Loewen B. Scheuerman Representative L. Buday Planner S. Welling D.C.O. A. Martens l~ 1. Excused from Meeting /' N o members were excused from the meeting. ,,_.. 2. Election of Vice Chairman The Chairman opened nominations for the election of Vice Chairman. L. Buday nominated Councillor Loewen. There were no other nominations, therefore Councillor Loewen was declared Vice Chairman. ~ 3. Minutes Minutes of the October 25, 1994 meeting were presented to the Commission. Moved by L. Buday that we adopt these minutes as circulated. Carried. 4. Call for Post Agenda Items The Chairman called for post agenda items. ~, 5. Business from Minutes 12-1 D A Welding -Lot 6 Block 2 Plan 8310515 Moved by L. Buday that a letter be written to D.A. Welding stating that the Commission will grant a waiver of the set-back on the above property to 12' provided that D.A. Welding frame in the doors on the west side of the building within 30 days. This letter will also state that the Commission would be in favour of discussing alternative proposals from D.A. Welding to resolve this matter. Carried. 6. Delegations 1. Neil Johnson & Brian Murray -Crew Camp - Development Application #1307 - SW 10.19-14-4 Neil Johnson was in attendance and presented a proposal for a temporary crew camp to be located on the above property. The proposal was far a 42-man camp which would include 6 trailers and 1 cook house. Moved by Councillor Loewen that the Development Control Officer be authorized to approve Development Application #1307 subject to a favourable review being received from the Town of Brooks on the application, and subject to the following conditions: • Receipt of a letter from Alberta Labour, Plumbing & Gas Inspections Branch, stating that the proposed water and sewer systems meet their regulations. - ~ Receipt of a letter from the local Health Unit stating that their regulations regarding the _,,% cooking facilities have been met. • That the permit is a temporary permit for a period of 18 months. Carried. .~ 2. Nick Salonka -Westland Acres Nick Salonka was in attendance and presented information on the Westland Acres Subdivision. Moved by Councillor Scheuerman that, upon receipt of an irrevocable letter of credit with an expiration date of August 1, 1995 in an amount sufficient to cover the costs of the installation of the curb and gutter on the south side of the street, and the cost of the surface irrigation system, the ban on issuance of Development Permits for Westland Acres will be lifted. Carried. 3. Martin Wiebe -Hog Oaeration -Application #1306 The applicant wished that the review of his application be postponed until after Christmas. /'` ,-. 7. Permits Nil. 8. Home Occupation Licences Nil. 9. Land Use Changes Nil. 10. Subdivisions ~- n 1. 94 SE 87 -Harold & Linda Ward -Block 2 Plan 8210565 y j Moved by Councillor Loewen that we recommend to Council the approval of this subdivision subject to the applicant providing access to the west parcel from the local road on the west side of the west parcel at the applicant's cost; that the applicant enter into an Installation of Road Approach Agreement with the County for this approach; that the previously set deferred reserve caveat for .12 acres be settled at $2,000.00 per acre; that the applicant provide the required utility easements for both TransAlta Utilities & Canadian Western Natural Gas; and that the applicant enter into a Water Agreement with the E.I.D. Carried. 2. 94 SE 92 -Joe Prins - SE 1-19-15-4 Moved by Councillor Loewen that we recommend to Council the approval of this Subdivision subject to the applicant ensuring access to the balance of the quarter and that the applicant enter into a Water Agreement with the E.I.D., if required. Carried. 3. 94 SE 95 -Albert Snyders - SE 34 SW 35 & N'/: 36-18-14-4 Moved by Councillor Loewen that we recommend to Council the approval of this Subdivision subject to the applicant entering into a Service Agreement with the County that would provide for the construction of an access to the 8 hectare parcel or access to the service road that would service the 8 hectare parcel; that the parcels of land lying to the north and east of the TransCanada Highway and local road and bordered on the west by the North Bantry Canal be consolidated into one Title; and that the applicant enter into a Water Agreement with the E.I.D., if required. Carried. ~''' 11. Development Report - The Development Control Officer presented the report for October 24)94 to November 22194. Moved by L. Buday that we approve this report. Carried. 12. Correspondence Nil. 13. Other Business 1. Proposed Additional C.R. District Provisions for a proposed additional C.R. district prepared by Planner, Steve Welling, were presented to the Commission. More information regarding the compatibility of the regulations with the Home Occupation Regulations and the relation with other provisions will be reviewed and brought back to the next meeting. Harvey Yanke • Time Extension for Roadway Moved by Councillor Scheuerman that Harvey Yanke be given an extension for complying with _ the County of Newell's conditions for approval on Subdivison 94 SE 59, until June 30, 1995. Carried. 4. Development Control • Inspections Moved by Councillor Loewen that we recommend to Council the review of the Development Control Officer situation and inspection process. Carried. 14. Meeting Date -December, 1994 Moved by L. Buday that the December 27, 1994 meeting be postponed to January 10, 1995 at 1:30 p.m. Carried. ...~ 15. Post Agenda Items 1. Land Use By-law Change - Renke Meadows The Commission was informed that Council over-turned the Commission's decision to refuse the Land Use Change application and will proceed with the process. 2. Oeveloament Permits for Country Residences Discussion took place regarding the differences between a mobile home and a modular home. The By-law definition of a mobile home will be reviewed. 3. Land Use Change -Terry Troidl - SW 1-19-15.4 ei J - Moved by L. Buday that this item be tabled for further information. Carried. 4. Land Use Changes Discussion took place on land use changes that affect only a portion of a parcel but do not ~ require subdivision to be changed. 5. C.R. Districts vs. C.R. Subdivisions This item will be discussed at the next meeting. .-- 6. Moved•in Dwellings The provisions of the Land Use By-law pertaining to moved-in dwellings, and amoved-in dwelling located in NE 34-19-14-4, will be reviewed at the next meeting. ,.. 16.
