HomeMy WebLinkAbout1994-10-25 Municipal Planning Commission (Regular) Minutes ~ County of Newell No. 4 Minutes of Municipal Planning Commission Meeting October 25, 1994 The regular Municipal Planning Commission Meeting of the County of Newell #4 was held in the County Office at Brooks, Alberta on Tuesday, October 25, 1994 commencing at 1:30 p.m. Members Present Councillor M. Loewen Representative L. Buday B. Bergen Planner S. Welling D.C.O. A. Martens Secretary M. Bowen 1. Election of Chairman The Secretary called the meeting to order and nominations were opened for the election of Chairman. Councillor Loewen nominated Councillor Barg. Moved by L. Buday that nominations cease. Carried. ~ .... Councillor Barg was elected as Chairman. In the absence of the Chairman, Councillor Loewen took the chair. ~- 2. Excused from Meeting Moved by L. Buday that we excuse Councillors Scheuerman & Barg from this meeting. Carried. 3. Minutes Minutes of the September 27, 1994 meeting were presented to the Commission. Moved by B. Bergen that we adopt these minutes as circulated. Carried. 4. Call for Post Agenda Items The Chairman called for past agenda items. /" 1 5. Business from Minutes 9-1 94 SE 71 -Allan & Marilyn Armstrong Moved by L. Buday that we lift this item from the table. Carried. Marilyn Armstrong was in attendance at the meeting to provide additional information to the Commission. After discussion, it was moved by B. Bergen that we recommend to Council the approval of this subdivision subject to them entering into a Water Agreement with the E.I.D. Carried. 12.1 D A Welding Ltd • Lot 6 Block 2 Plan 8310515 The Development Control Officer gave an update on this property. Further information is to be obtained on this setback. 6. Delegation 1. Terry Bauer -Second Residence • SW 26.16-16-4 • Permit #1303 (Michael Morrison) _ Terr Bauer was in attendance at the meeting to provide information on this application. After ``"'~ V discussion, it was moved by L. Buday that we give the Development Control Officer the authority to approve this Permit for the second residence, which is required for an elderly individual who requires care at the present time. This residence is to be used for a suite for this purpose. This Permit is subject to renewal every three years and to the Development Control Officer receiving favourable photos of the mobile unit to be moved in. Carried. .... ~ 7. Permits Nil. 8. Home Occuaation Licences Nil. i'" 9. Land Use Changes 1. Renke Meadows - NW 33.18-15.4 An application from Renke Meadows to have a land use change from PubliclSemi Public Open Space to Mobile Home Park was presented to the Commission. After review, it was moved by L. Buday that we recommend to Council that we deny this application. Carried. 10. Subdivisions 1. 94 SE 77 -Neil, James & Jacqueline Murray - SW 18-19-15.4 The Planner advised that an error had been made on the initial subdivision application 74 M 156, that ended up including the two residences on the subdivision which was not the intention. After discussion, it was moved by B. Bergen that we recommend to Council that we approve this subdivision subject to: Lot 1 remaining zoned as Agriculture, by waiving the minimum lot size; Lot 2 be considered a Single Country Residence, which is allowed within the Agriculture Zoning; a Water Agreement with the E.I.D. for these lots; consolidation of the area left in LSD 3 with the balance of the quarter; and that Public Reserve be set at $1,500.00 per acre on the 3.5 acres contained in Lot 2. Carried. 2. 94 SE 80 • Gail Richard Alcock - SE 26-15.16.4 Moved by L. Buday that we recommend to Council the approval of this Subdivision subject to them entering into a Water Agreement with the E.I.D. Carried. ~-- 3. 94 SE 83 -Don Davis • Parcel A Plan 5265 F D (Section 13-21-16-41 The Planner advised that this was a subdivision created to adjust boundaries to coincide with a new ditch location. After discussion, it was moved by B. Bergen that we recommend to Council the approval of this subdivision. Carried. 11. Development Report The Development Control Officer presented the report for September 21194 -October 24194. Moved by L. Buday that we approve this report. Carried. 12. Correspondence Nil. i^ 13. Other Business 1. Designation between Country Residence & Light Industrial After discussion, it was suggested that the Planner draw up various scenarios for a designation of this sort to bring back at the next meeting. 14. Post Agenda Items 1. Permit #1304 - Darryl Kube -lot 1 Block 1 Plan 9011761 Moved by B. Bergen that we waive the flankage requirement to 26' and that we approve this hermit subject to access being from the subdivision road only. Carried. 2. Home Occuaation Licence #50 - Kathv Bulger - NW 27-21-19-4 -Bed & Breakfast Moved by L. Buday that we approve this Licence. Carried. 3. Westland Acres Subdivision Discussion took place on the Westland Acres Subdivision. 15. Adjourn ~~ Moved by B.
