Excused from Meeting No members asked to be excused from this meeting. 2. Minutes Minutes of the July 25, 1995 meeting were presented to the Commission. Moved by Councillor Loewen that we adopt these minutes as amended, regarding Permits #1398, 1399, 1400 and other minor amendments. Carried. 3. Call for Post Agenda Items The Chairman called for post agenda items. 4. Adoption of Agenda Moved by B. Bergen that the agenda be adopted as amended. Carried. 5. Business from Minutes 13-1 Land Use Change • Jason Fillia - NW 19.17-13-4 from Agriculture to Country Residence ,,,.~ Moved by Councillor Loewen that this item be lifted from the table. Carried. Arrived at Meetinu Councillor Scheuerman arrived at the meeting at 10:37 a.m. Moved 6y Councillor Loewen that we recommend to Council the approval of this Land Use Change subject to subdivision approval and that the proposed subdivided parcel be at least .40 hectares as per our Land Use By-law. Carried. 6. Permits 1. #1424 -Alex Stewart -Auto ReaairlPolaris Sales - NW 30-22-16-4 • Gem Moved by B. Bergen that we approve this Permit. Carried. 2. #1425 -Diane & Chris Matheson -Mobile Home SW 10-19.14-4 -Block 2 Lot 4 -Unregistered Plan -Brooks The Development Control Officer and Administration presented information regarding this permit and Permit #1426. The subdivision plan has not yet been registered, therefore there are no registered legals for this parcel at this time. Moved by B. Bergen that we defer this Permit until after the subdivision plan is registered. Carried. 3. #1426 -Don & Barb Lavallie -Mobile Home SW 10-19-14-4 -Block 2 Lot 1 -Unregistered Plan -Brooks Moved by B. Bergen that we defer this Permit until after the subdivision plan is registered. Carried. 7. Home Occuaation Licences 1. #57 -Ken Hok -Ken-Cam Handiman & Automotive Accessory Installations NW 20.19.15.4 -Plan 9410183 Block A - Cassils Moved by L. Buday that we approve this Licence. Carried. 2. Kevin Balaneski -Computer Software Retail Sales Plan 4818 J.K. Block B in NE 4.19-14-4 -Brooks Moved by Councillor Loewen that we approve this Licence. Carried. ~,,, 8. Land Use Changes 1. Pt. SE 36-18-15-4 - Morningside Farms Ltd. -Plan 9211685 Block 2 Urban Fringe to Countrv Residence The agenda showed Agriculture to Country Residence but, upon checking this application, it was noted that it should be Urban Fringe to Country Residence. This has been corrected on the application. Moved by L. Buday that we recommend to Council the approval of this Land Use Change for the proposed Block A subject to the applicant entering into a Domestic Water Agreement with the Eastern Irrigation District. Carried. 9. Subdivisions 1. 95 SE 61 - SE 30-16-13.4 -Edwin & Josephine Bronsch Moved by L. Buday that we recommend to Council the approval of this subdivision subject to the applicant entering into a Domestic Water Agreement with the E.I.D. Carried. 10. Development Report The Development Control Officer presented the report for June 22, 1995 to August 23, 1995. Moved by Councillor Loewen that we accept this report. Carried. 11. Correspondence There was no correspondence. 12. Other Business There was no other business. 13. Post Agenda Items 1. Permit #1427 -Peter Buhler • Plan 7910803 Block 1 Lots 1 & 2 -Shop Moved by L. Buday that we deny this Permit as it does not conform to our Land Use By-law in ,r- size or use. Carried. 2. Permit #1331 -Mennonite Brethren Church - NE 36-22-17-4 Discussion took place on the dedication of road right-of•way. Moved by Councillor Scheuerman that we advise the Mennonite Brethren Church that this dedication is to be by way of registered road plan. Carried. 3. Permit #1401 - C & L Oilfield Services -Plan 8183 F.G. Parcel A Block 1 Lunch The Commission recessed for lunch from 12:00 - 1:15 p.m. and also viewed the use of the building on Permit #1401. Moved by L. Buday that a letter be sent to C & L Oilfield Services, with a copy to the New Holland Farm Dealer, advising them that the Development Permit for C & L Oilfield stated that this building was to be used for truck storage only, therefore they are not meeting the provisions of the Permit, and asking them to remedy this situation before September 19, 1995. Carried. 14. Delegations 1. Albert Perras • Proposed Gravel Pit Development Permit #1428 - Pt. SW 7-22-12-4 -approximately 41 acres Permit #1429 - Pt. NW 1-22-13-4 -approximately 42 acres Albert Perras was in attendance at the meeting to provide the Commission with information on these proposed developments. After discussion, it was moved by Councillor Loewen that we refer this to the next M.P.C. Meeting for more information. Carried. 2. Virginia Collins -Plan 7910803 Block 1 Lot 9 • Dog Kennel Virginia Collins met with the Commission to discuss a letter written to her by the Development Control Officer regarding her dogs on a Country Residential parcel. Moved by B. Bergen that we reaffirm the conditions of the letter sent by the Development Control Officer an May 31, 1995 and advise Ms. Collins that she has six months to comply with these conditions. Carried. ~i Post Agenda Items (Cont'd.) 4. Subdivision 95 SE 62 -Mark & Bickie Fillip - Pt. NW 19-17-13-4 Moved by B. Bergen that we recommend to Council the approval of this subdivision, if the Land Use Change is approved, subject to the parcel that is being created being at least .40 hectares, the applicant entering into a Domestic Water Agreement plus any other water easements required by the E.I.D., a dedication by way of registered road plan of a 20-metre road right•of-way along the present road allowance in front of the .40 hectare parcel to be subdivided, and the applicant entering into a Service Agreement for access. Carried. 5. Subdivision 95 SE 63 - Phillia F. VanSteekelenburg - Pt. SW 9-20-13-4 Moved by Councillor Scheuerman that we recommend to Council the approval of this subdivision subject to the applicant entering into a Water Agreement with the E.I.D., and the parcel being at least .40 hectares in size. Carried. 6. Subdivision 95 SE 64 -Village of Tilley - Pt. NW 19-17-12-4 Moved by B. Bergen that we recommend to Council the approval of this subdivision subject to legal access to the property. Carried. ~- 15. Question PeriodlNotice of Motion L. Buday gave notice that she wishes the Albert Snyder's sale of equipment along Highway #1 to be placed on the agenda for the next meeting. The next meeting was confirmed for September 26, 1995 commencing at 10:00 a.m. Excused from Meeting Councillor Loewen asked to be excused from the meeting at 4:10 p.m. 16. Adjourn Moved by L. I have attached copies of the photographs which indicate which house corresponds with the listed permits. There will be no further processing of your development applications until all site plans and "Letter of Credit" are received at this office. At ±hat point, a 14 day advertising and appeal period are recognized. If no appeals are filed within the 14 day period, final approval would be granted to your development proposals.
