Permit. Carried. 2. #1182 -Steve Kowal • Mobile Home Park -Lot 3 Block 1 Plan 8211419 • Bassano Moved by Councillor Loewen that we refuse this application as it does not conform to our land Use By-law. Carried. 8. Land Use Changes Nil 9. Home Occupation Licences 1. #39 -Mike Pokornev IP.G Comauting) -Computer Business - SW 15-16-13-4 • Tillev Moved by L. Buday that we approve this licence. Carried. 2. #40 -Clinton Morin -Horse Training Centre - NE 16.21-16-4 -Duchess Moved by B. Bergen that we approve this licence. Carried. ,.-- ~-- 10. Subdivisions 1. 93 SE 77 -Melvin & Arline Kristianson - SE 18-15.13-4 The Secretary provided information advising that a Service Agreement is not required on this Subdivision. Moved by Councillor Loewen that we approve the withdrawal of the Service Agreement from this Subdivision. Carried. 2. 93 SE 100 -Ivan & Marlene Wigemyr - SW 31-18-15-4 Moved by L. Buday that we table this application. Carried. 3. 93 SE 101 - Doral A. Douglas - SW 33-19.14-4 After discussion, it was moved by B. Bergen that we table this application. Carried. 11. Other Business 1. November Meeting After discussion, it was decided that the Policy Committee would meet with the M.P.C. members at 1:00 p.m. on November 30, 1993 to discuss set-back regulations. 2. Subdivisions Impact on Agriculture Mr. D. Fleming gave a brief review of his study on Subdivisions Impact on Agriculture. 12. Development Resort The Development Control Officer presented his report for the month of October. Moved by L. Buday that we accept this report. Carried. 13.
