HomeMy WebLinkAbout1995-10-31 Municipal Planning Commission (Regular) Minutes~ County of Newell No. 4 Minutes of Municipal Planning Commission Meeting October 31, 1995 The regular Municipal Planning Commission Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Tuesday, October 31, 1995 commencing at 10:00 a.m. Members Present Councillors V. Fabian 6. Scheuerman C. Baksa Representatives A. Zagorsky D.C.O. K. Walde Planner S. Welling Secretary A. Martens 1. Nomination & Election of Chairman The Secretary called the meeting to order at 10:00 a.m. and called for nominations for the position of Chairman. Councillor Scheuerman nominated Councillor Fabian. Moved by Councillor Baksa that nominations cease. Carried. ~ .... Councillor Fabian was named Chairman by acclamation and assumed the chair. 2. Nomination & Election of Vice Chairman Chairman Fabian called for nominations for the position of Vice Chairman. A. Zagorsky nominated Councillor Scheuerman. Moved by Councillor Baksa that nominations cease. Carried. Councillor Scheuerman was named Vice Chairman by acclamation. 3. Excused from Meetino Moved by Councillor Scheuerman that J. Doerksen be excused from this meeting. Carried. 4. Minutes Minutes of the September 26, 1995 meeting were presented to the Commission. Moved by r- Councillor Scheuerman that we adopt these minutes as presented. Carried. 5. 6. 7. 8. Call for Post Agenda Items _ The Chairman called for post agenda items. Adoption of Agenda Moved by Councillor Baksa that the agenda be adopted as presented. Carried. Business from Minutes Nil. Permits 1. #1465 -Richard Trembecki -Mobile Home • Plan 7910924 Block 14 Lot 7 -Patricia Moved by Councillor Scheuerman that we approve this Permit. Carried. 2. #1458 -Albert Snvders Holdings Ltd. • Equipment Sales - NE 27-18.14-4 • Brooks Moved by Councillor Scheuerman that, as this development is within the Town of Brooks urban fringe, a decision on this Permit be tabled until comments regarding the proposed development are received from the Town of Brooks.. Carried. 9. Home Occuaation Licences 1. #62 -Sandra Malinsky -Bed & Breakfast - Pt. SE 2-19.14-4 -Brooks Moved by Councillor Baksa that we approve this Licence. Carried. 2. #61 -Rosalie Stearns -Sausage Sales - SW 12-21-14.4 • Duchess Moved by Councillor Baksa that we approve this Licence subject to the applicant receiving all applicable approvals from the Palliser Health Authority. Carried. 3. #60 -Jan Clyma - Woodworking & Sales - NW 8-17-12.4 - Tilley Moved by A. Zagorsky that we approve this Licence. Carried. ~,.., 10. Land Use Changes Nil. 11. Subdivisions Nil. 12. Development Report The Development Control Officer presented the report for September 19195 to October 25195. Moved by Councillor Scheuerman that we accept this report. Carried. 13. Corresaondence ,~ Nil. 14. Other Business ~^ 1. Modular Home vs Mobile Home Discussion took place on the need to clarify the Land Use By-law regarding the Modular Home vs Mobile Home issue. This item will be dealt with at the next meeting. 15. Delegation 1. Randy Baksa -Land Use Change - SW 1-19.14.4 -Agriculture to Mobile Home Park Councillor Baksa asked to be excused from discussion and voting on this item and left the Council Chambers at 11:30 a.m. as she has a pecuniary interest in that her husband is the applicant. Randy Baksa was in attendance and presented information on his proposed Land Use Change to the Commission. Lunch ~"~ The Commission recessed for lunch from 12:10 - 1:30 p.m. Delegation (Cont'd.) 1. Zagorsky that we recommend to Council the approval of this Land Use Change subject to the applicant reducing the size of the Mobile Home Park to a maximum of 10 acres and subject to the applicant providing a scale drawing of the proposed area to be re-zoned. Carried. Other Business (Cont'd.) 2. December Meeting Date Councillor Baksa returned to the Council Chambers and resumed participation in the meeting at 2:05 p.m. The December Municipal Planning Commission meeting will be held on December 19, 1995 at 10:00 a.m. instead of December 26th, which is Boxing Day. 3. Issuance of Stop Orders The Secretary advised the Commission of the recent issuance of Stop Orders. 4. Development Appeals -Permits #1428, 1429 & 1447 -Gravel Pits The Secretary advised the Commission that appeals have been received on the above Permits and that the Appeal Hearing will be held Tuesday, November 7, 1995 at 7:30 p.m. 5. Intensive Livestock Operations The Development Control Officer provided information on a Course to be held November 23rd regarding Intensive Livestock Operations. Anyone willing to attend must inform Administration prior to November 7th. 16. Post Agenda Items Nif. ~,, 17. Question PeriodlNotice of Motion A question period was held. 18.
